A RESOLUTION SUPPORTING CATS -NIPC MERGER
WHEREAS, a joint Ad Hoc Committee of NIPC and CATS has met to address the
recommendations of the Regional Transportation Task Force;
WHEREAS, this joint Ad Hoc Committee has met and discussed with the
Metropolitan Mayors Caucus actions to more; fully coordinate the comprehensive and
transportation planning in northeastern Illinois.
NOW THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF PLAINFIIELD, WILL AND KENDALL COUNTIES,
ILLINOIS AS FOLLOWS:
I. That the Village of Plainfield fully supports the forming of a
Transportation/Land Use Coordinating Committee to further the
integration of the planning activities of the Northeastern Illinois Planning
Commission and the Chicago Area Transportation Study.

A RESOLUTION FORMING ATRANSPORTATION /LAND USE COORDINATING
COMMITTEE TO FURTHER THE INTEGRATION OF THE PLANNING ACTIVITIES
OF THE NORTHEASTERN ILLINOIS PLANNING COMMISSION AND THE
CHICAGO AREA TRANSPORTATION STUDY
WHEREAS, the Policy Committee of the Chicago Area Transportation Study (CATS) is
the Metropolitan Planning Organization (MPO) for northeastern Illinois, designated by the
Governor and northeastern Illinois officials as being responsible, together with the state of Illinois
for carrying out the provisions of 23 U.S. Code 134 and 49 U'.S, Code 5303-06 for six counties in
northeastern Illinois and parts of Kendall County; and
'WHEREAS, the Northeastern Illinois Planning Commission is the comprehensive regional
planning agency for northeastern Illinois created by the state legislature in 1957 and updated by
the Illinois Planning Act (70 ILLS 1705) and has been. an on-going contributor to the regional
transportation planning process with CATS, most recently described in the Interagency Agreement
of 2001 to, integrate lands use and transportation planning; and
WHEREAS, the Metropolitan Mayors Caucus was established in 1997 to provide a forum
through which the chief elected officials of the region cooperatively develop consensus on
conunon public policy issues and multi jurisdictional challenges; and
WHEREAS, a Joint Ad Hoc Committee of NIPC and CATS has met to address the
recommendations of the Regional Transportation Task Force; and,
WHEREAS, this Joint Ad Hoc Committee has met and discussed with the Metropolitan
Mayors Caucus actions to more fully coordinate the comprehensive and transportation planning in
northeastern Illinois.
NOW, TFIEREFORE LET IT BE RESOLVED THAT: there is established a Land Use /
Transportation Coordinating Committee initially comprised of the president and Vice President of
NIPC, the Chairman and Vice Chairman. of CATS and the Chairman of the CATS Council of
Mayors Executive Committee to fully eva]uatc organizational and implementation policies
concerning the integration of comprehensive and transportation planning in northeastern Illinois;
and,
SE IT FURTHER RESOLVED THAT the Coordinating Committee will meet at least on a
bi-month]y basis beginning March 2005 to complete the following work; and,
BE IT FURTHER RESOLVED THAT the Coordinating Committee will review and revise
as necessary the Interagency Agreement among NIPC, CATS, the Regional Transportation
Authority, and the Illinois Department of Transportation, in full engagement of all signatory
agencies; and,
BE IT FURTHER RESOLVED THAT the Coordinating Committee will evaluate the
feasibility of co-locating the staffs of NIPC and CATS fostering improved communication
between the management of each agency; and,

BE IT FURTHER RESOLVED THAT an outside review will be implemented to assist and
document the progress of the Coordinating Committee as it develops a final organizational
proposal; and,
BE IT FURTHER RESOLVED THAT the Metropolitan Mayors Caucus will be fully
engaged by the Coordinating Committee to provide review assistance throughout the development
of its report; and,
BE IT FURTHER RESOLVED THAT the Counties of northeastern Illinois will be fully
engaged by the Coordinating Committee to provide review assistance throughout the development
of its report; and,
BE IT FURTHER RESOLVED THAT the Coordinating Committee will provide a draft
final report detailing a recommended organizational and implementation strategy for land use and
transportation planzung in northeastern Illinois to the Executive Board of the Metropolitan Mayors
Caucus, CATS and NIPC by January 9, 2006; and
BE IT FURTHER RESOLVED THAT a final report detailing the recommended
organizations] and implementation strategy for land use and transportation planning in
northeastern Illinois will be provided to the Governor and the leaders of the Illinois General
Assembly by March 15, 2006;
The above and foregoing resolution is hereby adopted this 13th day of January, 2005.
