This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible. 1.Financial Update Faythe said the update is the same as it has been for a while, but she likes to include it regularly for the committee to have. There is also an update with good news about the state match – the DOR announced the projection of a 35% base match for November 2022 first round CPA trust fund distribution, with some additional information about what’s going on behind the scenes regarding new communities joining, a bit of a dip in revenue because of less activity at the Registry of Deeds, and an update with about State budget changes and how that effects the State match. Sharon wanted to point out we were projecting a 25% match; with a 35% match we will be getting at least another $110,000. That is the first round, we will be participating in the 2nd and 3rd rounds so there will be more coming. Faythe mentioned an outstanding invoice from Mark Robinson for his work on a land project. Elizabeth said the original invoice was for $6,000 in December/January. $1500 was approved for an appraisal for a property. Mark wants to apply for a grant which will be $4500 of that $6000 invoice. That will come out of FY23 Admin Funds. Paul said he didn’t think we can obligate FY23 funds because we don’t have them yet. Faythe said she is comfortable we will have it in FY22 Admin Funds. No one had any changes. Beth will finalize this and circulate to the Committee. 3.Article 14 Summary information Faythe said this is the final wording that will be in the Warrant. Paul asked about if the draft article was article 17, not 14? Faythe will confirm. 4.Discussion of preparation for May 14 Town Meeting Faythe asked Bruce and Elizabeth about the Open Space Meeting from 2 weeks ago. There was a bit of conversation about the formula change, but the video ended before the recap. She asked Elizabeth to give an update. Elizabeth said they went round and round for an hour and didn’t get anywhere. A lot of members wanted to go against the change, others were ok if the percentage was 30%. They are waiting to see where the Conservation Community sits on all of this. She doesn’t know if there has been any public decision. She is sure members will speak up at Town Meeting, but there is no formal decision to report. They are waiting to see where Brewster Conservation Trust (BCT) stands on this. Bruce said he thinks the Open Space members missed getting involved during the process and feel they weren’t heard. Faythe said she was invited to attend the BCT Board Meeting to discuss these changes. She was happy to have Sarah there as well. She gave the same presentation that she gave the Select Board and Finance Committee. It was difficult to read the room. There were questions and comments around how the target percentages would work. She explained it was too late to change the warrant, but she could make comments at Town Meeting to speak to that. Sarah said obviously everyone has a strong opinion on what is perceived as something being taken away. At the same time, people understand the desperate need for housing. In general, there are some extremely passionate people around open space, they are not overwhelmingly happy around this process. The overall concern is to stay true to our targets. Perhaps it would be helpful to meet with the group along the process to help them understand what is happening and how it is happening as we go forward. Faythe agrees that there is some skepticism with how the allocations will work. She is hopeful that her attendance and our committee’s transparency through the process will be appreciated and reciprocated. Faythe said the Cape Codder printed a summary of the article that was misleading. Faythe sent an email to the reporter pointing out what she felt was misleading. She is unsure if there will be a correction. Yesterday, Faythe joined Peter Lombardi, Mimi Bernardo, and Suzanne Bryan to discuss the articles for Town Meeting. This will be available on the town website. It occurred to Faythe that it might be helpful given the complexity of how the 5-year Plan intersects with the funding formula, it might be helpful to do some educational outreach. She put together a one-page draft where it has a summary of the work that was done to come up with the plan, and then has links to the meetings where she did presentations for the Article. She thought this could be on the town website, similar to how the Sea Camps were linked. We would be able to direct people to that spot so they could learn more about it. It is a draft, there will be recommended wording changes, but how do you feel about the concept. Community Preservation Committee Minutes of April 13, 2022 Page 3 of 4 Sharon thinks it would be a great help to the community. Paul agreed and asked about any public forums that might be coming from the town. Faythe said usually there is a reach out from BCN (Brewster Community Network), but it might be too far out to the Town Meeting. Elizabeth thought it would be very helpful to have this one-pager out there for more education. The rest of the committee agreed. 5.Discussion of 5 Year CPA Plan/website information Faythe said she ordered the hard copies. In the original contract they specified 12 hard copies. They are going through a local print shop to be professionally done. 6.Project Updates Habitat Update Red Top Road Project – Paul sent it for the packet. Faythe loves their update format and wished more would do the same. White Caps – Faythe said the update was great in the packet. Mill Wall Update – Faythe asked Chris that when he has more information if he would come to the committee to give a verbal update. He was fine with that. We did get all the award letters from spring Town Meeting. We will be working on getting those out shortly. Last week, Faythe and Paul attended an excellent seminar about the history of land use here on Cape Cod. She hopes they post it and make it available for others to see. It was very well done and quite interesting. She highly recommends watching it. Faythe said the Historical Commission Form B Project, the binders are in the library for the work that has been done to date. We still have a bit more to do. The drafts forms for this round are under review by the Historical Commission right now. As soon as the drafts are finalized, they will be added to the binders at the library. Elizabeth said they have a new Crosby Manager, and they are reviewing the work in the project. Some may be done with volunteers instead of hiring people. We need to review the agreement. Faythe said we need to be very careful because Eric Drey wanted photographs and more documentation to confirm before and after having the work done. Sharon said on Brewster Woods, phase two is at 60% completion, they are waiting for permanent power to be brought to the site. They are anticipating having residents moving in as early as September. Right now, with the Mass Works grant, there is $40,135 in the grant and $28,551 in the CPC Match for that. Sharon requested a report on the Dog Park. Looks like there will be a soft opening in May. More to come at the next meeting. Faythe asked if Elizabeth could send round an updated Project List. Elizabeth will do so.
