Waldorf SUPPORT OF THE NOMINATION OF ILLINOIS ROUTE 66 AS A NATIONAL SCENIC BYWAY. NOW, THEREFORE, BE IT RESOLVED that the Village of Plainfield, Will and . Kendall Counties supports the nomination of Illinois Route 66 as a National Scenic Byway and is in favor of the Village of Plainfield, Will and Kendall Counties inclusion in the byway corridor as defined by the following description: Route 66 enters our community at the intersection of Interstate 55 and Illinois Route 126. The route travels along Illinois Route 126 to its intersection with Illinois Route 59. The route continues south along Route 59 out of our corporate limits to the south. FURTHER, BE IT RESOLVED that the Village of Plainfield, Will and Kendall Counties understands that the Illinois statutes regarding outdoor advertising control will apply along the byway corridor and furthermore that only legally permitted advertising will be allowed according to existing law. FURTHER, It is understood that once the byway designation has been received, the erection of new off -premise commercial advertising will be prohibited in the above defined corridor. October 22, 2004 To Local Government Officials of Illinois Route 66: For the past year, the Illinois Route 66 Heritage Project has been working with a coalition of state, regional and local agencies and organizations toward the designation of Illinois Route 66 as a National Scenic Byway. In accordance with the National Scenic Byway Program guidelines, we have sought input through a public information meeting process, established an official byway route and developed a supporting. Corridor Management Plan. The Federal Highway. Administration (FHWA) has recently announced that nominations for new byways will be accepted beginning in January 2005. During the next three months, we plan to complete the final phase of our nomination effort and submit our application when FHWA opens the window of opportunity. Two critical steps remain in this process. The first is an Illinois Department of Transportation (IDOT) examination of our proposed corridor for Commercial & Industrial (C & I) areas that may exist along the route. This verification is underway in IDOT Districts 1, 3, 6 and S. Both the local government entity and the Illinois Route 66 Heritage Project will be advised of the results. By virtue of Illinois statute, these areas are automatically excluded from the byway; however, a remedy, described in the next paragraph, is available for those communities that wish to include C & I areas in the byway. We strongly encourage the inclusion of C & I areas to provide continuity of the byway travel experience. IDOT also requires each county and municipality throughout the 66 corridor to submit a letter of support and an official resolution in favor of the byway nomination. In the event C & I areas exist, a special insert should be included in the letter of support (sample enclosed). These measures help ensure the community's understanding of and commitment to the byway. To be included in the nomination, we need you to submit your letter of support and resolution to the Illinois Route 66 Heritage Project office or your Regional Coordinator by December 31, 2004. The description must be included in your letter of support. We have also included samples of a resolution, letter of support and C & I appeal if necessary. FHWA and IDOT, who serves as the Byways Coordinator for our state, strongly encourage communities to prepare these letters and resolutions in their. own words; however, feel free to use any of the language in these samples. Designation as a National Scenic Byway is a tremendous opportunity for the communities that line the Illinois 66 corridor. As you may know, Illinois is home to five existing byways - our nation's most treasured roads. Cumulatively, these Illinois byways have received nearly six million dollars in federal funding for various projects over the past ten years. In addition to grants for project development and marketing, they have received a host of other related benefits. This is not a regulatory program. It is important to recognize the only rule is the prohibition of new outdoor advertising in those C & I areas included in the byway. It's that simple. No other regulations are imposed on land owners, businesses or residents of these byways communities.
