THIS REQUEST IS MADE PURSUANT TO PUBLIC RECORDS ACT,
CHAPTER 119 OF THE FLORIDA STATUTES AND IS ALSO REQUESTED UNDER THE
COMMON LAW RIGHT TO KNOW, THE COMMON LAW RIGHT OF ACCESS; AND
ANY STATUTORY RIGHT TO KNOW (INCLUDING, WITHOUT LIMITATION, ANY
STATUTORY RIGHT OF ACCESS, AS APPLICABLE). THIS REQUEST IS ALSO MADE
PURSUANT TO THE RIGHTS OF THE REQUESTOR PROVIDED IN THE FLORIDA
CONSTITUTION
IT IS REQUESTED THAT THIS RECORDS REQUEST BE FULFILLED IN ELECTRONIC
FORM. IF NOT AVAILABLE IN ELECTRONIC FORM. IT IS REQUESTED THAT THIS
RECORDS REQUEST BE FULFILLED ON 11 X 17 PAPER NOTE: IN ALL CASES (UNLESS
IMPOSSIBLE) THE COPIES SHOULD BE TWO SIDED AND SHOULD BE BILLED IN
ACCORDANCE WITH Section 119.07(4) (a) (2)

Re: Follow Up of Public Records Requests Dated June 26, 2013
Dear Mr. O'Boyle:
We have your Public Records Requests dated June 26, 2013 numbered 407,1
408, 409, 410, 411 and 412 requesting documents provided to the Town
Commissioners on meetings in January, February, March, April, May and
June of 2013. We are following up on a letter sent to you on July
2, 2013. See attached.
Section 119.07(4)(a)l., F.S., provides that the Custodian of Public
Records shall furnish a copy of the requested records "upon payment of
the fee perscribed by law..." The Town is authorized to require a deposit
of estimated cost prior to production of the records requested. As
previously stated, the estimated cost for each of your 6 requests is
$20.00 for the copies and $80.00 for the special service charges, $100.00
for one request, or a total of $600.00 for all six.
We await your reply.

We have your Public Records Requests numbers 407 through 412
wherein you request that we "Provide a copy of the packages given to
each of the Commissioners on or before the Commission Meeting on June
14, 2013 ", May 10, 2013, April 12, 2013, March 15, 2013, February
8, 2013 and January 11, 2013.
Completing these requests shall be labor intensive and will require
special service charges based on costs incurred for clerical and
supervisory assistance.
My estimated cost for each of your 6 requests is $20.00 for the copies
and $80.00 for —t Fe special service charges, $100 for one request, or
a total of $600.00 for all six.
A deposit will be required before we commence work on your requests
with the amount to be determined once you advise the Town in writing
that you want any or all of the material asked for in your requests
#407 through #412.

have not received a response from Mr. Thrasher so I thought you may be the one to assist me with
my complaint.
I understand that if a nuisance is brought to your attention you are supposed to act on it to get it
corrected. I hope you will help me to fix this one.
Please let me know that you received this email and also keep me informed of any progress you
make in this matter and how long it will take to fix this problem.

property identified in Palm Beach County records as Parcel Control Number 20434603000030110, 2410 N.
Ocean BLVD also known as GULF STREAM GOLF CLUB.
The owners of this property have failed to install a proper seawall or bulkhead where their property borders
the waterway. They have instead randomly deposited broken and previously used construction debris to serve
the purposes of a proper seawall. This assemblage has fallen into a state of disrepair allowing upland soil to
erode into the Intracoastal Waterway. I have personally witnessed golf course maintenance workers
depositing soil or fill material behind this deposition in an apparent attempt to replace the eroded soil
material. I believe this is a direct and clear violation of Sections 22- 31(5), 22- 31(18) and 22- 31(20) of the
Town's Code of regulations.
Additionally, the construction debris purposely assembled for shoreline armoring has become entangled with
obnoxious vegetative growth in direct and clear violation of Sec. 22 -31(4) and has ensnared floating trash from
the waterway in direct and clear violation of Sec. 22- 31(6).
1 have also witnessed what appears to be large water rats moving through the construction debris. No doubt
these animals have found harborage in the gaps and crevices of the construction debris in direct and clear
violation of Sec. 22- 31(8).
1 believe you may find other violations when you personally inspect this property, I am only reporting to you
the ones that appear most obvious to me.
These conditions have existed for as long as I can remember and I have seen these nuisance conditions get
worse and worse as more old construction debris has been dumped along the shoreline, some as recently as
last year. I have been bothered by this unsightly mess for many years but I have never complained about it
because I thought nothing could be done. I only recently became aware that these conditions are in violation
of many of the Town's Codes. I believe their continued existence has a direct negative impact on the value of
my home and the homes of my neighbors. I implore you to use the powers given you by the Town's Code and
enforce all the regulations of Chapter 22 to bring this property owner into compliance and fix this awful
problem as quickly as possible.
