HomeMy Public PortalAboutResolution 1540• RESOLUTION ~g`f~ A RESOLUTION AUTHORIZING THE APPLICATION FOR AND EXECUTION OF A TECHNICAL ASSISTANCE GRANT UNDER THE REGIONAL TRANSPORTATION AUTHORITY'S GENERAL AUTHORITY TO MAKE SUCH GRANTS WHEREAS, the Regional Transportation Authority (the "Authority"), is authorized to study public transportation problems and developments; and to conduct, in cooperation with other public and private agencies, such studies; and WHEREAS, the Authority has the power to expend funds for use in connection with these studies, and WHEREAS, the Authority has the power to make and execute all contracts and other instruments necessary or convenient to the exercise of its powers; and WHEREAS, approval for said funds will impose certain financial obligations upon the recipient, as follows: the Village of Plainfield agrees to provide local matching funding of twenty percent (20%) of the project cost up to a maximum local matching contribution of forty thousand dollars ($40,000). NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE OF PLAINFIELD VILLAGE PRESIDENT AND BOARD OF TRUSTEES, as follows: Section 1. That the Village President is authorized to execute and file applications on behalf of the Village of Plainfield with the Regional Transportation Authority for a technical assistance grant for the "Village of • Plainfield STAR Line Station Area Transit-Supportive Planning and Implementation" project. Section 2. That the Village President is authorized to furnish such additional information, assurances, certifications and amendments as the Regional Transportation Authority may require in connection with this technical assistance grant application. Section 3. That the Village President is authorized and directed on behalf of the Village of Plainfield to execute and deliver grant agreements and all subsequent amendments thereto between the Village of Plainfield and the Regional Transportation Authority for technical assistance grants, and the Village Clerk of the Village of Plainfield 'is authorized and directed on behalf of the Village of Plainfield to attest said agreements and all subsequent amendments thereto. Section 4. The Village has the opportunity to implement transit-supportive policies and design guidelines for the areas adjacent to the downtown station and a second station area near Interstate-55 at Renwick Road. While Plainfield is not currently served by transit, the long-range effort to establish the STAR Line allows Plainfield to shape development in and around the future station areas -much of which land is currently undeveloped - in advance of the start of transit service to create and promote ridership and establish the active, pedestrian-focused environment that is the foundation of a successful transit node. Village officials believe it is critical to implement transit-supportive land uses and policies tv maximize the ridership and enhance the benefits of the planned transit stations. Plainfield currently experiences extreme traffic congestion. The Village is located at the convergence of three designated highways -Illinois Routes 59 and 126 and U.S. Route 30 -and is also served by Interstate-55. A high volume of commuter traffic from communities to the south and west overburdens the existing road network. Congestion leads to increased fuel consumption and air quality impairment, lost worker productivity and quality of life impacts due to increased travel times, and higher transportation costs, particularly when considering rising gasoline prices. Successful integration of the transit stations will be vital for Plainfield. The transit service will connect residents with employment opportunities, helping tv overcome the region's jabs-to- housing imbalance. The transit service will result in environmental benefits by reducing vehicle miles traveled. Transit service will help Plainfield remain economically competitive while improving the quality of life of Plainfield's residents and employees. In order to achieve these benefits, it is imperative for the Village to comprehensively plan and implement the policies anal land uses needed to support the transit environment. Project Location Two STAR Line stations are proposed for Plainfield, one near downtown and one in the vicinity of Interstate-SS near Renwick Road. Site .l The primary station site has been identified north of downtown Plainfield. The Village has purchased the 58-acre parcel that includes the proposed station. The RTAP project will delineate a station area that encompasses the Village-owned property as well as surrounding property within the station area that will be subject to the proposed transit-supportive design guidelines, generally within ahalf--mile radius of the station site. Site 2 A second station site is proposed at Renwick Road just east of U.S. Route 30 near I-55. This site is the possible terminus of the STAR Line Phase I service. The site is under development pressure, and Village officials hope to identify conceptual site planning requirements for the site (e.g., acreage, location, potential rail storage, parking). In addition, the Village intends to reach consensus via the RTAP project regarding appropriate land uses in the area of the second station site. The Section 5 --Project Scope of Services The Village of Plainfield is undertaking the Regional Technical Assistance Program project to provide a comprehensive framework far advance planning that will help to achieve atransit- suppartive built environment that contributes to a highly utilized, multi-~rnodal transportation network. The proposed scope of work includes a combination of specific, near-term land- planning and design tasks along with initial efforts for long-range planning activities intended to facilitate plan implementation. The proposed tasks and associated deliverables are outlined below. a. Existing Conditions Assessment The consultant will inventory data pertaining to the existing land uses and transportation facilities within each of the proposed station study areas which will include at a minimum: land uses (including buildings), streets, pedestrian and bicycle facilities, signage, landscaping and other natural features. - Estimated budget: $10,000 - Task Duration: 3 weeks - Deliverables: • Site visit • Site context maps showing station area with existing roads, land uses and zoning (bath station sites) • A draft summary report describing the assessment of the existing conditions within the proposed station study areas, for review by the Steering Committee. b. Market Assessment The Real Estate Market Assessment will include an evaluation of the current housing, retail and office uses in the surrounding area, including land availability, vacancy rates, land prices, rents and price points. The consultant will conduct interviews (focus group and/or telephone) with local real estate brokers and potential developers to assist in evaluating potential future real estate mixes within the study area. Through use of the collected real estate data, demographic data and discussions with developers, real estate brokers and current property owners in the study area, the consultant will identify transit-oriented development (TAD) and redevelopment opportunities. The consultant will then prepare a potential real estate market scenario, specifically for Site "1," with an appropriate mix of uses and assess their market impact based on existing real estate market conditions and future opportunities. The assessment will also serve as a valuable stand-alone resource for the Village and property owners and developers within the station areas. - Estimated budget: $15,000 - Task Duration: 8 weeks - Deliverables: A potential real estate market scenario will be prepared and will be utilized by the consultant in Task "C" as input into the development of the concept plans for Site "1" only. The market scenario will be provided to members of the Steering Committee for review. Based on feedback from the Steering Committee members, the report will be revised. c. d. Transit-Supportive District Design Guidelines Much of the land in and around the station area is undeveloped and will likely be subject to development pressure in advance of the STAR Line development. Plainfield wishes to put in place design guidelines that will shape this development in a manner that supports a highly utilized transit system. For this task, the Project Consultant would prepaze design guidelines to govern both the pattern and form of development far a mix of uses, to achieve an active, transit-supportive pedestrian environment. The proposed design guidelines would provide the foundation for recommendations for project-specific design requirements of future development approvals, and would also be used for the Village to refine and incorporate into future downtown design guidelines (subsequent to this RTAP project) as established by the Zoning Code and Village Site Plan Review Ordinance. The design guidelines will include such aspects as streetscape design, roadway and pedestrian-scaled lighting, sidewalk design, building height, residential density, building massing, parking (location and design), and pedestrian connections, including urban green spaces. - Estimated budget: $20,000 - Task Duration: 12 weeks - Deliverables: • Design Guidelines document/brochure that will be narrative and illustrated with photographs, sketches and renderings to illustrate the recommended guidelines in plan-view, cross-section and perspective views. • The draft Design Guidelines will be presented to the Steering Committee for review. .f. Public Involvement Program The STAR Line and enhanced access to transit is a widely held community goal. However, the elements of a successful, transit-supportive district - including a mix of uses, appropriate residential densities and apedestrian-scaled environment -are often less widely understood. Plainfield proposes to build on the existing resources that highlight the benefits of transit- and pedestrian-focused development to build community-wide consensus far the type and pattern of development that is essential to sustain swell-utilized and integrated transit node. Deliverables of this task may include development of a website or content far the Village of Plainfield website; developing a brochure highlighting the positive aspects of transit- supportive development for the Plainfield community, and creating a PowerPaint presentation or other presentation module that could be provided periodically to vazious audiences (Boazd of Trustees, Chamber of Commerce, homeowner associations, school boards, etc.). A total of three formal public outreach meetings will be held. The first meeting will be in the early stages of the project to inform the public and the stakeholders about the many aspects aftronsit-supportive development. This meeting may also include a visual preference survey. The second meeting would be an introduction and review of the station area conceptual site plans to obtain input on preferences associated with the alternatives. The third meeting would be held after preparation. of the final conceptual plans far each area and of the Design Guidelines and Access and ~irculatian Plans (the "Final Plan"). The meetings may be scheduled independently or nay be incorporated into a meeting of e Plainfield Plan Commission or Village Presid~nt and Board of Trustees. Separately, this task also inclu es a level of effort associated with mare ge eral and sustained public outreach to promote ansit-supportive development in general. lainfield officials believe that implementation o ~ the STAR Line is a seven- to ten-year hori on. We recognize that we are in the early stagel s of this important effort. And while we accomplish the planxung and policy framewor ~now to achieve the Village's future goals, a also understand that it will require a long and stained effort to advance implementation. This task will establish a set of action ite ms and steps that are recommended to i plement the plan. Elements may include fundi ng options, project phasing, order-of-ma itude estimates of cost, and identification of po~ ential implementation partners. In addition the Project Team, including Village staff and th e Project Consultant, will evaluate governin plans and policies to recommend general modifi ~atians and additions -which amendments ould be completed subsequent to the RTAP proj ct - to help facilitate plan implementation Examples of such subsequent amendments co ld include the Village's Comprehensive Plan and Zoning Ordinance. Final Report Prepare a draft plan, including all elements from above tasks. Present draft final plan to Steering Committee members for review and present and discuss at a final public meeting. Based on review by the Steering Committee and public feedback, the draft final report will be finalized. - Estimated budget: $5,000 - Task Duration: 4 weeks - Deliverables: • A final, full-valor report will be prepared. The consultant will provide 25 hard copies and 2 electronic (CD-ROMs) versions of the Final Report. All graphics, maps and illustrations will be provided to the Village as separate files. The final report will be presented to the Village President and Board of Trustees. In recognition of this investment in future transportation planning by the Regional Transportation Authority, the Village would be pleased to volunteer to work cooperatively with other communities in a similar circumstance - far example, other communities along the STAR Line route -~- to spread the reach of the RTA's financial and technical support to maximize the benefits of this long-range investment. This commitment could include an obligation far the Village to invite peer communities to a workshop or discussion forum, participation in professional development activities, or other avenues for disseminating project deliverables or conclusions that may have mare widespread applicability. Section 9 -Governing Board The Village of Plainfield Village (President and Board of Trustees adopted R solution No. 1540, A Resolution Authorizing the Application for and Execution of a Technic Assistance Grant Under the Regional Transportati n Authority's General Authority to Mak Such Grants, on October 1, 2007. For the downtown station site, staff wishes to take the project to a higher level of detail such that critical design components -such as station acreage, required parking, and access points -can be definitively identified. In addition, specifically, the design guidelines will become a regulatory document that will dictate future development in the station area that is expected to occur well in advance of the station development. For the optional station site, staff is seeking a more generalized concept plan on the order of the information previously provided in the STAR Line Phase I study. Several other projects are ongoing that will influence the proposed project, as summarized below: • The Village 'is pursuing the re-route of Illinois Route 126 from Lockport Street north to 143rd Street, in conjunction with the extension of 143rd Street east of Illinois Route 59. This will be a major vehiculaz corridor, and staff would look for opportunities to provide access to the station site from 143rd Street. • The Village is proceeding with implementation of its Riverfront Master Plan, which includes planned amenities and improvements in close proximity to the station site and study area. • Staff expects that Lockport Street in the heart of downtown will be reconstructed, including an extensive streetscape enhancement. A. The Village of Plainfield will develop its STAR Line station site ear downtown Plainfield with sujj~ ient parking and adequate access loc tions to help implement the proposed STAR Line service. B. The Village of Plainfield will bring together key transportation pr viders, such as Metro, Pace, Plainfiel Township and Kendall County, to pramot integration of services to maximize c nnectians and minimize duplication to provide the greatest overall service for the~unds that are available. 2. Plainfield's downtown fore will be a vibrant, active shoppin ,dining and residential district with an attractive mix of uses developed in a pedestrian- focused manner. A. The Village of Plainfield will provide suff cient housing opportunities in close proximity to the downs wn and transit nodes. B. The Village of Plainfi ld will offer unique shopping and dining pportunities in an active, pedestrian- cused environment to provide the amenitie and economic development faundati n for a sustainable community. 3. Final Report 4.2 Project Schedule and Related Activities A schedule of milestones and anticipated task durations will be prepared based on the final scope of services that is approved by the RTA and in consultation with the selected design firm. Village staff anticipates a project duration of approximately 12 months, with bidding and contract award to occur in early 2008 (pending RTA approval). 4.3 Project Management Structure Multiple Village staff members will participate in the project. A Steering Committee will be formed to oversee the completion of the scope of work and give direction throughout the project. The Steering Committee will be comprised of one Village Trustee, one Plan Commissioner, the Community Development Director, the Public Works Director, and the staff planner/project manager, and other members of the RTA and Consultant Team as identified below. The staff planner/project manager will be responsible for all day-to-day technical and administrative activities, including (1) management of the Project Consultant; (2) coordination of the Steering Committee; (3) completion of in-house tasks; (4) oversight of the project schedule and budget, including processing of payment requisitions; (5) preparation and dissemination of regular project updates to the Steering Committee; and (6) coordination of ongoing public information activities. Formal plan deliverables will be presented to the Flan Commission, which will provide an opportunity for public input. The Flan Commission will provide a recommendation to the Board of Trustees, which will take formal action on key plan deliverables. 4.4 Project Team Members The Village of Plainfield staff involvement will primarily include members of the Community Development and Public Works Departments. Key team members will include the Community Development Director, Public Works Director, Village Planner, Village Traffic Engineer and staff planner(s). Additional involvement and oversight will be provided by the Village Administrator and remaining department directors (Police Village of Plainfield Transit-Supportive Planning RTAP PMP 4-1 and Implementation Department, Managemen~Services Department, etc.). For certain project tasks, the proposed scope of work ticipates the involvement of many outside agencies, such as the RTA, Metro, Pace, other local governments (Plainfield Towns p, school district, etc.) and the Plainfield Economic Partnership. 4.
