The Board o f Public Works of the City of Al chmond , Indi ana, met in
special sessicon at the office of said Board Wednesday November 21st
at 9 . Z.0 A. Mesors , Land & Melia il present , Mr. Henley abs ent . Two
members of said Board bed ng present , the following proceedings were
hacl, to -wit : -
Pursuant to adjournment .the Board met with G.K. Jeffries
Gen ,Sup' t . , of the T.H. I.&: E. Tra.ction Co . , and Attorneys & Engineer
of said Co. , together wi th Councilmen Messrs , Benn &. Stegman of City.
The T.H. I. & E. Traction Co . , thru their attorneys discussed an Agree
went for a Franchise of said company permitting them to erect and
install High Tension Lines thru the City, said company agreeing not
to furnish electric current for power & domestic use in Wayne Town-
ship, Indiana .
After some di scussion on said proposal or franchise
Mr. Land , PresidentSi of Board , stated that the: Board had an informal
meeting Monday night after council meeting , th members of Council
and citizens of Richmond , at which time the pro posi tion was thorough-
ly discussed , and it was the unanimous opinion of those present at
the meeting. "That in order to protect the best interests -of the City
of Richmond , Indiana , that 'said franchise and agreement should not
- be app roved'; , Thereupon the Board of Public Works , refuse to sign
contract & agreement for permission to install "High Tension ..Lines"
thru the City , and the T.H. I. €& E. Tr :cticn officials were so informe
The said Tm,ct .Company thereupon withdrew said agreement .

The Board' of Public Works of the City of Richmond , Indiana. , met in
regular session at the office of said Board Thursday November 22, 1923

bei ng present .the following proceedings were had,, to -wit
The City Civil Engineer reported the completion of contract under. Im-
pro vernt Res ol_u ti on N o.649 -192.2, for constructi ng cement C .L G. on
North 19th St. f_ cm Main Street to Lai lroad bri dge.
The City Civil Engi neer reported the completion of contract under Im-
provement .Res olutio n No. 661 -1923.for the paving of Reeve ston Road' als
South 21st Street; the Board accept the same and order asseosmemt rol
prepared ,- vri th the proviso that the parkways be leveled off and the
gutters be cleaned.
The Board continues hearing on vacation of N. 24th Street from E. "F"
St . south tc alley, to December 3rd , 1923 .

The Board directed the Clerk to no ti fy the Kayo:;, Secy Board of
Health & Ccuncil , to get tofether and make some arrangements in
regard to removing the Small Pox Detention House , by December 15th.

The Board of Public Works of the City of Richmond. , Indiana , met in
regular session at the office of said Board_ Monday November 26th,
1923, Lessrs , McFall and Henley present , Mr. Land , absent ; Two mem-
bers of said Board being present . the following proceedings were had
• to-wit : -

The Board approved a primary assessrrr•nt roll under Improvement Reso-
lution No. 649-1922, for the construction of cement curb & gutter on
both sides of North 19th Street, from Main Street to the - ai lroad.
The Board approved a primary assessment roll for the paving of •teeve5--
ton iboad, from South 18th to 23rd_ St , Also; South 21st Stieet ,fr.om
South "B" St. to Reeveston road, under Improvement -L'esolution No.
661 -1923.
The Bca. rd unanimously adopted Improvement Res oluti on To. 697-1923 ,
for the construction of Sanitar:T Sewer in• the alley between South
10th u 11thi.-Street , from south "I" to "J" Street .
The Board directed the Clerk to prepare an ordinance for permission
to sell two 276 H. P. Sterling dater tube boilers , of the I.I.E. ,L.& P. P.
and requesting the Judge of Jayne Circuit Court to appoint, appraisers
-for said boilers .
The Street Commissioner retorted that one of his employees had met
with an accident on. November 16th, 1923, by having a large. bowlder
fall into a manhole in which he was working , (nnnc-Frctunct ).
