(Special Session)
The Board of Public Works of the City of ni chmond , Indi ana, met in
special session at the office of said Board Wednesday November 21st
at 9 . 30 A.I,1.Messrs , Land ec McFall present , Mr. Henley abs ent . Two
members of said Board bei ng present , the following proceedings were
had , to -wit : -
aursuant to adjournment ,the Board met with G.M. Jeffries
Gen ,Su. . ' t . , of the T.H. I.R. E. Traction Co . , and Attorneys & Engineer
of said Co. , together wi th Uouncilmen Messrs , Benn & Stegrian of City.
The T.H. I. ; E. Tra.ctio n Co . , thru their att orneys discussed an Agree.
went for a Franchise of said company permitting them to erect and
install High Tensio n Lines thru the City, said company agreeing not
to furnish electric current for power & domestic use in Wayne Town-
ship, Indiana .
After some di scussion on said proposal or franchise
Mr. Land , President of Board , stated that the: Board had an informal
meeting Monday night after council meeting , wi th members of. Council
- and citizens of Richmond , at which time the proposition was thorough-
ly discussed , and it was the unanimous opinion of those present at
the meeting. "That in order to protect the best intere sts of the City
of Richmond , Indiana , that said franchise and agreement should not
- be app roved'; , Thereupon the Board of Public Works , refuse to sign
• contract & agreement for permission to install "High Tension :sires"
thru the City , and the T.H. I. & E. Traction officials were so informe(
The said Tract .Company thereupon withdrew said agreement .
The Board then ad journed,

The Board of Public Works of the City of Richmond. , Indiana , met in
regular session at the office of said Board Thursday November 22, 1923
at:9 A.M. All the members of said Board Messrs , Lana , McFai 1 & Henley
being present .the following proceedings were had,, to-wit :
The City Cirit Engineer reported the completion of contract under Im-
provement Resolution No.G49 -1922, for constructing: cement C .11; G. on
North 19th St. f_nom Lain Street to -Lai (road bri dge.
The City Civil Engi neer reported the completion of contract under Im-
provement .Resolution No. 661 -1923.for the paving of Reeve stor_ Road vas(
South 21st Street; the Board accept the same and order assessma t rol:
prepared , T;i th the proviso that the parkways be leveled off and the
gutters be cleaned .
The Board continues heari ng on vacation of N. 24th Street from E. "F_" -
St . south tc alley, to Dece mbe r 3rd , 19 23.
