The Board of Public iiVorks of the City of Richmond ,-. Indiana , met in
r-egalar sessi on at the office of said Board. , Monday June llth,1923
at 9 o' clock A .M. All the members of said Board Me-ss.rs., Land ,
McFail and Henley being present , the fo 'lowing proceedings. were
had, to -wit • -- -
. The Board met. to hear remonstrance if any of persons primarily"
assessed on account of bene fits and damages. in the " matte r of con-
d .rati o n of grond for ri ght of way for sewer from Northwest 5th .
Street west over and across Lot No. 3, Pitts & Hodgin, Addition
as provided Tinder Declaratory Resolution No. 165-1923. No remon-
strance having- been fi led and the Board being duly a dvi sed in the
premises thereupon take final action, the assessment roll of bene --
-fi is and damages being in all things confirmed as heretofore ap-
proved , and- the -said ri. ght -of-way is- hereby acqui red as pr ovided
for in said Declaratory a'esoluti on No. 165-1923, and the Board now
order that the assessment roll be forthwith transmitted to the
Department of finance .
The Board -unanimously adopted Improvement Resolution No. 694-1923
for the improvement of South "A". Street, by resurfacing said 'street
wi th one of the following materials ; Bituminous Macadam , Sheet svha
Asphalt , Rock Asphalt or Re-infer ce d C oncre to , from South 2nd to
South 5th Street.
In the matter of the petition presented for the T3 vi-ng of North and
South 10th Street, from North "A" to S,ou.th~e"A" Street under . Ir_prove--
ment Resolution No. 688:-1923, was taken up and discussed by Messrs ,
Harlan Attorney for she Andrews Asphalt Paving Co.. , who filed the
affidavits of Mande L. Pollett, Chas. C . Pollett, who: upon their
oath say that they authori zed. certain 'persons to sign said peti tion
for said Asphalt ; A.M.Gardner attorney for the Hayes Construction Co
and the City Attorney , being present , the matter was discussed, and
upon request of Mr. Gardner, final action_ on said peti tion was con-
tinued to Thursday June )14th , 1923.
Permission was granted. W. E. Adams , to cut the curb for dri veway at
937 South 10th Street.
Pursuant to continuance to this date , the matter of Declaratory i-teso
lution No. 167-1923, providedg for the opening of Southwest 5th St.
from National Road south to the present Southwest 5th Street as,
opened south of Tract No. 216-, was agin taken up and discussed with
various prop erty owne rs , and hearing continued unti 1 Monday June 18,
1923 at 10 o clock A. M. when the Board hopes to he.ve some definite
knowledge- of amount of damages to be assessed as berm fits to the
aerea proposed to be assessed c-for said opening.
The Board met torecei ve bi ds under Imiprovement Resolution No.689-
1923, for sewer in 1st alley north of North "F" Street, from North
13th Street west , to alley between North 12th & 13th Street , no
bids received , the Board decides to hold. said improvement until
next -year , efore .re-advertising forbids .

The Board_ received bids for the improvement of North "G" Street by
const-r wall ng cement sidewalks 51 wide on both s id es of street,from
North 12th to 15th Street ; except where cement sidewalk is already
lai d and in good co ndi don, under Improvement Resolution No.690 .19 23 •
as follows , to -wit :
•" Z. B. Pyle Co. , bid;
Cement walk, intersections and al ley cross-walks--- :289{' per s,q-ft.
there being but one bid received for said improvement , and the same
being above the estimate of the City Civil Engineer, the Board take
-same under advi cement , for . a conference with the bi-dder. as to -whether
he will take the contract at the estimate 255 sq-foot .
The Board received bids for the improvement of the alley between
South. 20th & 21st Street, by constructing a cement roadway from let
- alley north of South "A" Street to the 1st a1 ley south of Main Street
except that portion already laid. and in .good condi ti.on, under Im-
provement Resolution No.• 693_-1923, -as. follows to-wit : -
" Isenbarger & Jessup,- bid ;
Cement roadway complete .245/ per square foot
" Z. B. Pyle Co. , bid ; •
Cement roadway complete . 28 per square foot.
- The bid of Isenbarger & Jessup being the lowest and within the
estilte of 'the City Engineer, the contract was so awarded.
The Board received bids for the impro-vement of the alley between
North 13.th & 14th Street, by constructing a cement roadway the full
width thereof, from North "C" to North ''D" Street, under Improvement •
Resolution No. 692-1923, as follows, to-wit :
- " Isenbarger & Jessup, bid ;
Cement roadway complete 1---. 24 �✓ per square foot
" Z . B. Pyle Co. , bid;
Cement roadway complete .70 V! per square foot
The bid of Isenbarger being the lowest and within the estimate
of the .City Engineer., the contract was so awarded .
- The Board authorized Mr. 'McFall to sign contract wi th the R. L..
Polk & Co. , publishers, for 6 copies of next ad..cliti on of Richmond
City Directories, in the sum of 5�48.00.
The City Engineer retorted the completion of contract under Improve-
ment Resolution No. 671-1923. for cement curb & gutter on South llth
Street , from South "E" to "G" Street, the Board ace epted the .same and
approved -a primary assessment roll. . .. .. - .
The Board then adjourned ,
