Monday Apri l 16th , 1923.
The Board of Public Works of the City of Richmond , Indiana, met
in regular session at the offi ce of said Board Monday April 16th,
1923, .at 9 o' clock A. M. All the members of said Board , Messrs ,
Land ,. McFall and Henley bei ng present , the following proceedings
. were had , to -wit : -
The Board meets to hear all persons interested in, or whose proper-
ty is affected by the improvement of the alley between North 12th
& 13th Street, by constructing a cement roadway the full width of
said al ley , from North "A" Stre et south to the first al ley 1st north.
of Main Street , under Improvement Resolution No. 678-1923. After
hearing all persons interested who appeared. The Board decide that
the benefits to property liable to be assessed for sail improvements
are equal to the cost of same as reported by the City Civil Engineer
and thereupon take final acti on on same , the resolution being c on-
firmed without modifies tion.
The Board meets to hear all persons interested in, or whose property
is affected by the improvement of both sides of North "A" Street,
by constructing cement sidewalk (.7ft . ) in width ; except on such por
tions of said street where cement sidewalk is already laid and in
good condi ti on, from. North. 7th to 16th Street, under Improvement
Resolution No. 679 -1923. After hearing all persons interested who
appeared and carefully considering a remonstrance filed against said
improvements , the Board referred the remonstrance to the City Civil
Engi neer for inve sti_gatio n, the Board_ being of the opinion that it
is necessary that said sidewalks be constructed, decide that the
benefi is to property liable to be assessed for said improvement are
equal to the cost of same as reported by the City Civil Engineer,
and thereupon take acti on, on motion of Mr. McFai1 the resolution
was confirmed wi thout modification, the City Civi 1 Engineer reported
that the majority of resident free-holders had signed the remonstrance
on motion the Clerk was directed to prepare -an ordinance- authorizing
the improvement under Improvement Resolution •N o.679 -1923, and present
the same to the Common Council , with the recommendation from the.
Boa_ rd that said improvement be made as provi ded for by said r. eso-
lution and the plans and specifications connected therewith .
Mr. Thos . Nicholson, a resident property owner residing along North
"A" Street, desired to go on record before the Board , that if the
sidewalk improvements on North "A" Street under the above resolution
were not made , he wofld insist that the property o¢vners be notified
to crake repairs to same were ne ce s sary
The Board unanimously adopted Improvement Resolution No. 689-1923,
for the construction of a Sanitary Sewer in the let alley north of
North "F" Street, from North 13th Street west to the alley running
north & south between North 12th & 13th Street.
The Board approved the contracts & bonds of Dani e1 G. Burkhardt under
Improvement Resolutions , No' s. 664 -666 & 667-1923. lvith U.S.Fidel1ty .
& Guaranty Company as surety.

The Board received report from J. .F. Davenport , J. H. Lihhtenfels
and Chas. D. Shideler, appraisers- appointed to appraise the property
of Milton Atkinson and John Atkinson, si tuate d. on south side of
- Richmond Avenue just west of Doran Bridge , (property of J.Atkinson
valued by them to be worth 1:2 00 .00 _and property of Milton Atkinson .
valued by them to be worth 02,000.00 Total y 3, 200 .00.
The T. H. I. & E. Traction Co. were given permission to trim the
tree abutting No. 524 Southwest "A" Street, the same to 'be not less
than three feet below the wires, under the supervision of George
Matthews owner of said property, work to be done in a careful and •
workmanlike manner.

The Street Commissioner was directed to place cinders in the south
_end of the alley between -the C .& O.Ry.and Southn7th Street, at south
terminal. of alley . The Str eet Commissioner was directed to have the
• blacksmith employed by the Light. Plant to do his blacksmithing.
_ The loch mond Light, Heat & -Power C o, were granted permission to con-

struct- switch track or siding at their gas plant , at their own risk
this permission is granted with the understanding that they • are re-
sponsible for any necessary advertising connected -with said instal-
lation of said track.
The Board. received a petition signed by D.Lee Fitzpatrick chairman
of Committee, requesting that permission be given to place ornamen-
_ tal urns in front of business houses filling the same with flowers ,
the Board not knowing who the committee is and just what is desired
the Clerk was directed to notify Mr. Fitzpatrick to appear at the
meeting of the Board. on Thursday next .
A petition was received to improve the alley between the C . & 0. •Ry.
and South ,7th Street, by cement roadway from South "H" to "J" Street
_ the Board on motion as the city_ has about all the improvement they
can contract for at this time., take same .under advisement until a
later date .
The Clerk was directed to advertise for bids for a 2 or 4 passenger
closed car automobile , for use of the TM.E.L.& P. P.

_ The Building Inspector was directed to see the contractor on the
1st National Bank, and see if the fence could not be removed on 7th
and Main Str e e ts. .

The Board approved contract of J.H.Ni_ewoehner contractor for plumb-
ing in Public Comfort Static ¢.
The Board then adjourned,
