The Board of Public Works of the City of Richmond , Indiana. , met • in regular session at the offi ce of said Board , Thursday April 5th 1923. All the members of said Board Messrs, Land , McFail and Hen- ley being present . The following proceedings were had, to wit : The Board meets to hear all persons interested in, or whose property is affected 'by the improvement of the alley between South 8th & 9th Street, by constructing a cement roadway the full wid th of alley . from South "A"- to "B"• Street, - as provided for by Improvement Reso- luti o n No. 668 -1923. After hearing all persons interested who an peared, no one remonstrating. The Board decides that the benefits to property liable to be assessed on account of said improvement are equal to the cost of same as reported by the City Civil Engin- eer, and thereupon take final acti o n. on same , the resolution being confirmed The Board meets to hear all pe rsons interested in, o r vh ose prq e r- ty is affected 'by the improvement of Northwest 8th Street ; By grad- ing and paving the roadway with one of the following kinds of modern city pavements , to-wit : - Concrete , Rock Asphalt, Emulsified Asphalt, or Bituminous macadam ; also constructing cement curb & gutter one ft. Wide and cement sidewalks 6' wide on both sides of said street ,from Peacock Road. to Richmond Avenue , as provided for by Improvement Re- soluti_o n No. 669 -1923. After hearing all persons interested who ap- _ peared, the Board modify said resolution to read 5' sidewalks in steed of 6 ' walks. The Board decides that the benefits t o property liable to be assessed on account of sa-id improvements are equal to the cost of same as reported by the City Civil Engineer, and the re- upon takes final- action. The resolution being confirmed as modifted. The Board meets to hear all persons interested in, or whose property is affected by the improvement of the alley between SW. 2nd_ & SW 3rd St-r eet, 'by cement roadway the full , width of alley , from SW. "D" to "E" Street, as provided under Improvement lie solution No. 670 -1923. No one appeari ng and no remonstrance having been filed aga inst said improvement . The Board decides. that the benefits to property liable to be assessed for said improvements are equal to the cost of same as reported by the City Civil Engineer, and thereupon take final arg action on same , the resolution being confirmed without modify cation. The Board meets to hear all persons interested in, or whose property is affected by the improve ment of the 1st alley south of North "C" Street , by cement roadway from North 6th to 7th Street, under Im- provement Resolution No. 672-1923. No one appearing and no remon- strance having been fi led. The Board decides that the benefits to property liable to be assessed on account of said improvement are equal to . the cost of same as reported by the City Civil Engineer, and the reupq n takes fa1 action, the resolution being confirmed without modii ca to o The Board meets to hear all persons interested in or whose property is affected 'by the vacation of the alley ist west of South 7th St. from South "J" Street north to a point 14' south of SW.corner of Lot No.14 ,A.K.Add. a majority. remonstrance having been filed against said vacation, Leclaratory Resolution No.164-1923, was unanimously rescinded. Thursday April 5th , 1923. 413 The Board directed. the Finance Department , to pay to John F. - Hipskind, the sum of ti 919 .93 , the 5% reserve under Improvement Resolution No. 615-1921. • The Board directed the Richmond City Water wyor'ks: to lay water main in Northwest 8th Street , from Peacock Road to Richmond Ave. The Board authorized, the City Controller to pay to John Thorman , - the sum of y 500.00. partial estimate on work done on his plumbing - contract on toilets in Glen Miller -Park. The Clerk was directed to prepare an ordinance to submit to the Common •C ounci 1 requesting appraisers to be 'appointed t o appraise Moto rcyc le of the Police Depart ment , wi th a vi. ew to selling the same or making •exchange for new motorcycle. The Board decide the alley lights in conge sted die tri ct be Mai n- tained by city and charged to street lighting. The Board upon request of Hayes Construction Co. , permit said Co. - to employ E.A.Mariana, - to do ilia cement work under Iheir contract with the city on Reeve ston Road,, South 21st and 20 Streets. The Board selected J.F.Davenport , J.H.Lichtenfels , and Chas. .D. Shideler to appraise property on south side of Richmond Avenue immediately west of Doran Bridge. The Board reported that on account of the condition existing in the coal situation, they had on the advice of a Walter Reid , Howard A. Dill ,. Joseph Hill and AC .Harwood , committee appointed some time ago to assist the city in securing the very best con- tract possible for supply of coal for M.E.I.& P.P. and after careful investigation by them together with Mr. Hess, Suptt of ' Plant in the coal field, had entered into a-contract with the Castner, Curran & Bullitt Inop . of Cincinnati , Ohio. to ftrnish the M.E.L.& P. P. with approximately 25 ,COO tone during the year of N.& S. V 02/50 . per ton f.o.b.mines and $2.90: for R.O.M. Claims to the amount of 016 ,653.66 were allowed and ordered paid. The Board approved the city payrolls to April 1st, 1923. The Board unanimously adopted Declaratory Resolution No.165-1923 to condemn right-of-way for sewer from NW.5th Street across Lot ..No.3,.Pitt_s & Hodgi n,Addi do n,to the alley between NW 5th & 6th Streets.
