Monday April 2nd , 1923.
The Board of Public Works of the City of Richmond , Indiana,
met in regular session at the office of said Board, Monday
Apri 1 2nd, 1923, at 9 0 clock A. M. All the members of said'
Board, Messrs , Land, McFail and Henley being present . The fol-
lowing proceedings. were had , to-wit :The Board granted permission to Geo . Noggle , to use the ground
bordering Chestnut Street from West 5th Street west 200 feet
for gardening purposes for the summer of 1923, upon payment
to the City Controller the sum of 39:' per too square feet.
The Board grant permission to 0. H. Brubaker to cut the curt
on South "B" Street Lot No. 10 A.M. Jacksons, Add. , for private
driveway.
The Clerk was directed to prepare and pre sent to the Common R
Council ordinances , appropriating 4465.28 , for Street Dept .for
Ford Truck ; Also , one for j010,000.00 out of M.I .L.& P. P. General
Fund , for repairs account of said plant .
The City Engineer was directed to order two barrels of street
marking paint for Street Department .
The following petition was presented, to -wit :
To the City of Richmond , Indiana and to the Board of Public
Works of said City , and to Walker ,Jand ,. President of said Board
of Public Works , and to the Common Council of the City of Rich- .-
mond, Indi ana, and to Lawerence A. Handley, Mayor of said City
and Pre si dent of said Common Council.
The Terre haute , Indi anapolis and Eastern Traction Company,
by this petition hereby requests you and each of you to gi ve and
grant to it the permission and authority to construct , maintain
and operate the additional construction, equi pment and faci li--
ties hereinafter described and set forth within the City of
Richmond, which are reasonably necessary for the transaction of
the business of this company, as a public utility , and for the
public convenience and interest, and within thirty ( 30) days
of this time to de to rmine by contract ordinance , or othe rwi se ,
the terms and condi ti ons upon which this company may be permitted
to occupy the Streets, Highways and public properties within -
such mu0 ci pal i.tty, gh, the same may relate thereto to -wit : •
The right , authority and permission to erect , mi.ntain and
operate an Electric Transmission Line for the conveyance and
distribution of ele ctr is current ,consisting of Poles, Cross •
Arms , Guy Wires, and other necessary structures , to be- placed
in and upon the public streets, alleys and public places of
said City and across and over all inte rsecti ng streets , alleys
and public places, along upon and ove r the following 'de cri be d

Beginning at the property of the said Terre Haute ,
Indi. anapolis° and Eastern Traction Company, knownas its shops,
on the South side of the national road and between' the West 4th
and West 5th Streets in said. City and more particularly in the
proposed sub- stati on to be located thereon, and thence running .
South on the West side of the alley between West 4ht and West 5th
Streets to the north line of -South E.Street, in said city ; thence
East- along the North side of South "E" Street to the West sid e of
South 13th Street ; thence crossing' to the South side of South E.
Street and running with said side of South E. Stze et in an Easterly
direction to the West line of South 23rd Street ; thence North along
the West. side. of South 23rd Street to the South side of Main Street
and thence East along the South side of Main Street to the East
corporation line- of the City of hichmond.

After some discussion of the petition, it was the cpnsesusIopin_
ion of the Board that they were not in favor of granting the peti=
ti on, without due invests ge.tio n as they believed the route proposed
in the petition would be a menace to public safety, . by virtueeof
high tension wires, also that the city was willing to furnish said
company electric current for power , and the Board directed Mr.Hess
- Sup't., of the M. E. L. & P. P. to !rake a written proposal to said
Traction Company to furnish electric power for their use and the
terms and price of same , and on motion said petition was referred
to the City Attorney.
