Thursday March 22nd ,1923.

- The Board of Public Works of.. •.the City of Aichmond , Indiana , met in
regular sessi on at the of fi ce . of said Board, Thursday March 22nd ,
1923, at 9 o' clock A. M. All the members of said Board , Messrs, •
Land , McFail and Henley being present . The following proceedings
were had , to -wit
The City Civil Engineer reported the completion of Storm Water Sewer
in South "0" Street from South 2nd to 4th Street, ,under Improvement
Resolution No.657-1922. The Board. accepted the same, and approved
final assessment roll all charged against the City of Richmond , Ind.
being in the sum of 01965.38 less. 5'o retained for one year in favor
of John F. Hipskind , Contractor .
The Board received petition for the opening of the alley between
North 6th & 7th Street, from the first alley running east & west
. south of North "C" Street to North "C" Street, the same was referred
to City" Civil Engineer, for estimate cost of said opening.
A' petition for grading & graveling the alley 1st north of North "G"
. Street, from North 14th Street west to. alley , was presented, as the
ci ty wi 11 not gravel alleys the Engineer was di r edte d to prepa re
plans f c. cementing said alley.-
A petition for constructing cement roadway in alley between SW.2nd
. and 3rd , from SW."C" to "D" St. was referred to Engineer for plans .
The Board approved the contract & bond of Connor , Bearly & -Jinks
Contractors under Improvement Resolution 662-1923.
The Board approved the contract & bond of John F. Hipskind, contract-
• or under Improvement Resolution No. 663-1923.
The Clerk reported complaints- referred to Board by Council, Also,
that the Common Council had rescinded the it former action and had
on motion withdrawn their opposi ti on to constructing "Golf Course "
in Glen Miller Park.
The Board held a meeting with members of Wayne County Auto Dealers
Association, regarding the removal of Gasoline Curb Pumps in the
City. All- the members present having curb pumps stated that it would
be a hard : ip_ on ,the: o be compelled to remove -the same , they also
presented he"'Beard M a Resolution adopted by the association on
March 19th , 1923, Vigorously .protesting against, the removal of said.
pumps ,which was ordered placed on fi le , they 'agreed to present the
names of cities which are raking an effort to remove the pumps from
the curb, and agalin take th is mat te r up at a future meeting with
the a sso ci ation and repo rt back to the Board . The C le rk was directed
to. write to the American Automobile 4ssociation New York City and
request them to give us the names of cities removing said curb pumps
from the curbs .
The Board unanimously adopted Improvement Resolution No.680-1923
for the construction of cement curb & gutter on both sides of Ran-
dolph Street, from Northwest 1st to 5th Street..

The Board directed the City Engineer, to prepare an estimated on
the cost of making Rando 1ph Street from ea st side of Northwest 1st
Street to Richmond Avenue, curb ,gutters , sidewalks and roadway, and
report to Board .
The Board received bids for fur nishing material and plumbing neces-
sary for the Public Comfort Station 32 South 8th Stye et , as follows

" John H. Niewoehner, bid :
As per specifications and drawi ngs complete $3,980 .00
" Charles Johanning , bid :
As per specifi cations. and drawings co mple te4,199.00

" Charles A. Tangeman, bid :
As per speci ficati.ons and drawings complete $4,554.00
_ The bids were taken under advi Bement , and submitted to the
City Building Inspector for investigation and report.
Considerable complaint having been made regarding the dovn spouts
on buildings occupied by Motor Sales Company at North "E" t; 12th
Streets, The Clerk was directed to notify the Businesa Men` s Finance
Association No. 17 North 9th Street, who OM or have control of
• the building to have said spouts connected with sewer.
The Board approved the various ci ty payro 1'ls to March 17 th , 19 23.
Claims to the amount of $16 ,173 .97 were al lowed and ordered paid.
Mr. Henley was instructed to get pri ce s on various trucks of one
ton capacity for use of City Street Commissioner and price allowed
for old Ford in making deal ,used as repai r wagon by Fire Depart ment .
The Board named Mr. Wilbur Hibbard as chai rman. of committee selected
to supervise the construction of "Golf Course" in Glen Park, under
the direction of the Board Of Public Works.
The Board then adjourned,
