Monday March 19th, 1923.
The Board of Public Works of the City of Richmond, Indiana, met
in regular session at the office of said Board Monday March 19th,
1923,, at 9 o' clock A. M. All the members of said Board Messrs , Land ,
McFall and Henley being present , the following proceedings were had, •
to-wit :-

After a' conference with Messrs , Keck, Young, et-al, property owners
residing along the improvement of Reeveston Road , also, South 21st
Street from Reeveston Road. to South "B" Street, in matter of duct
being installed for conduit system for wires as provided by Improve-
ment Resolution No. 661-1923. the Board upon motion of, Mr. Henley,
decided that the Conduits in said improvement also the improvement
of South 20th Street under Improvement Resolution No. 665-1923;
be left out , and the wires be placed in Conduits in rear of lots
instead of the streets , on lot lines.
The Board grant permission to a Mr. Bell, to place cinders on Ridge
Street in Benton Heights, north of School Street, he to haul and
spread the cinders, and the city to furnish the, same .The Board also
take up the matter of installing an arc lamp in Ridge Street with
Mr. Hess, Sup' t. of Light Plant.
The Board received a communication from the Richmond City Water Works ,
in matter of Section 21 . of City ordinanc: requiring*fire pressure
`direct ) on a schedule of boxes upon signals from such boxes being
received at Pumping Station, the company is required to give a pees-
ure of 1101b s.on. the hydrants nearest the box from which the alarm
was sounded.The increased pressure subjects the Pumping & Distribu-
tion system to excessive strains. Since the introduction of Motor
Pumpers in Fire Depts. many cities have found it advisable to rely
upon' the pumpers to increase the normal pressure at the hydrants. .
We submit for your consideration the advisability of abolishing or
altering the present method of giving fire pressure , in order to
remove the extra starain on the. system . ' The- Board referred the com-
munication to the City Attorney for legal advice on same .
The Board received a tentative agreement from the Terre Haute,
Indianapolis and Eastern Traction Company, the right and authority
• of said company. to . erect , mai ntai n and ope rate an Electric Tra nsmis--
sion Line for the conveyance and distribution of electric current ,
consisting of Poles, Cross Arms , Guy Wires, and other necessary
structures, to be placed in and upon the public streets , alleys and
public places of said city, abng the following rout: , Beginning at
the property of said T.H. I.& E. Co. known as its shops between West
4th & 5th Street running on west side of alley to north _side of S.
"E" St. to west side of South 13th Street; thence crossing the street
to north side of "E" St. thence east to west line of South 23rd St.
thence north along west side of said 23rd street to Main Street &
thence ea st al ong Mai n S tr a et to the ea st cor po ratio n line of the
City. The same was referred to the City Attorney .
Mr. D. C . Hess Sup' t. of M.F.L.& P.P. was directed to visit Coal
field or mines, in the interest of the plant , for the purpose of
securing contract for furnishing said plant with coal .

The Board on motion awarded the contract for the construction of
Relief Sewer in North 16th , North "E" North 20thn2lst & 22nd Sheet
as provided for under Improvement Resolution No. 662-1923, to Con .
nor, Bear ly & Jinks of Connersville , Indiana , at price named in
their bid submitted therefore March 15th , 1923.
The Board on motion awarded the contract for the construction of a
Relief Sewer in West 5th Street between Pearl Street & Richmond Ave.
_as provided for under Improvement Resolution No. 663-1923, to John
F. Hipsk-ind, at price named in bid submitted therefore March 15th,
1923.The Board met to he ar all�-persons intere sted, or whose property is
affected by the construction of cement sidewalks, curb & gutters on
both sides of South "J" Street, from South 9th ton6th Street , as
provided for under Improvement Resolution No. 664-1923. After•'hearing
all persons who appeared no one. remonstrating. The Board decide that
the benefits to property liable to be assessed for said improvements
are equal to the cost of same as reported by the City Civil Engineer
and thereupon take final action on name, the resolution being confim.

The Board meets to hear all persons interested, or whose property is
affected by constructing cement sidewalks on both side of South 17th
Street , from Main to South "A" Street , as provided for under Improve-
ment Resolution No. 666.-1923. After hearing all persons who appeared
the Board decide that the benefits to property liable to be assessed
for said improvements are equal to the cost of same as reported by
the City Civil Engineer and thereupon takes final action on same. The
resolution on motion was modified to read 5' foot sidewalks , and as
so modified was confirmed.
The Board meets to hear all persons interested, or whose property is
affected by the improvement of the alley between South 17th & 18th Si
by constructing a cement roadway from South "A" Street north to the
north terminous of said alley, thence east to South 18th Street, as
provided under Improvement he solution No. 667-1923. A remonstrance
signed by Charles Flook and 15 other resident property owners being
filed the same was referred to City Civil Engineer, The City Civil
Engineer reported that there are 32 resident property owners residing
along the line of said improvement 16 of whom have signed the remon-
strance . The Board on motion overrules the remonstrance and take fin-
al action on said resolution, the Blamed decide that the benefits to
property liable to be assessed for said improvements are equal to the
cost of same as reported by the City Civil Engineer and thereupon on
motion confirm said resolution vaith out;rmodification.
The Boardvunanimous-ly adopted Improvement Resolution No. 678 -1923,
for the improvement of the alley between North 12th & 13th .Street ;by
constructing a cement roadway from North "A" Street to the 1st alley
north of Main Street.
The Board unanimously adopted Improvement Resolution No. 672 -1923,
for the improvement of North "A" Street ; By constructing cemeit side-
walk 72ft. wide on both sides of said street from North 7th to 16th
except where already laid in cement and in good condition.
