HomeMy Public PortalAbout01-05-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, JANUARY 5,2023 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,January 5, 2023 in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney;Monica Burns, Deputy City Clerk; Police Chief Mike Britt; Ian Vanness, Director of Infrastructure and Development; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of December 22, 2022, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr.Evans moved to approve the Claims for Payment for December 23,2022 in the amount of One Hundred Seventeen Thousand One Hundred Six Dollars and thirty five cents ($117,106.35), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Mr. Evans moved to approve the Claims for Payment for December 30, 2022 in the in the amount of Seven Hundred Seventy Four Thousand Four Hundred Ninety Nine Dollars and forty seven cents ($774,499.47), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Mr. Evans moved to approve the Claims for Payment for January 6, 2023 in the amount of One Hundred Sixty Six Thousand Nine Hundred Forty Two Dollars and eighty nine cents ($166,942.89), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for December 30, 2022 in the amount of Eight Hundred Thirteen Thousand Two Hundred Ninety Dollars and sixty cents ($813,290.60), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. 4 Board of Works Minutes January 5, 2023 Mr. Evans moved to approve a special Payroll Check Run for December 27, 2022 in the amount of Fourteen Thousand Seventy Five Dollars and fifty nine cents ($14, 075.59), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr. Evans moved to approve the Payroll Claims for Payment for Pension for December 30, 2022 in the amount of Two Hundred Sixty Three Thousand Two Hundred Thirty Eight Dollars and four cents ($263,238.04), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. REQUESTS • NEW HANDICAP SIGNS 420 Lincoln Street Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. 2216 Grand Blvd. Ms. Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 198-2022—DR. KATHY PLATONI, PSY.D. The City retains Contractor to provide in-depth and individual professional psychological counseling and employee assistance services for the Police Department for the 2023 and 2024 calendar years. Individual police employee sessions shall be scheduled and conducted only when a police employee is referred directly by the designated RPD official agent, Major Jon Bales. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 202-2022 —INDOT AND THE CITY This is a Joint Use and Maintenance Agreement concerning Bridge Enhancements on US 27 over the Depot. INDOT shall be responsible for the installation of the pedestrian fencing and aesthetics, and all associated cost. The City shall be responsible for the installation of Board of Works Minutes January 5, 2023 the decorative lighting and all associated cost. The City shall be solely responsible for the maintenance, future improvements, removal and all associated costs of the Bridge Enhancements. Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 206-2022—JOSEPH BUCKLER This agreement is for Temporary Specialized Engineering Services. Mr. Buckler will provide temporary engineering services to assist in training of the new Utility Coordinator for the Division of Public Works and Engineering. The hourly rate will remain at$24.53 per man hour for a maximum of 20 hours a week. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 213-2022—BLUNK SAFETY SYSTEMS The City retains Contractor to furnish and install emergency lighting, cage partitions, consoles, siren systems, and related equipment for six (6) new police cars recently purchased by the Police Department. Not to exceed$30,239.22 Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CHANGE ORDERS -None ADDENDUMS -None RESOLUTIONS -None PETITIONS -None MISCELLANEOUS • FIREFIGHTER RESIGNATION Adetokunbo Adeshile submitted his resignation to HR in late December with his last date of employment being January 8, 2023. Mr.Evans moved to accept the resignation as of January 9,2023, supported by Ms.Palmer. Upon a vote viva voce,the motion carried.
