A RESOLUTION TEMPORARILY CLOSING A PORTION OF U. S. ROUTE 30
IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF
PLAINFIELD PEST THURSDAY, JULY 15, 2004 AT 5:00 P.M. THROUGH
SUNDAY, JULY 18, 2004 MIDNIGHT
WHEREAS, the Park District desires to hold their Annual Plainfield Fest on a
portion of U. S. Route 30 between Route 59 west to Desl'laines Street on Thursday, July
15, 2004 at 5:00 p.m. through Sunday, July 1 S, 2004 at midnight; and,
WHEREAS, said Plainfield Fest will require the closing of Route 30
completely between the east junction with Illinois Route 59 and the west junction with
DesPlaines Street; and,
WHEREAS, said Plainfield Fest will require the detouring of traffic both east and
westbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility
and liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY,
ILLINOIS, AS FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction,
protection and regulation of traffic during the time the detour is in effect
occasioned by the closing of State Route, and usage of 143rd Street, a Will
County jurisdiction road.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled far the benefit of
traffic deviated from the State Route.
3. The alternate route will be to continue Route 30 North on Route 59 to
143rd Street, then west to Route 30. Detour signs will be posted for both.
northbound and southbound traffic.

The Plainfield Park District is requesting the Village of Plainfield to grant street closures
for the 2004 Plainfield Fest. These closures include:
Thursday, July 15, 2004
9:00 a.m. Chicago Street -between Des Plaines and Fox River
Des Plaines Street -between Chicago and Ottawa
Village Parking Lot -adjacent to Andreasen Travel & Tours
12:QO p.m. Des Plaines Street -between Lockport Street and Chicago
5:00 p.m. Lockport Street -between Des Plaines and Route 59
All streets would reopen at Midnight on Sunday, July 18, 2004.
This staggered schedule of street closings was used in 2003 and allowed for an orderly
and timely set-up to occur. If you or the Village Board has any questions ar concerns,
please do not hesitate to contact me.

Dear Mr. Latz,
The Village of Plainfield is temporarily closing a portion of U. S. Route 30 in the Village
for the purpose of Plainfield Fest Thursday, July 15, 2004 at 5:00 p.m. through Sunday,
July 18, 2004 Midnight. The alternate route will be to continue Route 30 North on Route
59 to 143rd Street, then west to Route 30. Illinois Department of Transportation is
requesting written confirmation from you approving the use of 143rd Street for the
detour. Enclosed is their communication to us. Please provide this confirmation, so
IDOT will give us approval to close Rt. 30.

Dear Ms. Janik:
This letter is your permission to close a State highway as follows:
US Route 30 from Illinois Route 59 to Des Plaines Street on Thursday, July
15,2004 from 5:00 PM and end at Midnight, Sunday, July 1$,2004 for the
purpose of holding the Annual Plainfield Festival.
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material and supplies required for the closure, including barricades,
detour signs, etc., shall be provided by the local ,governmental agency .
2. Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted .flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police ,officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traffic around the detour.
5. All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.

6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.
