Adoption of WIKADUKE Trail Land Use and Access Management Study
WHEREAS, the WIKADUKE Trail is recognized as a critical regional transportation route that will
have a large impact on future land use decisions and development within the identified study area;
and
WHEREAS, the WIKADUKE Trail will have a large impact on both the local the regional
transportation network; and
WHEREAS, in September of 1999, the Illinois Department of Transportation (IDOT) completed the
WIKADUKE Strategic Regional Arterial (SRA) Study as part of the 2010 Transportation System
Development Plan which recognized the importance of the development of the WIKADUKE Trail
in order to alleviate future congestion of the established road network; and
WHEREAS, an Advisory Committee composed of representatives from the Cities of Aurora and
Joliet; the Villages of Minooka, Oswego, Plainfield, Shorewood; the Counties of Kendall and Will;
the Townships of Oswego, Na-Au-Say, and Seward; the Natural Resources Conservation Service;
and Moser Enterprises was established to collectively oversee the development of the WIKADUKE
Trail Land Use and Access Management Study (the Plan); and
WHEREAS, Advisory Committee members met once a month for the past thirteen months to discuss
the progress of the Plan in relation to the established goals and objectives for the WIKADUKE Trail
and for planned future development within their jurisdiction; and
WHEREAS, the Plan was made available to the public and public comment was received at
advisory committee meetings and at a public open house held on November 19, 2003; and
WHEREAS, the future development of the WIKADUKE Trail is identified and referenced in the
Village of Plainfield's Comprehensive Plan adopted on May 20, 2002 and Updated April 2004; and
WHEREAS, the Plainfield Planning Commission reviewed and recommended approval of the
WIKADUKE Trail Land Use and Access Management Study on.hAa'~aD, 2004; and

NOW, "THEREFORE, BE IT RESOLVED that the Plainfield Village Board hereby adopts the
WIKADUKE Trail Land Use and Access Management Study as set forth in Attachment(s) A.
