A RESOLUTION APPOINTING THE SOUTHWEST AGENCY FOR RISK
MANAGEMENT (SWARM) AND SOUTHWEST AGENCY FOR HEALTH
MANAGEMENT (SWAHM) DESIGNATE AND ALTERNATE
REPRESENTATIVES.
SE IT RESOLVED BY THE VILLAGE OF PLAINFIELD, WILL
COUNTY, ILLINOIS, that Christopher A. Minick, Director of Management Services,
be hereby appointed as the Village of Plainfield SWARM and SWAHM Representative
and that Joan Zelinski, Director of Human Resources, be hereby appointed as the Village
of Plainfield SWARM and SWAHM Alternate Representative.

Subject: lnsurance Pool Representatives
The Village is a member of two intergovernmental pools to obtain its risk and health
insurance, the Southwest Agency for Risk Management (SWARM) and the Southwest
Agency for Health Management (SWARM). SWARM is a pool of 8 municipalities that
have banded together to buy liability, property, automobile, workers compensation, and
other risk management insurance. SWARM is a pool of S municipalities that have
pooled their resources to purchase health insurance for each municipality's employees.
These pools were formed to provide same economies of scale in purchasing insurance.
Larger entities tend to be mare stable and have more stable risk. This in turn results in
lower and more steady premiums than any of the members would be able to obtain
individually. Additional economies of scale result from pooling our resources for some
common. training and loss prevention programs and activities. Training opportunities are
much more economical because the costs are spread over several municipalities.
The governing board of each of these pools is made up of a representative from each.
community. Each community has one vote in deternain:ing the policy direction that the
pool will follow. Currently, Administrator Burghard is the named representative to these
pools, and I am the alternate. 1 have been attending the meetings and serve on both
Boards currently. Our Director of Human Resources, Joan Zelinski, has been
accompanying me to the meetings and familiarizing herself with the policies and
procedures of the pools.
I am requesting to be'named the Village's official representative to the insurance pools
and Ms. Zelinski be named as ;the alternate. Doing so would result in Ms. Zelinski being'
able to attend meetings of either pool and to vote in my absence: The resolution. enclosed
in the packet accomplishes this task; .and staff recommends: its- approval.
