ORDINANCE NO. 1-2023
AN APPROPRIATION ORDINANCE AUTHORIZING TH H; SUBMITTAL,
ACCEPTANCE,AND APPROPRIATION OF A GRANT FROM
TFEE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal government
or any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Depai talent of Transportation has grant funding available through
its Community Crossings Program(Grant 2023-1); and
WHEREAS, The City of Richmond ("City") desires to submit a grant application to the
Indiana Department of Transportation to receive grant funds to assist with
certain road improvements, which roads are described on Exhibit "A" that is
attached hereto and incorporated into this Ordinance by reference; and
WHEREAS, An approximate fifty percent (50%) total local 'match from the City in the
amount of Six Hundred Ninety-nine Thousand Seven Hundred Eighty-two
Dollars and Fifty Cents ($699,782.50) is required for the grant.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana,as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will
submit a grant application to the Indiana Department of Transportation to assist
with certain road improvements, which roads are described on Exhibit "A" that
is attached hereto and incorporated into this Ordinance by reference.
2. The City of Richmond will provide the total amount of Six Hundred Ninety-nine
Thousand Seven Hundred Eighty-two Dollars and Fifty Cents ($699,782.50) in
order to meet the match required for the grant anticipated to come from the
Motor Vehicle Highway Funds.
3. The City of Richmond is authorized to accept said grant funding from the
Indiana Department of Transportation in an amount up to Six Hundred Ninety-

nine Thousand Seven Hundred Eighty-two Dollars and Fifty Cents
($699,782.50).
4. Said funds, if awarded to the City of Richmond, shall be appropriated to assist
with certain road improvements to the roads described on Exhibit "A," attached
hereto and incorporated into this Ordinance by reference.

of Richmond,Indiana.
