A RESOLUTION CONCERNING THE ESTABLISHMENT OF THE
DUPAGE RIVER TRAIL CORRIDOR
WHEREAS, significant development in northern Will County and in DuPage County has
increased the demand for safe travel and recreation corridors for use by pedestrians, bicyclists,
and other non-motorized travelers; and
WHEREAS, regional trails in the vicinity have been planned and developed by
governmental agencies such as the Will, Kane and DuPage County Forest Preserve Districts; and.
WHEREAS, recent major public investments or commitments have been made in the
area including such projects as:
The I & M Canal Trail/Heritage Park Trail/Centennial Trail in Will and Cook Counties;
The Illinois Prairie Path in Cook, DuPage, and Kane Counties;
The Old Flank Road Trail in Will and Cook Counties;
The Virgil Gilman Trail in Kane and Will Cauntres; and
The Wauponsee Glacial Trail in Will County; and
WHEREAS, recent local projects have been planned and/or constructed in the proximity
of the DuPage River Trail including:
Joliet .function Trail;
Lily Cache Greenway Trail;
Naperville's DuPage River Trail (West Branch);
Plainfield DuPage River Trail;
Rock Run Corridor Trail; and
East Branch DuPage River Greenway Trail; and
WHEREAS, certain extensions and connections to these regional and local trails have
been planned or developed by various municipalities, park districts and forest preserve districts,
but no coordinated plan had been designed or agreed upon to provide logical connections and
continuity throughout the system; and
WHEREAS, representatives of the City of Naperville, the Naperville Park District,
Village of Bolingbrook, the Bolingbrook Park District, Village of Plainfield, the Plainfield
Township Park District, the Forest Preserve District of Will County, the Illinois Department of
Natural Resources, the City of Joliet, the Joliet Park District, the Village of Shorewood, the
Village of Channahan and the Forest Preserve District of DuPage County have reviewed various
trail corridor alternatives, and have developed a mutually agreed upon primary trail route, the
DuPage River Trail and;
WHEREAS, such a trail corridor would implement a major component of the
Northeastern Illinois Regional Greenways and Trails Plan, Northeastern Illinois Regional Water
Trails Plan, Forest Preserve District of Will County Preservation Plans, the Will County 2020
Transportation Plan, as well as become part of the Grand Illinois Trail, and the American
Discovery Trail; and

WHEREAS, the development of this trail corridor would add substantially to the quality
of life and recreational opportunities for 1.4 million citizens of Will and DuPage Counties and the
20,673 residents of the Village of Plainfield, and greatly improve the safety of walking, bicycling,
and similar activities; and
WHEREAS, such a trail would increase the safety and variety of transportation and
recreation options anal enhance the overall quality of life of the area as the combined population
of Will and DuPage Counties is projected to increase to more than 2.1 million people over the
next 30 years and the population. of the Village of Plainfield is projected to increase to year
projected to increase to 65,744 over the same time period.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Village of
Plainfield, Illinois, that:
The Village of Plainfield hereby agrees to participate in the collaborative effort with the
above mentioned local governments, and any additional adopting agencies, to plan anal protect
from development, the primary trail route shown in the attached Exhibit A connecting the
DuPage River Trail north to Green Valley Forest Preserve, the Virgil Gilman Trail, and south
through Shorewood's Cornmunrty Park, and to develop a trail within the route; and furthermore:
a. Hereby adopt those sections of the trail route falling within the planning
jurisdiction of the Village of Plainfield as an amendment of existing, and a
component of future official plans such as Preservation Plans, Master Plans anal
Regional Open Space Plans; and
b. Agrees to work with neighboring jurisdictions on planning and design issues
related to coordinating trail construction, access development and connection
when such circumstances arise; and
c. Agrees to work with other governmental, not-for-profit, and private partners in
an expeditious manner to achieve the development of this trail prior to, or in
conjunction with, new development as it occurs on a parcel by parcel basis; and
d. Authorizes members of its staff to represent it in negotiations with other agencies
and developers to implement this plan, as such opportunities arise.
