HomeMy Public PortalAbout12-05-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 5,2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting December 5, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Lucinda Wright. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Pat Smoker, Sanitary District; and, Media. APPROVAL OF MINUTES Councilor Oler moved to approve the minutes of the regular meeting held November 21, 2022, supported by Councilor Goss. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS RESOLUTION NO. 13-2022—A RESOLUTION OF THE CITY OF RICHMOND COMMON COUNCIL ADOPTING A FISCAL PLAN AND ESTABLISHING A DEFINITE POLICY FOR SERVICES Councilor Cappa moved to adopt, supported by Councilor Locke. Upon a vote viva voce, the motion carried. COMMUNICATION FROM THE MAYOR • Reviewed the calendar of Holiday events Common Council Minutes December 5,2022 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY The minutes of the November 10 and 17, 2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING None ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No. 55-2022 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. ORDINANCE NO. 55-2022 — AN ORDINANCE ANNEXING CONTIGUOUS TERRITORY The Clerk read Ordinance No. 55-2022 on first reading by title only. Councilor Oler moved to advance Ordinance No. 55-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. President Turner declared Ordinance No. 55-2022 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Oler. Upon a vote viva voce, the motion carried. Councilor Goss called for the question, supported by Councilor Parker. Ordinance No. 55-202 was adopted with an 8-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 54-2022 —AN ORDINANCE AMENDING ORDINANCE NO. 46- 2017 (SEWER UTILITY RATES) The Clerk read Ordinance No. 54-2022 on second reading by title only. Common Council Minutes December 5, 2022 Page 3 of 3 President Turner declared Ordinance No. 54-2022 on public hearing. There being no comments for or against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Oler called for the question, supported by Councilor Parker. Ordinance No. 54-202 was adopted with a 7-1 roll call vote. Dissenting was Councilor Parker.
