HomeMy Public PortalAbout02-01-1923 0. �ffi ce of Board of Publ is Works , City of Richmond , Indi aria, Thursday February 1st , 1923. • The Board of Public Works of the City of Richmond , Indiana, met in regular session at the office of said Board Thursday February 1st, 1923, at 9 o' clock A. M. All the members of said Board Messrs , Land . McFail and Henley being present , the following proceedings were had, to-wit : The Board meets to hear all persons interested in or whose proper- ty is affected by the improvement of South 5th Street ; by construct- ing cement curb and gutter 1' wide on both aides of street and pav- ing the roadway of said street .with one of the modem kinds of city pavements , to-wit : Brick - Concrete - Asphalt - Creosoted Wood-Block from South "E". Street to the north line of South "H" Street and making necessary connections with sewer , gas, water and other ltnke pipes , as provided for under Improvement Resolution No. 660-1923. After hearing all persons interested who • appeared and carefully considering- a remonstrance filed against making of said improve- ment, the Board decided that the benefits to property liable to be assessed for said improvements are equal to the cost of same as re- • ported by the City Civil Engineer, less the sum the City will pay toward said improvement . The City agrees to pay the cost of the St. and alley intersections and such cost in addition thereto , as will amount to the sum of $5, 500.00 Five Thousand Five Hundred Dollars., and unanimously confirmed the resolution as originally adopted. The Engineer reported that the remonstrance filed. contained 12 names of resident property owners which is a• ma jority, the Board, can proceed no farther in said improvement unless instructed so- • to do by an ordinance passed by the Common Council and approved by the llayor .. The Board directed the Clerk to prepare a bill for an ordinance for the improvement of said. South 5th Street as specified in the plans and specifications under Improvement Resolution No. 660-1923-, and present the same at the next council meeting with a recommendation from the Board that said street be so improved. The Board meets to hear all persons interested in, or whose proper- ty is affected by the improvement of South "B" Street , from South 21st to 23rd Street ; 'by constructing cement curb 8c gutters on both sides of street and cement sidewalk 6' wide on north side of Street between the points named, under Improvement Resolution No. 658-1923, After hearing all persons interested who appeared and carefully con- sidering a remonstrance filed by James A. & Mrs ., L.W.Carr, the Board being fully advised in the premises decided that the benefits to property liable to be assessed for said improvements are equal to the cost of same as reported by the City Civi 1 Engi neer, thereupon take fi nal acti on, the resolution being confirmed wi th out modi fi cation. The Board meets to hear all persons interested in, or whose proper- ty is affected by the improvement of the alley between Charles and Williams Street , by constructing a cement roadway the full width of alley, from Boyer to Northwest 2nd Street, under Improvement Reso- lution No. 659 -1923. No one appearing • or remonstrating the Board decided that the benefits to property liable to be assessed for said improvements are equal to the cost of same as estimated by the City Civil Engineer, and thereupon confirm said resolution without 'modification. Office of Board of Public Works , 371 Thursday February lst ,1923. The Board decide to take out fire insurance on the property pur- chased from -Wm. H. Haberkern , on South 5th Street in the amount of 500.00 , and directed the Clerk to place same . The Board authorized the clerk to request a legal opinion from the City Attorney in matter of pipe extending across sidewalk at the gasooine filling station of garage recently erected by S. Jaffe on south side of Main Street near 3rd Street . The Clerk was directed to advertise for 20,000 gallons more or less of Tarvia "B" or its equal ,*to be received Feb. 22nd , 1923. (bids )* The City Civil Engineer and Building Inspector, were directed to prepare an ordinance to be presented to Council, to compell property owners in building ,to conform -to the street & alley grades; and the _Building Inspector to prepare amendments to Building Code. The Clerk was directed to advertise for bids for equipment , material and labor under the plans and specifications prepared for betterments and improvements at MunicipalnElectric Lighting & Power Plant , bids to be received Monday February 19th, 1923. A letter or petition was received from H. N. Young for permission to construct an outside entrance in alley at 1518 North "E" Street;the clerk was directed to notify him to appear at their meeting on Monday • next for conferance on same . The Board received communication from W.C .Higginbottom Sup't. F.C.C. & St.L.Ry.Co. stating he would be unable to report on West 5th Street Bridge by February 5th , 1923. The question of conditions as to sewers in South 5th Street between South "E" & "G" Street ; also , at South 22nd & "B" Streets , was dis- - cussed by the Board and property owners , and the Engineer instructed to remedy said conditions . At the request of Fire Chief E.E®Miller, the Board granted vacations for the year 1923, of two weeks duration for firemen. The Board. then adjourned, Prrest. of Board Attest : Clerk of Board /
