i . P.P. City Attorney and various citizens , met in an inform
meeting called to meet at. above offi ce Saturday January 6th , 1923
at 4 o clock P. M. the following proceedings were had, viz :
Pursuant to r erne st of the Sup' t. the Board of Works Mayor , City
Attorney, Messrs , H. A. Dill , Joseph Hill , A. Harwood, Wm. Higgi n-
bottom, Walter , B. Harris and reporte r . of the item, met at the
i�i• Office of Light Plant; Mr. Hess , Sup' t. of Light Plant stated
• the meeting was called for the purpose of placing bef -cP c the large
coal consumers of Richmond , cri ti.cisms that had been" .i.nst him
by °Gal dealers of the City , stating that he was paying more than
he should have paid for coal , and as he had received data as to
what some of the ut liti_es and consumers in other ci ties were com-
pelled to pay during the same period by buying in the open market,

ands' requested to know what the various consumers present were pa
• for coal during the same period. It developed during the meeti ng
that in fact the Sup' t of Light Plant , had bought coal consider-
ab le cheaper than any of those present or than the figure s he had
received from out of the ci ty.
On motion it was unanimously decided that a committee of large
• consumers present be appointed to assist ti•Le Sup' t. , to buy coal
at the very lowest prices obtainable , it was also the co nc en,sus
of opinion of those present , that the coal be bought directly
from the mines , the committee appointed to assist the Sup' t . , of
M.E. L.& P.P. • in this matte r was H. A. Dill, Sup' t itater Works ;
Higginbottom, Sup' t . 5rd Division of P. C.C. : St.T,.Ry.Co.
A. J.Harwood, of the Atlas Underwear Mfg. Co . , and Joseph Hill,
of the Hill Green Houses , which committee agreed to offer any
assistance possi bie
