The Board of Public Works of the City of Richmond , Indiana, met in regular session at the office of said Board Thursday August 31st, 1922, at9 o'clock A.M. All the members of said Board being present . Messrs , hand , McFall and Henley, the following proceedings were had, to-wit : - _ - -The Board meets to hear all persons interested in, • or whose property is affected by the improvement of the alley between North 13th & 14th Street, from North "C" to "D" Street , under Improvement Resolution No. 653-1922. After hearing all persons interested who appeared and care±hlly considering a remonstrance filed against said improvement ' the Board continued hearing on same until Sep. 11, 1922, and refer- - ed the remonstrance to the Civil Engineer for investigation and report. The Board meets to hear all persons interested in, . or whose property is affected by the improvement of the., alley by constructing a cement roadway between North 13th & 14th St. from North "D" to "E" Street under Improvement Resolution No. 654-1922. a remonstrance having been filed signed by 5 resident property owners there being but 7 property owners residing along the line of said improvement , this being a majority of remonstrators, the Board rescinded said resolution. The Board meets to hear all persons interested in, or whose property is affected by the improvement of the alley between South 10th & 11th Street, by cement roadway from South "G" to "I" Street; under Improve- ment Resolution No. 655-1922, after hearing all persons interested who appeared, the Board decdde that the benefits to property liable to be assessed for said . improvement are equal to the cost of same as reported by the City Civil Engineer, and thereupon take final action on said improvement , the resolution being confirmed without modifi- cation. the Clerk directed the Clerk not to advertise for bids, un- til next year . The Board meets to hear all persons interested in, or whose property is affected by improving the alley between North 16th & 17th Street, by constructing a cement roadway from North "C" to "E" Street , 'under Improvement Resolution No. 656-1922. After hearing all persons inter- ested who appeared, the Board on motion decide that the benefits to property liable to be assessed for said improvement are equal to the cost of same as reported by the City Civil Engineer and thereupon take final action on same , the resolution being .confirmed without modification. The Board meets to hear remonstrances, if any of persons primarily assessed on account of the vacation of the alley between Northwest 5th & 6th Streets, from Pearl Street south to the alley, under De111 - claratory Resolution No. 161-1922. No one appearing or remonstrating the Board approved the final assessment roll,- confirming in all things the original assessment roll as heretofore appf:ove'd and now declare said alley vacated, and direct that a copy of assessment roll be forthwith transmitted forthwith tonthe 'Department of finance . The Board granted permission to Gto. W. Mansfield to cut the curb for driveway between South 7th & 8th St. on "C" St. Tract 338 . Thursday August 31st , 1922. 323 The City Civil Engineer reported the completion of contract under Improvement Resolution No. 645-1922, providing for cement sidewalk on west side of South 7th Street , from South "H" to "J" Street. at a cost of $774 .38 . The Board accepted the same and ordered assess- ment roll prepared... The Board accepted the resignation of Clem Turner as a'membe.r of 1/ - Richmond City Fire- Department. IN THE MATTER OF THE CONTRACT AND FRANCHISE FOR BUS LINES - IN THE CITY OF RICHMOND. WHEREAS, hereto fore on -the 7th day of August, 1922,the Board of Public Works of the City of Richmond , Indi- ana, in regular session, at said time , fixed the 31st day - of August, 1922-, at the hour of 10 o'clock in the morning(daylight saving time) as the date for a public hearing upon- said contract and franchise;and WHEREAS, at the same time the Board ordered the publication of the said contract in its exact form to be published in the Richmond Item and Richmond Palladium - NOW,THEREFORE - On this the 31st day of Aug- ust ,1922,at the hour of ten o' clock A.M. (daylight saving time ) , the proposed contract , grant, and franchise to Thomas J. Fay to operate a bus line on the streets of the City of Richmond, Indiana, and as described in the said contract , and pursuant to notices heretofore published and posted, came on for consideration and hearing before the Board. And it appearing to the Board,by the proofs of the post- - ing and publishing of the said notice as shown by affidavits respect- ively of F.S.Dodd,for the Richmond Item, and George . Brenizer, Adver- tising Manage r,for the Richmond Palladium and Sun Telegram, together with the affidavit of Thomas J. Fay as to the posting of the said no- tices as required by law, that notice of the time and place of the said hearing was duly published and posted as provided by law, which affidavits and proofs of the publication of the said notices are in the words- and figures following ( Insert )Ordinance Record- "F2 page ) And it farther appearing to the Board that no taxpayer or other p person appeared to protest or file any protest ,and further that no protest or objection of any kind or character was made at the time and place of the said hearing; and the Board deeming it advisable to make no alterations, changes or amendments to the said contract in any way, now orders the City Attorney to prepare an ordinance incor- porating the full and complete text of the said contract and provid- ing for the confirmation, ratification and approval of the said con- tract by the Mayor and Common Council of the City of Richmond, Indi - and, and to submit the same to said Council for action in the regular order at the next regular meeting of the said Council to be held I/ September 5th , 1922. .
