A RESOLUTION TEMPORARILY CLOSING A PORTION OF US ROUTE 30
IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF
PLAINFIELD FEST THRUSDAY, JULY 17, 2003 AT 5:00 P.M. THROUGH
SUNDAY, JULY 20, 2003 MIDNIGHT
WHEREAS, the Park District desires to hold their Annual Plainfield Fest
on a portion of U.S. Route 30 Between Route 59 west to DesPlaines Street on
Thursday, July 17, 2003 through Sunday, July 20, 2003 at midnight; and,
WHEREAS, said Plainfield Fest
completely between the east junction
junction with DesPlaines Street; and,
will require the closing of Route 30
with Illinois Route 59 and the west
WHEREAS, said Plainfield Fest will require the detouring of traffic both
east and webstbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all
responsibility and liability in the closing of said highway.
NOW, THEREFORE, SE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TUSTEES OF THE VILLAGE OF PALIFNIED, WILL COUNTY,
ILLINOIS, AS FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction,
protection and regulation of traffic during the time the detour is in
effect occasioned by the closing of State Route, and usage of 143rd
Street, a Will County jurisdiction road.
2. It is further agreed that efficient, all weather detours will be
maintained conspicuously marked and judiciously police patrolled for
the benefit of traffic deviated from the State Route.
3. The alternate route will be to continue Route 30 North on Route 59 to
143rd Street, then west to Route 30. Detour signs will be posted for
both northbound and southbound traffic.

The Plainfield Park District is requesting the Village of Plainfield to grant street
closures for the 2003 Plainfield Fest. These closures include:
Thursday, July 17, 2003
9:00 a.m. Chicago Street -between Des Plaines and Fox River
Des Plaines Street -between Chicago and Ottawa
Village Parking Lot -adjacent to Andreasen Travel 8v Tours
].2:00 p.m. Des Plaines Street -between Lockport Street and Chicago
5:00 p.m. Lockport Street -between Des Plaines and Route 59
All streets would reopen at Midnight on Sunday, July 20, 2003.
This staggered schedule of street closings was used in 2002 and allowed for an
orderly and timely set-up to occur. if you or the Village Board has any

Enclosed is a certified copy of Resolution No. 1362 adopted by the Mayor and Board of
Trustees on March 3`d, 2003 for the closing of Route 30 completely between the east
junction with Illinois Route 59 and the west junction with Des Plaines Street on
Thursday, July 17, 2003 thxough Sunday, July 20, 2003 at midnight for the annual
Plainfield 1~ est.
Numerous vendors, businesses and artists from outside our community plan an this event
each year and several thousand dollars are expended for promotion and deposit far
material and services.

This letter is your permission to close a State highway as follows:
US 30 from Illinois S9 to Des Plaines Street beginning on Thursday, July 17,
2003 at 5:00 PM and ending on Sunday, July 20, 2003 at Midnight for the
purpose of holding the Annual Plainfield Festival.
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request far this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material and supplies required for the closure, including barricades,
detour signs, etc., shall be provided by the local governmental agency .
2. Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such other points as maybe necessary to assist in directing
through traffic around the detour.
5. All debris shall. be cleared away and disposed of by the local authorities
prior to the opening of the State highway.

6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion. and delay to through traffic is
earnestly solicited.
