City of Richmond, Indiana,
Monday May 1st , 1922.
The Board of Public Works of the City of Richmond, Indiana, met
ih regular session at the office of said Board, Monday May 1st,
- 1922, at 9 o' clock A. M. All the members of said Board, Messrs,
Land, McFail & Henley being present. The following proceedings
were had, to-wit : -
The Board met to hear all persons interested, or whose property
11/ is affected bybthe improvement of the 1st alley north of Main Street
by constructing a cement roadway, from North 12th to 13th Street,
under Improvement Resolution No. 630-1922. After hearing all pers-
ons interested who appeared (no one appearing) the Board decide
that the benefits to property liable to be assessed for said im-
provement, are equal to the cost of same as reported by the City
• Civil Engineer, and upon motion of Mr. Henley, the Board confirmed
the resolution without modification.
The Board met to hear all persons interested, or whose property
is affected by the 'improvement of the alley between South 9th &
10th Street, by constructing a cement roadway , from South "G"bto
"I" Street, under Improvement Resolution No. 631-1922. A remon-
strance having been filed signed by 8 property owners, and being
referred to the City Civil Engineer, who reported that there axe
9 resident property owners residing along the line of said improve-
ment, and 3 of whom had signed the remonstrance , the Board there-
upon over-rule the remonstrance, and decide that the benefits to
the property liable to be assessed on account of said improvement
are equal to the cost of same as reported by the City Civil Engine-
er,and thereupon confirm the resolution as originally adopted with-
out modification.
The Board niet to hear all persons interested, or whose property is
affected by installing an Ornamental Lighting System. on both sides
of South 7th Street, from I.1ain to South "A" Street , under Improve-
ment Resolution No. 632-1922. After hearing all persons interested
who appeared , the Board decide that the benefits to property liable
to be assessed for said installation of said lighting system, are
equal to the cost of same as reported by the City Civil Engineer,
and thereupon take final action on said resolution, the same being
confirmed without modification.
The Board met to hear all persons interested, or whose property is
affected by the improvement of the 1st alley south of North "A" St.
by constructing a cement roadway from North 7th to .8th Street,under
Improvement Resolution No. 633-1922. After Ya aring all persons in-
terested who appeared, the Board decide that the benefits to the
property liable to be assessed far said improvement are equal to
the cost df same as reported by the City Civil Engineer, and there-
upon take final action on said resolution, the same being confirmed
without modification.
The Board unanimously adopted Improvement Resolution No. 6R-1922
providing for the construction of a cement sidewalk 5' wide on the
east side of Northwest 2nd Street, from Lincoln Street to Richmond
Avenue .

Monday May 1st , 1922.
The Board received letter from State Board of Accounts , notifying
them of the provisions of the Statutes that all political divisions
of the state using articles & supplies manufactured by the penal
institutions of the State and the Board of Industrial Aid for the
Blind shall purchase such articles and supplies from said institut-
ions, which was ordered filed.
The Board received ,letter from D. 0. Hodgin. asking to be released
from bond, in matter of upkeep of gasoline tank, located at 229
West Main Street , as the tank had been sold to E. Arbaugh & Son.
The Board received and sign agreement, by and between Daniel Peacock
and the City of Richmond, Indiana, whereby the said Daniel Peacock
grants the city the right to construct & maintain a trunk sewer over
and across the land now owned by the said Daniel Peacock adjoining
the City of Richmond & lying south of Southwest "E" Street , in said
City and paralleling the sewer nor located on said land; said trunk
sewer to follow approximately the line of the present 15" serer now
located on said real estate. . The City agrees to provide 4 12" taps
in said sewer at such points as may be designated by said grantor
during the construction of said sewer ; also to fill with material
and refuse matters from all its streets & alleys west of Whitewater
river, and south of Richmond Ave . in said city upon & about said
trunk sewer from time to time as the same is available until trunk
sewer shall be completely covered & hidden from view, the fill on
north side of sewer shall be of the heighth of 1' above the top,
and graded back on a 15% grade to the adjoining land , so that water
will run south over the said grade and sewer . (See agreement)
The Board directed the Clerk to have the agreement recorded.
The Board directed the City Attorney Vim. H. Kelley , to accept the
proposition of Benjamin D. Martin, to relieve the city for all
injuries received by him on February 1st , 1922, by falling into
an open manhole, upon the City paying to said B.L.Martin the sum of.
208.00 by the 8th day of May, 1922. And directed that an ordinance
in said sum be prepared & submitted to the Common Council for their
approval and passage , the said amount being final settlement for
all injury and damages sustained including doctor bills & expenses
incident thereto in any way connected with said accident .
The Board directed the Clerk to advertise for 1000 feet of fire
hose for the fire department.
The Board accepted the offer of the Pure Oil Co, of Dayton, Ohio.
permitting the city to use 1 gallon Bowser Pump free of any cost
to the said city.
11 The Board grant permission to Louisa Gross, to tap the sewer at
Southwest "E" & 2nd Street , upon the payment to the City of the
sum of ti 15.00, and signing agreement that she will not be released
from sewer assessments on property connected,in the future con-
struction of sewers benefitting said property.

Monday May 1st , 1922.
The Board received bids for furnishing the city with 20 ,000 gal-
lons "more or less" of Tarvia "B" or its equal , as follows,viz :
"The Barrett Company, bid:
Tarvia "B" delivered in tank cars f.o.b.Richmond,30.09.12 gal.
Tarvia "B" applied on streets 0.12.46 "
Tar material as per specifications attached 0.10. 3
Tar material applied on streets 0. 13. 63 "
Terms of payment net 30 days, 2jo discount 10 days.
On motion the Board award the contract for the above to the
Barrett Company, at prices named.
The Board discontinue the services of L. C. Weldon, as pro-
duction Manager of the M.E.L.te P.P. April 30th, 1922, and directed
the Clerk to so record their action.
The Board approved the various payrolls up to May 1st , 1922.
The Board then adjourned,
