The Board of Public Works of the City of Richmond , Indiana , met in regular session at the offi ce of said Board , Thursday March 23rd , 1922, at 9 & clock A. 1.1. All the members of said Board Messrs , Land , McFail & Henley being present , the following pro- ceedings were had, to-wit : The Clerk reported that the Appraisers appointed by the Judge of the Wayne County Circuit Court , Messrs , I,. N. Cox, F.S .Webb and Wayne Mull, reported the arrraisement as follows , Fire Chief' s Car, 300.00, Three gray horses at Glen Park 150.00, Brick in old stack at Light Plant 03.00 per M. The Board approved a Plat representing 10 City Lots , No. from 1 , to 10 inclusive , laid out by Albert D. March and Blanch E. March to be known as "ROSE HILL ADDITION, " to the City Of Richmond, Ind. , The Board adopted the following Notice , and ordered the same to posted in each Hose House in the City , as follows, to-wit To The Members of the Richmond Fire Departmen The supervision and direction of the Fire Department_ is so ley within the hands of the Board of Public Works- and all matters concerning it are administered thru the Chief and " his subordinate officers The authority of these officials must be respected if the effici ency of the Department is kept as it should be . The Board regards the action of the firemen in calling a meeting wi th the city council to protest against certain policies "of the Board , wi thout first consulting with the Board , as an act of insubordi nati on and wishes to give due notice that such acts will not be overlooked in the future . The Board dons not want to be understood as or"posing the members of the Department or to dis courage them in holding meetings which are for the betterment of the Department " or of the men , but simply that in matters of administration or concerning acts of the Board it regards an attempt to go over the head of the Department or of the Board as detrimental to the service and disrespectful to the regularly constituted authori ty. The Board received petition for the construction of cement curb gutter on both sides of North "B" Street , from North 12th to 13th 'Street , referred the same to the City Engineer. The City Engineer, reported the completion of contract under Improve meat Resolution No. 615-1921 , for General Relief Sewer from River bottom to Randolph Street , in Randolph St, to N.W.5th Street , J.F.Hipskind, contractor , at cost of 's3'18 ,398.73.;, the Board ordered assessment roll prepared. 236 Thursday March 23rd , 1922. The Board granted Walter Goers , permission to garden ground of City ,known as Pest House grounds on Newmans Hill, for the sum of 10.00 for the season of 1922. The Clerk reported complaints registered by Council at their last session, the Board directed that Mr. White councilman of 2nd Ward be informed that as the intersection at North 6th & "A" Street is construe the of Asphalt , it deems it inadvisable to place a safety traffic sign at this point, on account of cutting into street . The Board received bids on Southwest sewer system , by the construct- ion of a general relief sewer, from the terminous of the present Trunk Sewer on 3.W.E Street near 5.W.5th Street ; thence in a south- westwardly direction, parallel with the present sanitary sewer , to the sewage disposal plant, under Improvement Resolution No. 619-1922 . as follows, to-wit : - "Connor , Bearly & Jinks , bid : Trunk Sewer complete 8.40 per linear ft. Manhole complete --- _ ___ _-384.00 "W.M.Birch Co. bid. : 66" inch sewer complete -- --- 8. 69 per linear ft. Over-flow manhole complete 444.00 "John F. Over-flow m .nhole complete --- - 600.00 "Dodge & Heiby,, bid : 66" sewer complete - v21 , 286 .00 Manhole - complete -- - - - 700.00 Sheets & Canfield , bid : 66" serer complete 1'9 .98 per linear. ft. Manhole complete --- ---- 700.00 "L.P .Beard Construction Co. bid : 66" sewer complete -- 310.40 per linear ft. Manhole complete 525 .00 "C . Anglemeye r, bid : 66" sewer cotp1ete y 23, 200.00 Manhole complete ----- 355,00 The Board on motion fix April 6th as a date for awarding contract on said improvement , and directed the Clerk to hold the 2 lowest bids , on said work . ( con nor _Bearly & Jinks ) and W.h.Birch Company. 6 2373 Thursday March 23rd , 1922. The claim of R.H.Beaumont Co. in amount of 732 .75 for repair parts coal & ash conveyer at M.E.L.€:, P.P. was on motion referred to the City Attorney, for investigation. The Board signed a contract with Richmond Electric Company for "Union" Renewable Fuses and Renewals , for M.E.l,.& P.P. for one year as of date of March 16th , 1922. The Board signed contract with the Geo. \ W. Davis Motor Car Co. 1/ for Fire Chief' s Automobile ; to be delivered by May 1st , 1922. The Board authorized D. C . Hess , Commercial Manager of the M.E. L. & P. P. to purvhase recording instruments as per his recom- mendation. The Clerk was directed to re--advertise for the removal of garbage from the Crematory under the plans & specifications of the City Engineer, as heretofore prepared & adopted.
