The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Monday_ March 6th,1922, at' 9 o' clock A.M. All the members of said Board . Mesers, Land ,McFail, and Henley, _being present , the following pro ceedings were had ,viz :- Pur suant to continuance to this . date , the Board met to hear remon- strances, if any of persons assessed, on account of opening of • - Southwest 1st Street , from National Road to Southwest "E" Street , as. provided for by Declaratory Resolution No. 154-1921. No one . remonstrating the Board approved the Final Assessment Roll of Bene- fits & Damages , as heretofore on the 23rd day of Februuary,'1922 amended, and thereupon take final action on said resolution the same being confirmed as originally adopted, and said Southwest 1st Street from National Road to Southwest "E" Street is declared .open • - ed to the Public use, and. they now direct that a copy _of said amend- ed assessment roll of benefits and damages, be forthwith transmitted to the Department of Finance . The Board iiet to hear all persons interested in, or whose property ' is affected by the construction of cement sidewalk, curb & gutter on South •"D" Street from South llth to 14th Street , except where cement curb ,gutter, & walk are now laid and. in good condition, as provided under Improvement Resolution No. 618-1922. A remonstrance having been filed against said improvement , the Board -find that the benefits to -property liable to- be assessed for said- improvement are equal-to the cost as estimated by the City Civil Engi.ne'er, and thereupon confirm the resolution as originally adopted , and refer-red . ter remonstrance to the City Civil Engineer for investigation and-i report. • The Board received the following petitions, to-wit : Cement _alley between South9th & 10th St, from "G" to "H" Street . Cement alley 1st :south of Main Sty, from South 21st to 2.2nd Street. Sanitary Sewer.,-in South 6th Street , from South "H" to "I" Street . • Pearl St.both sides, cement C .& G. also gravel & tarviated street . Northwest "4th St., Cement sidewalk,C .& G.both sides, froil Kinsey 'to • -.Chestnut Street , referred to Engineer for plans, etc ., • The Board unanimously adopted Improverent Resolution No. 6.22-1922 To improve the alley between South loth & llth Street, by construct - ing cement roadway from South ' "B" to "C" Street . The Board 'unanimously- adopted Improvement Resolution No.623-1922 To improve Center Street from Northwest 2nd to 5th Street; by con- structing cement curb with apron one foot wide on both sides of said street , and .grading & paving the roadway with one of the fe l- lowing kinds of modern city pavements to-wit : Brick - Concrete 11. - Asphalt - Creosoted Wood-Block between the points named. The Board directed the Clerk to advertise for bids under Improvement Resolution No.619-1922, for `General Relief Sewer , from terminus of the present Trunk Sewer System on S .W. ".E" St, near _5th, 'Street; thence in a southwestwardly directi on, parallel wi th the present sanitary sewer , to the sewage plant (Southwest Sewer System) 229 Monday March 6th , 1922. • The Board received bi ds for the improvement of the all ey between North "F" Street and the P.C.C . : St.L .Railroad , by constructing a cement roadway the full width thereof , from North' 22nd to 23rd St. as provided for under Improvement Resolution No. 614-192/ as fel- lows, to-wit : Daniael "G" Burkhardt , bid ; "Roadway complete (Cement ) O.27 square foot Z . B. Pyle ,Co.. bid; "Roadway complete (Cement) $0.281-i. square foot Both bids being above the. City Engineers , estimate the contract was not awarded,. Clerk instructed to • await an re-advertise for bids wi th oth er alleys . • The Board decide to construct and repair the bridges in Glen Miller Park, under the supervision and plans of City Engineer, by days labor the same to' be paid for out of Park Fund as far as said fund • will reach, -balance to be -paid out of Park miscellaneous and pay- roll accounts. Mr. L. C. Weldon, reported the cause of the outage -of an hour and a quarter at noon on Feb . 22nd ,being caused by auto starter for the 20 H.P. conderisate pump motor failing after being in service about four weeks ,after being repaired failed again in about three hours , also • starter for Westinghouse turbine exciter was getting very hot and making it imperative to change' to Corliss exciter..( see letter) . • Mr. Weldon, recommended triple acting 6" Golden Anderson non-return valves which were ordered Sep .13,1921 ,from Snddgrass Company,C inc in- nati, ,Ohio. and were cancelled Sep. 26 , by Mr. J.P.Dillon. stating these valves were specified so as to be applied to new boilers when installed, requested these valves be put on 1-2-3 & 4 boilers, as it is not safe -to run these boilers on the same header or steam line wi thout them and is called for by 'State law. if a tube should burst i in any. one of these boilers , 'all of the pressure in the other boilers would blow out at the released point & so shut down the plant . The Board directed plans etc . , to be prepared for same . • Hess, of Light' Plant reported the plant should begin to compel all new current users to put up a deposit before current is turned. on. Also that he had employed .a meter man at $135.00 per month to begin with-, to be pai d w150.C0 per month if he made good in near future . The Board on motion approved the action of Mr. Hess, in the employment of meter man , and also his recommendation for deposit. The Board received communication from Mayor stating that Wm.Hab erkern owned 30ft.of ground south of hay market lot , and would sell the same to the ci ty for e!sCthan 2'500.00, recommendi ng that the Board look . into this matter,referred to Engineer; Also as to the action of board in request of Police Dept . for purchase of revolvers & equipment.
