4A. FY 1994-95 Local Transportation Fund Allocation for Transit.
Overview
In order for the public transit operators to claim Local Transportation Fund (LTF) funds for
operating and capital purposes, the Commission must allocate FY 1994-95 LTF funds to
support the transit services and capital projects contained in the approved FY 1995-2001 Short
Range Transit Plan (SRTP). The Commission is requested to approve the FY 1994-95 LTF
allocations for transit in Riverside County as shown on the table with the condition that the City
of Beaumont and Commuter Rail may only claim 1/4 or 3 months of their allocation until FY
1995-2001 SRTP is approved.
4B. FY 1995-2001 Short Range Transit Plan.
Overview
The Riverside County FY 1995-2001 Short Range Transit Plan (SRTP) is comprised of the
plans for the six municipal operators, the Riverside Transit Agency, SunLine Transit Agency,
and Regional Commuter Rail. Staff is requesting the Commission approve: 1) the FY 1995-
2001 SRTP for cities of Banning, Corona, Rancho Mirage, Riverside, Palo Verde Valley
Transit Authority, and SunLine Transit Agency; 2) Three-month allocation to the City of
Beaumont in an amount not to exceed $89,275; 3) The FY 1995-2001 RTA Short Range
Transit Plan, with the exception of the capital plan to rehabilitate buses; and, 4) Three-month
allocation to Commuter Rail, in an amount not to exceed $675,125.

5. PUBLIC HEARINGS.
5A. Proposed FY 1994/35 Budget
Overview
The Proposed FY 1994/95 Budget for the Riverside County Transportation Commission,
Service Authority for Freeway Emergencies and Measure A Programs are presented for public
hearing and Commission adoption. It is also recommended that the Executive Director be
authorized, where necessary, to execute the Commission's standard contracts for consultants
as listed on the schedule of recurring contracts. The Commission approved the RCTC's FY
94-95 Mission Goals and Statements last month.
5B. FY 1994-95 FTA Section 9 Program of Projects.
Overview
In order for grants for federal operating and capital block grant funds to urbanized areas
through the Section 9 Program to be approved, the Commission must develop a Program of
Projects for each area, hold a public hearing on the programs, and approve the programs.
The public hearing will be held in conjunction with the June 8th Commission meeting.
6. ADMINISTRATIVE ITEMS.
6A. SB 1542 (Kopp).
Overview
This is a status report on the legislation proposed to abolish the State Department of
Transportation and create three departments. Staff is recommending that the Commission
receive and file.
6B. Commissioners/Executive Director Report.
Overview
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on various Committees representing the Commission.
7. CONGESTION MANAGEMENT/AIR QUALITY PROGRAMS.
7A. Developing Responses to Proposed Air Quality Plans, Local Forum on Federal
Implementation Plan and AQMP.
Overview
The Environmental Protection Agency is soliciting formal comments on the Federal
Implementation Plan. Because pre -hearing discussions are scheduled out of this area, there
is a need for an educational forum for local govemments, business interests and the general
public. The forum is planned for Wednesday, June 15th, 8:00 a.m. to 12:00 p.m., at UCR
Extension.

7B. Adoption of Regional Mobility Element and Conformity Findings.
Overview
SCAG is scheduled to formally adopt the RME of the Regional Comprehensive Plan on
Thursday, June 2. Staff will report actions taken by SCAG at the June 8th Commission
meeting.
8. HIGHWAYS/LOCAL STREETS & ROADS.
8A. Surface Transportation Program Amendment Requests for the County of Riverside.
Overview
This item is a request from the County of Riverside to amend their previously programmed
Surface Transportation Program.
8B. Surface Transportation Program Amendment Request for the City of Lake Elsinore.
Overview
This item is a request from the City of Lake Elsinore to amend their previously programmed
Surface Transportation Program.
8C. Route 86 SETS Status Report.
Overview
Staff will brief the Commission on the Route 86 Supplemental Environmental Impact
Statement and its impact to proceed with constructing the final segment of expressway.
8D. Route 79 Lamb Canyon/Gilman Springs Grade Separation Highway Improvement Project
Award and Approval of Construction Contract.
Overview
Staff has advertised for construction bids for the Route 79 Lamb Canyon/Gilman Springs
Grade Separation Highway Improvement Project. Staff is recommending that, based on
resolution of unresolved issues related to the Gilman Springs Grade Separation portion, the
Commission: 1) Determine which alternate project will be awarded for construction; 2)
Approve award of the construction contract to the lowest qualified bidder identified by the bid
evaluation team for alternate selected by the Commission; and, 3) Establish 5% contingency
fund for the project for change order work.
9. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion
unless a Commission member requests separate action on specific items.

9A. Consent Calendar - Administrative Items.
9A1. AMTRAK Reauthorization.
Overview
The Commission is requested to endorse an update of the position adopted at the
May meeting related to the reauthorization of AMTRAK funding now being considered
by Congress. The updated language provides a more detailed analysis of the
legislation and reflects recent amendments to that language.
9A2. Senate Bill 662 (Bergeson).
Overview
The Commission is requested to endorse the proposed legislation based upon the
increased representation in the transportation process and fiscal enhancement for
County Transportation Commissions in the region.
9A3. Senate Bill 1731 (Leonard): Riverside County Transportation Commission.
Overview
This item provides an update on SB 1731 (Leonard) which proposes to change the
representation on the Commission. The legislation has been withdrawn by the author
due to a lack of consensus on the legislation language. This item is presented for
information and requires no action by the Commission.
9A4. Monthly Sacramento Report.
Overview
A report on legislation, proposed and passed, from D.J. Smith/ ill Kempton, is
included in the Commission's agenda. This is a receive and file item.
9A5. Upcoming Conferences/Workshops.
Overview
Presented is a list of conference/workshop. Commissioners must notify staff by
deadline date, if they wish to attend.

Overview

9C. Consent Calendar - Transit/Rideshare/Park-n-Ride/Bicycle.
9C1. FY 1994-95 FTA Section 18 Rural Transportation Program.
Overview
The Section 18 Rural Transit Assistance Program from the Federal Transit
Administration provides federal operating assistance funds for rural transit operators.
In order for grants to be approved, the Commission must develop and approve a
program of projects as included in the agenda.
9C2. Resolution No. 94-014. "Resolution of the Riverside County Transportation
Commission Establishing Guidelines for the Administration of its Measure A
Commuter Assistance Program".
Overview
Adoption of Resolution No. 94-014 will update the existing resolution to reflect minor
administrative changes to the FY 94/95 Measure A Commuter Assistance Program.
9C3. Minimum Fare Revenue Ratio for the Riverside Transit Agency and SunLine Transit
Agency.
Overview
The Riverside Transit Agency and the SunLine Transit Agency serve both urbanized
and non -urbanized areas of Riverside County. Therefore, their minimum required
fare revenue to operating expense ratio required by State law falls somewhere
between the 10% requirement for non -urbanized area service and the 20%
requirement for urbanized area services. The recommended FY 1994-95 minimum
required fare revenue to operating expense ratio for RTA is 17.6% and 16.8% for
SunLine.
9C4. Measure A Specialized Transit Allocation to Maintain Reduced Fares - City of
Riverside Special Transit Services.
Overview
This item is for additional allocation of $3,562 in Measure A Specialized Transit Funds
from the Western County apportionment to the City of Riverside for FY 1993-94.

9C5. Commuter Transportation Services Inc.. FY 1993/94 Workplan Funding Agreement.
Overview
It is recommended that the Commission enter into a funding agreement, requested
by Caltrans Districts 7 and 8 and, pursuant to Legal Counsel review, between RCTC
and Commuter Transportation Services, Inc. for FY 93/94 regional rideshare services
to be funded in part by $347,000 in Congestion Mitigation and Air Quality monies; and
authorize the Executive Director to execute the agreement on behalf of the
Commission.
9C6. FY 1994-95 Measure A Commuter Buspool Subsidy Requests.
Overview
In October 1990, the Commission adopted a Measure A Commuter Buspool Subsidy
Policy. It is requested that the Commission approve the buspool requests (Riverside
to Santa Ana Civic Center, Anaheim and Hughes Fullerton) and require submission
of status and ridership reports.
9C7. Measure A Specialized Transit Grant.
Overview
Staff has worked with the Volunteer Center of Greater Riverside to modify their grant
proposal in response to suggestions from the Measure A Specialized Transit
Evaluation Committee. Staff recommends that the Commission approve Measure A
Specialized Transit Funds in the amount of $129,980 to continue this program.
9C8. Quarterly Transit Operators Report.
Overview
This report presents rideshare, operating, and financial information on the County's
public transportation services for the third quarter of fiscal year 1994. The information
used to prepare this report was provided by the operators. This is a receive and file
item.
9C9. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request from City of
Coachella.
Overview
The City of Coachella was allocated $26,386 of FY 1993-94 SB 821 funds for the
construction of the Vine Avenue Sidewalk Project. The City is requesting a five -month
extension to November 30, 1994, to complete construction of the project.

9C10. SB 821 Bicycle and Pedestrian Facilities Program - Extension Request from City of
Riverside.
Overview
The City of Riverside was allocated $100,000 of FY 1993-94 SB 821 funds for the
construction of various bikeway and sidewalk projects. The City is requesting a six-
month extension to December 31, 1994, to complete construction of the projects.
9D. Consent Calendar - Highways/Local Streets & Roads
9D1. Route 111- Proposed Plan of Expenditures.
Overview
•
Staff has been working with CVAG and local jurisdictions in the Coachella Valley on
a plan for expenditures on Route 111. Route 111 was included in the Measure A
Highway Plan for the Coachella Valley. Proposed project involved operational
improvements to Route 111 between the limits of Ramon Road in Palm Springs, and
Indio Boulevard in the City of Indio. Total project expenditures were to be
approximately $20 million.
9D2. Approval of Consultant Contract Amendments for Construction Support Services for
the Route 79 Lamb Canyon/Gilman Springs Grade Separation Highway Improvement
Project: 1) Agreement RO-9211 - Amendment No. 1: 2) Agreement RO-9302 -
Amendment No. 1: 3) Agreement RO-9306 - Amendment No. 1.
Overview
Construction of the Route 79 Lamb Canyon/Gilman Springs Grade Separation Project
is scheduled for July. The Commission is requested to approve contract
amendments for. 1) Dames & Moore ($210,000); 2) Greiner, Inc. ($75,000); and 3)
Converse ($60,000).
9D3. Newport Road Relocation and Salt Creek Channel Construction Memorandum of
Understanding.
Overview
The Metropolitan Water District's (MWD) Domenigoni Valley Reservoir requires
relocation of Newport Road to approximately 3/4 mile north. An MOU is being
presented for approval regarding funding and/or programming State funding for the
balance of costs not covered by MWD's contributions of land and improvements.
9E. Consent Calendar - Service Authority for Freeway Emergencies (SAFE).
Monthly Call Box Update.
Overview
The operational statistics for the Riverside County Motorist Aid CaII Box System for the month
of April, 1994 will be presented to the SAFE Board.

9F. Consent Calendar - Commuter Rail.
9F1. Independent Audit of the Southern California Regional Rail Authority.
Overview
The memorandum of understanding between the member agencies of the Southern
California Regional Rail Authority (SCRRA) provides for the administrative staff of the
SCRRA to be LACMTA staff. Given this arrangement and that SCRRA provides
commuter rail service to all member agencies, it appears timely to perform an
independent audit of the agency.
9F2. Authorization for Tetra Tech. Inc. to Perform Preliminary Hazardous Waste
Investigations at the Latimer Grain Mill Property.
Overview
The Commission has requested Tetra Tech, Inc. to conduct preliminary hazardous
waste investigations at the Latimer Grain Mill site adjacent to the Atchison, Topeka &
Santa Fe Railroad. The contract with Tetra Tech was originally under the Executive
Director's single signature authority. However, with additional work to be done,
Commission approval is requested to approve the Tetra Tech, Inc. work plans and
cost estimates for a total amount not -to -exceed $13,562 to complete the preliminary
Latimer Grain Mill Property hazardous materials investigations.
