HomeMy Public PortalAboutResolution 13412 RESOLUTION NO. 1341 A RESOLUTION AUTHORIZING A CHANGE ORDER IN THE CONTRACT BETWEEN THE VILLAGE OF PLAINFIELD AND V3 CONSTRUCTION GROUP WHEREAS, the Village of Plainfield and V3 Construction previously entered into a contract far the construction of a new Village Hall; and WHEREAS, it has been determined that it is in the best interest of the Village to add certain work to the original contract; and WHEREAS, the circumstances necessitating said changes were not reasonably foreseeable at the time the contract was executed and said change orders are in the best interest of the Village of Plainfield, as authorized by law. NOW THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS AS FOLLOWS: That it is hereby determined that it is in the best interest of the Village of Plainfield to authorize Change Orders dated May 31, June 3, June 6, and June 7`'', 2002, and that the circumstances necessitating said change were not reasonably foreseeable at the time the contract was executed and that said change orders are in the best interest of the Village of Plainfield, as authorized by law. II. The President is hereby authorized to execute said proposed change orders, a copy of which is attached hereto and made a part hereof as Exhibit "A", and that a copy of said Resolution and Exhibit shall be preserved in a file regarding said contract which shall be open to the public far inspection pursuant to 720 Illinois Compiled Statutes 5/33E-9. V3 Construction Group has submitted preliminary pricing associated with raising the basement slab and footings a total of 1'-6" (1'-0" reduction in basement floor to first floor height and a 6" increase to the first floor and surrounding grade elevation). The purpose of this is to economically facilitate construction of the perimeter drain the system and the basement floor above the current (2002) groundwater level. Attached is a copy of V3's letter dated June 7, 2002 which contains an itemized cost breakdown. DMJM has Carefully reviewed the pricing and successfully negotiated some reductions. We are awaiting further information on the "building concrete" numbers prior to accepting those costs. That number should be reduced or eliminated in its entirety. At this point in time, it can be reasonably assumed that the total cost for this modification is as follows: • Anti-float sump basins= $6,830.00 ^ Underground material: $2,85$.00 ^ Extra dewatering for basins: $5,740.00 (assume 2 week duration, contractor estimates 1 week) • Geotechnical fabric: $2,000.00 • CA-7 stone: $25,475.50 ^ Additional waterproofing: $1,000.00 (elevator pit) Contingency: 52,000.00 (mod cations unknown at this time) ^ V3 OH&P at 10°~: $4,570.35 • Total: $50,273.85 (estimated) Afker further review of the geotechnical report produced for the Village of Plainfield by Patrick Engineering (May 2001) and the bidding documents, DMJM feels that these costs are legitimate and that the solution is acceptable. To point out a couple of key items in support, we offer the following: • Page 10 of the geotechnical report states "Dewatering may be required for footing construction based on the water level measurements obtained immediately after drilling. There is potential for the granular deposits to yield groundwater. The quantity of water will depend on the water level in the pond, the ten#IOmetric level in the bedrock a uifer and if there is a h drauliC Connection between the pond/a_quifer in the excavation zone. This investigation did not include a hvdraulic assessment of the site and ther fore the otential for roundwater to im act construction is not known at this time. If required. The design of the facility took into account the potential groundwater by requiring construction dewatering in the specifications, by the addition of interior and exterior perimeter footing drains tied to a duplex sump pump and backed up by the emergency generator, and by the installation of a sheet waterproofing system on the basement walls in lieu of a more standard, roll-on type system. In essence, the water level during this particular construction period is higher and of greater quantity then was evident at the time the borings were initially Completed and the report was generated. The "conventional sumps and pumps" used during construction cannot adequately Control thls water and other measures need to be implemented to allow for construction to occur in a timely fashion. As we have discussed, we have encountered groundwater in our foundation excavation that is impeding the progress of the project. The following is a brief work summary of events: Excavation for the foundation of the basement has been taking place since Tuesday, May 27, 2002. As of Tuesday, we have been continuing the excavation operations to an approximate elevation of $5.0 Feet. This corresponds to approximately eleven (11) inches below the basement finished floor slab. At this level, we experienced groundwater seepage into the excavation. A sump and gas powered pump was installed in the Northeast comer of the excavation to control groundwater. As the excavation process continued, additional groundwater was detected. By Thursday, May 29, the excavation had progressed to the Western most portion of the building. A second sunup and gasoline pump was installed at the Southwest corner. The pumps were running during the normal workday and no noticeable drop in the water level was observed. It appears as though the water table for this site is at approximately $6.0 Feet, or the depth of the basement finished floor slab. Since the sump pumps have not been able to sufficiently address the water in the excavation, we feel mare drastic methods must be implemented_ From our experience, and from discussing this matter with the Geoteethnieal Engineer, these options may include either installing a well point system for lowering the water table, or raising the elevation of the basement floor slab above the water table. Both of these options will have cost, schedule and possibly other implications. For your reference we have included the following to this correspondence: 1. The report of Geotechnical Investigation prepared by Patrick Engineering (PEI project number 9253.A0 dated May 2001), did however address dewatering in greater detail. Undex the Geotechnical Recommendations for the Civic Center, this report stated, "there is a potential for granular deposits to yield groundwater." The report further states, "This investigation did not include a hydraulic assessment of the site, and therefore the potential for groundwater to impact construction is not known at this time." The report goes on to state, "If required, conventional sumps and pumps should be adequate to control water which enters footing excavations for the short term construction condition." Based on the Cxeotechnical Report findings, we feel that we have made a good faith effort to fulfill our dewatering obligations with respect to the information we were provided upon award of the contract. It appears evident that additional measures will be required to facilitate construction of the foundation system as it is currently designed. At this time we cannot proceed with the installation of the foundations. Therefore, we respectfully request direction as to how to proceed to resolve this problem. The aforementioned options aze for your review- We are more than willing to further discuss these suggestions, or any others that you may have, in greater detail. On ~y 30, 2002, the east and south basement foundations were excavated to approximate design bottom of basement footing elevation 598.85 MSL. At these areas, natural brown sand and grav~l was observed, but existing groundwater is at an approximate elevation 598 MSL. f5ased vn this observation, in our opinion, it may be most economical and prectical to raise the exterior and interior battvm of basement footing elevation a minimum of 12 inch®s at)ovC the top of existing groundwater elevation. if the foundation can be redesigned and raised this will also partially relieve uplift of the floor slab due to a possible power shortage or failure of the sump pump motor. An additional safety factor would Include a permanent backup sump pump and an emergency portable generator in case of a power shortage- With our observations of the excavated foundations at the east and south exterior lines and iF it is econamlGal to raise all of the excavations, it would be feasible to start pumping existing groundwater at one (1) yr two (2) locations, remove any existing cave in or loose sand and gravel and backfitl vWth CA-7 (3/4")crushed stone tamped with a backhoe bucket to achieve a compacted base material at the new bottom of foundation elevation. At the raised foundation, the engineered fill would meet the design allowable bearing capacity of 3000 psf.
