The Board of Public Works of the City of Richmond , Indiana, ' appointed by His Hon.L. A. Handley, Mayor of said City,having duly qualified on January 2nd , 1922, as such officers , met for organization at the office of said Board Thursday January 5th, 1922, at 9 o' clock A. M. Messrs , Walker E. Land , Robert M.Henley and Frank R. McFall , composing said Board . All the members being present , the following proceedings were had , to-tit : - On motion of Mr. McFall, Mr. Land was unanimously elected presi- dent of said Board . • The' Board proceeded to confirm the appointments , made by them. on January 2nd , 1922, to the several offices named as follows : - . Jan. 2,1922, in matter of more light at east end of Doman Bridge , also had. condition of Main Street along Street Car tracks 4th to 9thi St, water spout under the C. & O.Ry.Bridge at 1st & Main Street , being down over the sidewalk, also the continual violation of the ordinance governing the lighting of alleys , adjouning Main St. bet . 4th & llth Street, the same were accepted and fdhaln action deferred. to Jan 26, 1922. The Board meets to hear ail :persoons: interested in or whose property is affected by the improvement of the Peacock Road By grading,the construction of cement curb with 12" gutter ; six foot cement sidewalk & construction of a concrete pavement 8ft.-, i „ e wide on both sides thereof , from West 5th Street to the west line of N.W.8th Street, as provided for by Improvement Resolu- tion No. 613-1921. No remonstrance having been filed, and after hearing all persons interested who appeared, and after having . been given the proper assurance of Mr. Wrighthinthe following letter. i.e. In order to asure you of my good faith in contem- plated improvements of Wrightland Addition, to the City of Richmond, Indiana, Will state that I have contracted with the Richmond City Water Works for all neccessaty water extensions and connections in said addition; and have agreed with the Richmond Light ,Heat & Power Company, for all necessary Gas • extensions & connections in said addition. It being my inten- tion to proceed in the early spring of 1922, to construct ap- • proximately 25 modern buildings suitable for residential pur- poses, signed, Edwin C . The, Board there- upon took final action, on motion of Mr. •McFail, the resolution as originally adopted, was confirmed without modification. The Board meets to hear all, persons interested, or whose property is affected by the improvement of the alley running east & west between Borth ."F" St. & the P.C.C.& St.L.R.R. by constructing a cement roadway from North 22nd & 23rd Street, as provided for by Improvement Resolution No. 614-1921 , A letter protesting, against said improvement having been received signed by Geo. Conrad•, the Board_ continued said hearing until 9 o&clock A.M Thursday Jan.12 1922. The Board meets to hear all persons interested, or whose property is affected by the- improvement . of the territory between the Pea- cock Road and Richmond Ave , from Northwest 5th Street to the al- -ley west of Northwest 8th Street, as provided for by Improvement Resoultion No. 616-1921 , heretofore adopted Dec. 5, 1921, No one remonstrating against said improvement, and after hearing all per- sons interested who appeared, the Board on motion of Mr. Henley decide that the benefits 'to property liable to be assessed for said improvement 'are equal to the estimated cost of same as re- ported by the City Civil Engineer less the sum of $3600.00 ,which the City agrees to pay toward said improvement , and thereupan confirm said resolution as originally adopted without modifation. The Board meets to hear all persons interested, or whose property is affected by the improvement of N.W.6th Street, from. Peacock Road to south line of Tract No.588 ,Official Map, of city: Also N.W.7th St.from Peacock' Road to- Richmond Ave ;/Also Sedgwick St, from Peacock Road to Richmond Ave , by constructing cement sidewalk, curb & gutter on both sides of streets , and grading & Bituminous bound macadam roadway, as provided for by Improvement Resolution No. 617-1921 No remonstrance having been filed against said improvements , the Board after hearing all persons present; .decide that the benefits to the property liable to be assessed- for said improvements , are equal to the estimated cost of same as reported by the City Civil Engineer, thereupon confirm the resolution as originally adopted without modification, upon motion of 'Mr. Henley. The Board met to hear remonstrances if any, of persons primarily assessed on account of the improvement of South "E" Street from South 5th to lfith Street,by, paving the roadway with concrete, also cement curb & gutter between the points named in such portions as is not being paved unddr the Three Mile Road Law, as provided for by Improvement Resolution No. 578-1920, After hearing a complaint registered by John H. Bruening, as to defects in said improvement at South 13th & "E" Street, the Boardapproved the final assessment roll, confirming in all things the original assessment roll as here- tofore approved, and directed the same be transmitted forthwith to the Department of Finance . And instructed the Clerk to make the coi- plaint of Mr. ,Bruening a matter of record of this meeting. 1 92 Office of Board of Public Works City of Richmond , Indiana Thursday January 5th , 1922. The Board approved the Primary Assessment roll of Benefits and Damages, in the matter of the Condemnation and Appropriation of Lot No. 6, Blanchard, et ,al ,Addition to the City of Richmond, Ind. for Park purposes, as provided for by Declaratory Resolution No. 157-1921 , The Board received Notice from the Public Service Commission of the State of Indiana , "In the matter of application of Richmond Home Telephone Co, for authority to increase rates, the same was refer- red to the City Attorney. The Board received a communication of The Vim. Laabs Rendering Pro- cess, in the matter for the treatment of garbage , etc . , the same was ordered placed on file , for future re ferance . The Board directed the Clerk to notify the Chief of Fire Department that he was placed in absolute charge of the Fire Department , and that the Board expected and would hold him responsible for the Fire Department. The Board directed the Clerk to notify the Heads of all City Depart- ments , that His Honor the Mayor, had ordered that an inventory of all property real & personal of the city be taken, and each Head was ordered to make an inventory of all materials , equipment and property under their respective supervision, and to have such inventory ,in the hands of the Board of Public Works, on or before February 1st, 1922. and also to notify them thatthey are expected to prepare an inventory and file same with the Board not latter than Dec. 31 ,each year. The Board instructed the Clerk to report the varrbous insurance ,poll- cies carried by the City; Also contracts for furnishing lamps to the city for the past 12 years . The C1,erk on motion of Mr. Henley, was directed to advertise for bids under Improvement Resolutions, Nos. 613-1921 , 616.-1921 & 617-1921.
