ROUTE 30 IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF PLAINFIELD PEST THURSDAY, JULY 18, 2002 AT 5:00 P.M. THROUGH SUNDAY, JULY 2I, 2002 MIDNIGHT WHEREAS, the Park District desires to hold their Annual Flainfield Fest on a portion of U. S. Route 30 between Route 59 west to DesPlaines Street on Thursday, July 18, 2002 at 5:00 p.m. through Sunday, July 21, 2002 at midnight; and., WHEREAS, said Flainfield. Pest will require the closing of Route 30 completely between the east junction with Illinois Route 59 and the west junction with DesPlaines Street; and, WHEREAS, said Plainfield Fest will require the detouring of traffic both east and westbound on. Lockport Street (U.S. Rt. 30); and, WHEREAS, the State of Illinois requires the Village to assume all responsibility and liability involved in the closing of said highway. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS, AS FOLLOWS: 1. The Village of P1ainleld will provide supervision for the direction, protection and regulation of traffic during the time the detour is in effect occasioned by the closing of State Route, and. usage of 143rd Street, a Will County jurisdiction road. 2. It is further agreed that efficient, all weather detours will be maintained conspicuously marked and judiciously police patrolled for the benefit of traffic deviated from the State Route. 3. The alternate route will be to continue Route 30 North on Route S9 to 143rd Street, then west to Route 30. Detour signs will be posted for both northbound and southbound traffic. Because of the State's work on Route 59 and the viaduct, our traffic planning efforts here locally must be precise and accommodate your work. Additionally, numerous vendors, businesses and artists from outside our community plan on this event each year and several thousand dollars are expended far promotion and deposit for material and services. Our permit fox the street closing needs to be approved as soon as possible. We would appreciate your prompt response. Lockport T Suite 206 Dear Mr. Burghard: ~/ This letter is your permission to close a State highway as follows: US Route 30 from Illinois Route S9 to Des Plaines Street on Thursday, July 18, 2002 during the hours between 5:00 PM and end at Midnight, Sunday, July 21, 2002 for the purpose of holding the Plainfield Festival. In accordance with the statutes relating to the issuance of a permit to a local agency for this purpose, the resolution received with your request for this closure is attached hereto and made a part of this permit. The following special provisions shall be strictly adhered to: 1. All material and supplies required for the closure, including barricades, detour signs, etc., shall be provided by the local governmental agency . 2. Parking of vehicles shall be prohibited on the detour streets to allow uninterrupted flow of two-way traffic. 3. Barricades shall be erected at each end of the closed section and adequately lighted to provide protection for night time traffic. 4. A flagman or police officer shall be stationed at each end of the clased section and at such other points as maybe necessary to assist in directing through traffic around the detour. 5. All debris shall be cleared away and disposed of by the local authorities prior to the opening of the State highway. ~` ~ US 30 Village of Plainfield February 19, 2002 6. If this permit is for a parade, an occasional break shall be made in the procession at highway intersectiorls so traffic may pass through.
