HomeMy Public PortalAbout01-12-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 12,2023 The Board of Public Works and Safety of the City of Richmond, Indiana,met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Donnie Benedict; Kara Noe, Purchasing; Doug Gardner, Deputy Chief of Prevention; Tim Brown, Interim Fire Chief; Jamie Miller,Firefighter; Cedric James and Sherrie Richey, Code Enforcement; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of January 5, 2023 supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for January 13, 2023 in the amount of One Hundred Twenty Thousand Four Hundred Thirty Four Dollars and one cent ($120,434.01), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for January 13,2023 in the amount of Seven Hundred Sixty Eight Thousand Three Hundred Seventy Nine Dollars and seventy one cents($768,379.71), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • HANDICAP SIGN RENWALS 327 North 10th Street 207 South 11th Street s Board of Works Minutes January 12,2023 617 South 7th Street Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • STREET CLOSURE The 10th Annual Meltdown Festival The Closure of North Service Street between North 6th Street and North 7th Street from January 23, 2023 at 12:00 p.m. to January 30, 2023 at 12:00 p.m. for ice carvers to work and store ice. Utilize space in the protected cycle tracks (aka "The Loop") on North 7th Street, North 10th Street and East Main Street for drive-through ice carving displays, and block off individual parking spaces as needed to allow line of sight between cars and the ice carving displays.Also needed is the utilization of space along North 6th Street and North 7th Street on January 2, 2023 and January 28, 2023 for overflow food trucks and vendors and if needed provide adequate space and electricity. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. BID OPENINGS—None BID AWARDS • FUEL & GASOLINE FOR 2023 Co-Alliance All pricing is per gallon and includes delivery. This year, Co-Alliance was the only bidder. Pricing quoted for the above bid is as of terminal rack pricing for December 5, 2022 Alliance as the lowest most responsive and responsible bidder. It is recommended that We award fixed pricing for regular unleaded 87 octane for 145,000 gallons and Premium road diesel for 130,000 gallons which is based on 2022 usage. Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion carried. CONTRACTS • CONTRACT NO. 159-2022—LIFE SAFETY INSPECTION VAULT LLC The City retains Contractor to furnish access, licensing, and support for its online web application and reporting repository and vault, which repository services shall include the City's access to and use of the repository and will allow and ensure the uniform monitoring of the various life-safety systems overseen by the Fire Department. The Contractor shall also abide by any applicable provisions and regulations set forth in Richmond City Code Chapter 92 and set forth in Richmond City Ordinance No. 45-2022 pertaining to single-point repository services companies ("SRSC"). Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 211-2022—BENJAMIN SIMMONS The City and the Fire Department have the need, in addition to services provided by the Fire Department,to retain specialized instruction services and assistance to the Fire Department, in connection with as needed training and classroom instruction to civilians for Emergency Medical Technician ("EMT"), Cardiopulmonary Resuscitation("CPR"), Pediatric Advanced Life Support ("PALS"), and Advanced Cardiac Life Support ("ACLS")training. The parties believe that Simmons can provide the necessary services to the Fire Department as requested and authorized by its Chief. Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 212-2022—CENTRALSQUARE TECHNOLOGIES,LLC The City had previously entered into license agreements and/or renewals with Contractor's predecessor, Zuercher Technologies LLC and most recently the City had entered into a cross-access agreement with the Wayne County and Contractor under its current name(and listed as successor in interest to Zuercher Technologies, LLC in Contract No. 173-2022) due to the City's interlocal relationship with the County in connection with emergency responses and emergency communications and the collective technologies permitting the City to cooperate with the County for emergency reporting services. Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 214-2022—REDDOG ENTERPRISES The City retains Contractor to perform services in connection with the cleanup of the property located at 117 Kinsey Street, and which services shall include the cleanup and removal of trash, debris rubbish,junk,junked vehicle parts, and inoperable vehicles. Not to exceed$300.00 Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 215-2022—REDDOG ENTERPRISES Board of Works Minutes January 12,2023 The City hereby retains Contractor to perform services in connection with the cleanup of the property located at 306 Randolph Street, and which services shall include the cleanup and removal of trash, debris rubbish,junk,junked vehicle parts, and inoperable vehicles. Not to exceed $2,500.00 Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. CONTRACT NO. 216-2022—REYNOLDS PLUMBING,INC. The City retains Contractor to provide general maintenance and plumbing repairs for the Fire Stations and for the Izzy David Edelman Police and Fire Training and Physical Fitness Center. Ms. Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 217-2022—REDDOG ENTERPRISES The City retains Contractor to provide services in connection with the emergency securing of windows and doors and cleanup at the premises located at 2110 E Main Street for the City's Department of Code Enforcement. Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 218-2022—FLOW RIGHT MECHANICAL The City retains Contractor to provide plumbing maintenance services at the Richmond Municipal Building for the 2023 calendar year. Ms. Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO.219-2022—AMP ELECTRIC INC. The City retains Contractor as an on-call licensed electrical contractor to perform as-needed general maintenance and electrical repairs for the Municipal Building for the 2023 calendar year. Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 3-2023—CO-ALLIANCE Gasoline for 2023 • . Board of Works Minutes January 12,2023 The price is for 87 Octane at$2.6538 a gallon. Mr. Evans moved to approve and to allow Kara Noe to sign on behalf of the Board, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 4-2023 Road Diesel for 2023 The price is for $3.6627 a gallon. Mr. Evans moved to approve and to allow Kara Noe to sign on behalf of the Board, supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
