HomeMy Public PortalAboutResolution 1301RESOLUTION 13 O 1 A RESOLUTION FROM THE VILLAGE OF PLAINFIELD APPROVING PARTICIPATION IN THE OUTER CIRCUMFERENTIAL COMMUTER RAIL TASK FORCE AND SUPPORTING ELEMENT TWO OF THE PHASE II FEASIBILITY STUDY OF THE OUTER CIRCUMFERENTIAL COMMUTER RAIL LINE WHEREAS, the Village of Plainfield's Comprehensive Plan supports Metra service to the Village with a commuter rail station in close proximity to the Village Center; and WHEREAS, the Outer Circumferential Corridor was recommended for further study at the conclusion of the Phase I Feasibility Study in April of 1999; and WHEREAS, the Phase I Study recommended travel demand forecasting, commuter rail transfer interactions, vanpool and feeder bus services, and land use planning be investigated in the next phase of the study process; and WHEREAS, the communities within the Outer Circumferential Commuter rail line corridor desire have established a Task Force to provide a larger forum to present results of the Study, review draft study products, and provide input at selected points in the process; and WHEREAS, the Outer Circumferential Commuter Rail Task Force ("the Task Force") is comprised of the following jurisdictions within the E J & E Corridor: Aurora, Barrington, Bartlett, Chicago Heights, Elgin, Frankfort, Green Oaks, Hawthorn Woods, Hoffman Estates, Joliet, Lake Zurich, Long Grove, Lynwood, Matteson, Mokena, Mundelein, Naperville, New Lenox, North Chicago, Plainfield, Park Forest, Richton Park, Sauk Village, Shorewood, Vernon Hills, Waukegan, and West Chicago; and WHEREAS, the Village of Plainfield supported Element One of the Phase II Feasibility Study by resolution on February S, 2001, which supports the Village as a member of the Task Force; and WHEREAS, the members of the Task Force and Metra have jointly agreed to undertake a Market Research Study, and to that end, have established a Project Management Team to guide it; and WHEREAS, the members of the Task Force together with Metra desire to participate in a Land- use and Community Planning Study of the Outer Circumferential Commuter Rail Line; and WHEREAS, the Project Management Team will be composed of Metra, RTA, Chicago Area Transportation Study (CATS), and representatives of the Steering Committee; and Page 1 of 2 WHEREAS, the members of the Task Force have agreed to make available relevant resources (e.g. land use plans, development data, traffic data, transportation facility plans, previous studies) that they have in hand to assist Metra and the Consultant in the conduct of the Study; and WHEREAS, the participating Communities along the proposed rail line, have secured funding through the Illinois Tomorrow Program to conduct Element Two of the Phase II Study, the "Land-use and Community Planning Study", for the Outer Circumferential Commuter Rail Corridor to produce transit-oriented development (TOD) plans for participating communities and to quantify the sociaeconomic and transportation variables that will be used in the travel demand analysis; and WHEREAS, the Will County Governmental League will coordinate payments with Metra on behalf of the local match and assume responsibility for the collection of all payments from the members of the Task Farce, thereby acting as the fiscal agent for collection of the local match; and NOW, THEREFORE BE IT RESOLVED, that the Village of Plainfield desires to participate in the Outer Circumferential Commuter Rail Task Farce and in the Land-use and Community Planning Study of Outer Circumferential Commuter rail line through participation in the Task Force; and BE IT FURTHER RESOLVED, that as a member of the Task Force, the Village of Plainfield agrees to pay the Will County Governmental League all properly presented invoices for an amount not to exceed $2,000 towards the local match. BE IT FURTHER RESOLVED, that this Resolution demonstrates that there is a binding agreement among local funding organizations to ensure that local matching funds will be available for the Land-use and Community Planning Study. BE IT FURTHER RESOLVED, that copies of this Resolution will be forwarded to the Will County Governmental League, the RTA, Metra, and CATS.
