HomeMy Public PortalAboutResolution 1300RESOLUTION NO. 13 p_p WHEREAS, the Village of Plainfield desires to create sufficient public open space for its residents; axed, WHEREAS, the Village of Plainfield has a land dedication ordinance providing the Park Districts and School Districts with land or cash set asides from each new development; and, WHEREAS, the Plainfield Park District has requested an increase in the land dedication ordinance based upon nationally recognized park space standards and comparable requirements of other communities in the region; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Plainfield that: A) The present land donation requirement of 5.5 acres per 1,000 residents shall be increased to 7.5 acres per 1,000 residents. B) In those instances where the Park District chooses to accept cash in lieu of a land donation, that per acre fee shall be the same as that required for schools and shall increase automatically and in the same amount as the school cash in lieu fee may be amended from time to time. C) When, at the discretion of the Park District, a cash in lieu donation is acceptable, the Developer shall deposit with the Village such funds prior to the issuance of any building permit or site work whichever first occurs. The Village shall deposit such funds in an interest bearing account for the sole benefit of the Park District. Such funds shall be used to benefit the neighborhood that originated said funds. The Village shall release said funds including interest accrued upon presentation of a plan or invoice by the Park district clearly demonstrating the expenditure's benefit to the originating neighborhood. D) The policy contained herein shall be applicable to a each development submitting an initial application to the Plan Commission for zoning, annexation or subdivision plats after August 20, 2001. BE IT FURTHER RESOLVED that the staff and Village Attorney are hereby instructed to prepare the necessary ordinances and procedures to implement this policy. Passed this 6t:hday of August , 2001.
