A RESOLUTION OPPOSING THE ENVIRONMENTAL PROTECTION
AGENCY'S LIMIT ON NATURALLY OCCURRING RADIUM IN PUBLIC
DRINKING WATER
WHEREAS, the United States Environmental Protection Agency (EPA) has reaffirmed
its 5 pC/liter limit on combined Radium 226/228 in public drinking water supply on December
9, 2000; and
WHEREAS, the limit the EPA has set represents a level of radiation mare than 50 times
lower than the average person receives from natural sources and more than 1000 times lower
than the National Council on Radiation Protection (NCRP- limit far occupational exposure; and
WHEREAS, numerous experts have spoken out against this limit including those from
the Health Physics Society, Department of Energy, Argonne National Laboratory, and several
universities; and
WHEREAS, the Village of Plainfield would have to spend up to ten million
(510,000,000.00) or approximately twenty-five hundred IS2,500.00) per home, which
represents a clear violation of the cost vs. benefit policy of the EPA; and
WHEREAS, the EPA claims it cannot relax its limit due to the "any revision shall
maintain, or provide for greater, protection of the health of persons" clause of the Safe
Drinking Water Act of 1996; and
WHEREAS, given the extraordinary burden this unfunded mandate places on residents
and businesses of Plainfield, it is imperative that the Federal Government find a way to relax
the combined limit on Ra 226/228 to 20 pC/liter as previously proposed by the EPA or
provide funding to relieve the Village of Plainfield of this unfair burden;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND VILLAGE BOARD OF
THE VILLAGE OF PLAINFIELD, ILLINOIS, AS FOLLOWS:
SECTION 1 : That the President and Board of Trustees of the Village of Plainfield, Will
County, Illinois, does hereby formally register its opposition to the United States
Environmental Protection Agency's promulgated standards for naturally occurring radium in
the public water supply and relax the combined limit on Ra 226/22$ to 20 pC/liter as
previously proposed by the EPA or provided funding to relieve the Village of Plainfield of this
unfair burden.
SECTION 2: After a vote of the President and Board of Trustees of the Village of
Plainfield, this Resolution of Opposition to the 5 pC/liter US EPA Limit On Naturally Occurring
Radium In Public Drinking Water is approved, this Resolution shall be forwarded to our elected
representatives in Washington, D.C., as an expression of official sentiment and concern by
the Village of Plainfield.
