The Board. of 7ub11c Works of the City of Richmond, Indiana , met
in regular session in the office of said Board Thursday, Oct.
13th, 1921 , at 9 A.M. All the members of the said Board being
present Messrs. von Fein, Price , and Peltz the following proceed-
ings were had to-wit :
The Board unanimously adopted Improvement Resolution i/4609-1921
to improve the alley between South-west 1st & 2nd Streets ; by
constructing a cement roadway in sai d alley 12' ft wide , from 11/
South-west Front Street north to the 1st alley running east
west south of West Main Street.
The Board approved and signed the contract & bond of Z. B. Pyle
Company, contractors under Improvement Resolution i607. - 1921.
The Board met to hear remonstrances if any of persons Primarily
Assessed on account of the vacation of all that portion or Garden
Avenue lying west of C. & O. Railroad and east of South 5th Et.
under Declaratory thesolution #153.1921. No one remonstrating
the Board approved the Final Assessment Roll of Benefits & Dam-
- ages confirming in all things the original assessment roll here-
tofore approved, and thereupon declare said porti on of said street
as designated above vacated, and now direct that a copy of said
assessment roll be forthwith transmitted to the Dept. of Finance.
The Board met to hear remonstrances if any of persons Primarily
Assessed on account of the improvement of the let alley east of
South etb_ Street running north• & south, from South H to South J
St. by constructing a cement roadway In said alley the full width
thereof under Improvement Resolution #603--19219 no one appearing or
remonstrating the Board approved the Final Assessment- Roll confirm-
ing in all things-the original assessment roll as heretofore ap-
proved, and directed the same to be transmitted forthwith to the
Dept. Of Finance.
The specifications for the cU'ole. in connection with the installa-
tion of the 5000 KW Turbine at the Municipal Electric Lighting &
Power Plant as submitted by J. P. Dillon, Supt . , were read to ,the
Board, and on motion of Mr. Peltz , ' seconded by Mr. Price such
specifications were-adopted unanimously by the Board and were or-
dered placed on file , and the Clerk was instructed to advertise
for bids.
The Board received a communication from the Richmond City Water
Works signed by H. A. Dill , Supt . , in regard to the extension of
water mains on Scholl ; Boyer; Ridge & Ratliff Ste. accepting the
proposition presented to said company by the Board of Publ' c Wks.
on Monday, October 10th , 1921, and asking for a formal order cover-

ing said extentions . Mr. Feltz moved that the Water Works Co. be
instructed to extend the following water mains: 500' ft extension
' on Boyer St . from School f_.t . north ; 500' ft extension on Ridge St.
from School St . north ; 500; ft extension on Ratliff St . from School
St . north ; 10 inch circulating main on School St . from Boyer to
Harris St . and the installation of three ( 3) new hydrants, one to
be placed at the extreme end of water main on Boyer St . , one at
ridge & School Sts. , and one at end of Teter main on Ratliff St . ,

and one hydrant changed from its present location at Maple &
Harris its. to School & Harris Sts. , all as shown by a plat on.
file in the, office cf the Board of Public Works. Seconded by
Mr. Price so ordered.
The Board then adjourned.

The Board of Public Works of the City of Richmond, Indiana , met
in regular session in the office of said Board Monday , October
17 , 1921, at 9 A.M. All the members of the said Board being pre-
_ sent Messrs. von Pein, Price , and Boltz the following proceedings
were had to-wit : - .
James F. Pace, Commander of the Genie-Lichtenfels Post No. 748 , ap-
peared before the Board asking for permissi on to place a stand 12
• x 14' ft on North 9th St . an the east side 5tft north cf the water
fountain Armistice Lay, November 11th, 1921, the Board granted the
request .

The Board received a petition. signed by Henry Lah.manri and nine (9 )
others for the -;ia.ssarrea resolution providing for the grading
graveling GardenAve.1rom SouthF pEfl Terminal,
�raveli.._g of 1 �e. St. to West _ermira1,
which was referred to the City Engineer.
The Board met to hear all persons interested in or whose property
is affected by the grading & graveling of heeveston Road from S.
18th St . to S. 23rd St . under Improvement Resolution -6O6-1921 ,and
after hearing all persons who appeared, and J. W. Sindell, & A. C.
Lacey making a verbal remonstrance against said improvement the
Board postponed Final Acti on until Thursday, October 20th, 1921.
Garland McLear appeared before the Board asking for -permission to
install a gasoline , air, &oil dispenser infront of ;-1530- Hair_ St .
_ He was instructed to file a contract & bond for approval.
The Board took up the coal bids submitted Monday, September 26th ,
1921 , for coal for the M.E.L. ; P.F. , and after reading a communi-
cation from J. P . Dillon, Supt . of the Light Plant , now on file ,
stating that there is an emergency for buying coal at once for the
Municipal Electric Lighting c Power Plant , the Board decided to
