A RESOLUTION FROM THE VILLAGE PLAINFIELD
APPROVING PARTICIPATION IN THE OUTER CIRCUMFERENTIAL
COMMUTER RAIL TASK FORCE AND SUPPORTING
ELEMENT ONE OFTHE PHASE II FEASIBILITY STUDY OF
THE OUTER CIRCUMFERENTIAL COMMUTER RAIL LINE
WHEREAS, the Village of Plainfield's Comprehensive Plan supports Metro service to the
Village with a commuter rail station in close proximity to the Village Center; and
WHEREAS, the Outer Circumferential Corridor was recommended for fiarther study at the
conclusion of the Phase I Feasibility Study in April of 1999; and
WHEREAS, the Phase I Study recommended travel demand forecasting, commuter rail transfer
interactions, vanpool and feeder bus services, and land use planning be investigated in the next
phase of the study process; and
WHEREAS, the DuPage, Kane, Lake, Northwest, South, and Will Councils of Mayors (the
"Councils') submitted apre-application to the RTA's Regional Technical Assistance Program
("RTAP") to perform a ridership demand analysis for potential passenger rail service on the
Elgin Joliet & Eastern Railway (E J & E) Circumferential rail line; and
WHEREAS, the RTA through the RTAP has secured funding to conduct element one of the
Phase II Study, the "Market Research Study", for the Outer Circumferential Commuter Rail
Corridor to identify all transit and transportation improvement options in order to increase
ridership within the proposed corridor; and
WHEREAS, the RTA and the Councils have concurred that Metro will be the lead applicant for
the Market Research Study; and
WHEREAS, the communities within the Outer Circumferential Commuter rail line corridor
desire to establish a Task Force to provide a larger forum to present results of the Study, review
draft study products, and provide input at selected paints in the process; and
WHEREAS, the Outer Circumferential Commuter Rail Task Force ("the Task Force") is
comprised of the following jurisdictions within the E J & E Corridor: Aurora, Barrington,
Bartlett, Chicago Heights, Elgin, Frankfort, Green Oaks, Hawthorn Woods, Hoffman Estates,
Joliet, Lake Zurich, Lang Grove, Lynwood, Matteson, Mokena, Mundelein, Naperville, New
Lenox, North Chicago, Plainfield, Park Forest, Richton Park, Sauk Village, Shorewood, Vernon
Hills, Waukegan, and West Chicago; and
WHEREAS, the members of the Task Force together with Metro desire to participate in a
Market Research Study of the Outer Circumferential Commuter Rail Line; and

WHEREAS, the members of the Task Force have agreed to make available relevant resources
(e.g. land use plans, development data., traffic data, transportation facility plans, previous studies)
that they have in hand to assist Metra and the Consultant in the conduct of the Study; and
WHEREAS, Metra is responsible for the payment of all necessary, proper, and allowable costs
for the Consultant contract. Payment by Metra will be generated from the RTAP grant for
further feasibility studies along the E J& E Corridor; and
WHEREAS, the members of the Task Force have committed to reimbursing Metra for the local
matching amount of such actual incurred costs of the contract with the Consultant, not to exceed
$25,000 total from the Task Force; and
WHEREAS, the Narthwest Municipal Conference will coordinate payments with Metra on
behalf of the local match and assume responsibility for the collection of all payments from the
members of the Task Force, thereby acting as the fiscal agent far collection of the lacal match to
Metra; and
NOW, THEREFORE BE IT RESOLVED, that the Village of Plainfield desires to participate
in the Outer Circumferential Commuter Rail Task Force and in the Market Research Study of
Outer Circumferential Commuter rail line through participation in the Task Force; and
BE IT FURTHER RESOLVED, that as a member of the Task Force, the Village of Plainfield
agrees to pay Northwest Municipal Conference all properly presented invoices for an amount not
to exceed $1,200 towards the local match.
BE IT FURTHER RESOLVED, that copies of this Resolution will be forwarded to the
Northwest Municipal Conference, the RTA and Metra.

5th day of February 2001
