A RESOLUTION TEMPORARILY CLOSING A PORTION OF U. S. ROUTE 30
IN THE VILLAGE OF FLAINFIELD FOR THE PURPOSE OF
FLAINFIELD FEST THRUSDAY, JULY 19, 2001 AT 5:00 P.M. THROUGH
SUNDAY, JULY 22, 2001 MIDNIGHT
WHEREAS, the Park District desires to hold their Annual Plainfield Fest on a
portion of U. S. Route 30 between Route 59 west to DesPlaines Street on Thursday, July
19, 2001 at 5:00 p.m. through Sunday, July 22, 2001 at midnight; and,
WHEREAS, said Plainfield Fest will require the closing of Route 30
completely between the east junction with Illinois Route 59 and the west junction with
DesPlaines Street; and,
WHEREAS, said Plainfield Fest will require the detouring of traffic both east and
westbound on Lockport Street (U.S. Rt. 30); and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility
and liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF FLAINFIELD, WILL COUNTY,
ILLINOIS, AS FOLLOWS:
1. The Village of Plainfield will provide supervision for the direction,
protection and regulation of traffic during the time the detour is in effect
occasioned by the closing of State Route, and usage of 143`d Street, a Wi11
County jurisdiction road.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of
traffic deviated from the State Route.
3. The alternate route will be to continue Route 30 North on. Route 59 to
143`a Street, then west to Route 30. Detour signs will be posted for both
northbound and southbound traffic.

The Mayor and Board reviewed your letter faxed to us on May 11 `h regarding Strawberry
Fest. Because there is such little time to change our plans, we will close Lockport Street
according to the State permit.
If the work program and the contractor's scheduling needs will affect a potential change
to either Plainfield Fest, July 20, 21 and 22°d, 2001 or Harvest Fest, September 29 and
30th, 2001, please advise us immediately.

Dear Mr. Burghard:
We were recently made aware of the current construction staging activities for our "IL
59, IL 126 to 143' St." contract in progress- This staging necessitates more restrictive
ttalTic lanes and operations at the IL 59-IL 126 intersection, and will remain in place
through the term of the Village Strawberry Festival.
Please be advised that we respectfully request that the Village re-evaluate the need to
close US 30 for the Strawberry Festival to be held from May 18 -May 20, 20D1. VNe
recognize that this plan was approved with our Match 16, 2001 letter, however the
magnitude of the II. 59 bridge project and current staging/scheduling needs may result
in adverse impacts to the Village with the implementation of the US 30 closure.

Dear Ms. Janik:
This letter is your permission to close a State highway as follows:
US Route 30 from Illinois Route S9 to Des Plaines Street on Thursday, July
19, 2001 from 5:00 PM and end at Midnight, Sunday, July 22, 2001 for the ~---'
purpose of holding the Plainfield Fest.
In accordance with the statutes relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this permit.
The fallowing special provisions shall be strictly adhered to:
1. All material and supplies required for the closure, including barricades,
detour signs, etc., shall be provided by the local governmental agency .
2. Parking of vehicles shall be prohibited on the detaur streets to allow
uninterrupted flow of two-way traffic. '
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traffic around the detour.
5. All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.

6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.

closures for the 2001 Plainfield Fest. These closures include:

• Village Parking Lot adjacent to Andreasen Travel

Lockport Street from Route 59 to DesPlaines Street
Friday, July 20 at 9:00 a.rn. through Midnight on Sunday,_Jul
• Ottawa Street from DesPlaines Street to Fox River Street
• Fox River Street from Lockport Street to Ottawa Street
The Park District is aware that Lockport Street is a State Route requiring the
~Jiliage to request approval from IDOT to grant this closure. ~~rthermore the
District is also aware of the ongoing Route 59 construction and the possible
implications this may have on IDOT approving the requested closure. I
appreciate any assistance you can provide in receiving a timely response from
IDOT.
