A COMMITMENT TO PROVIDE FUNDING FOR THE ACCOMPLISHMENT
OF THE I-55 CORRIDOR PLANNING COUNCIL GOALS FOR FISCAL YEAR
2000 - 2001 (OCTOBER 1-OCTOBER 1)
WHEREAS, the Illinois Department of Transportation (IDOT) State Implementation
Program (SIP) does not contain the expansion and improved access of I-S5 in Will
County south of Weber Road; and
WHEREAS, Will County is the fastest growing county in the State of Illinois; and
WHEREAS, Residential, commercial, and industrial development continue to expand in
the I-SS corridor area of Will County; and
WHEREAS, the I-SS Corridor Planning Council (CPC) is a planning group associated
with the Will County Governmental League (WCGL); and
WHEREAS, the I-SS CPC has established an operating budget far fiscal year 2000-2001
to provide approximately $185,000 so that the expansion and improved access of I-SS in
Will County may be pursued at the state and federal legislative levels; and
WHEREAS, the expansion and improved access of I-SS in Will County will decrease
problems associated with congestion, noise, accessibility, and safety for users of the
roadway and communities along the roadway network;
NOW, THEREFORE, BE IT RESOLVED, that the Village of Plainfield does hereby
commit to the WCGL to pay the agreed upon amount of $11,000 for the purpose of
funding the initiatives and goals of the I-SS CPC. Such committed funds shall be made
available to the I-SS CPC upon request.

Dear Mayor Rock:
Since the I-SS Corridor Planning Council (CPC) began meeting in January of this
year, support among communities, corporations, and developers along I-55 and
who utilize I-55 has grown considerably. Recently, the I-55 CPC established an
operating budget for October 1, 2000 to October 1, 2001 through which the goals
of members and interested parties can be accomplished. The budget includes
casts associated with administration, out-of-pocket expenses, mapping needs,
public relations and the hiring of a lobbyist firm with capabilities in transportation
initiatives at the state and federal levels.
The choice to initiate a lobbying and public relations effort to find answers for the
transportation-related problems associated with. the growth in the I-55 corridor
have been weighed carefully by participants of the CPC based on the following
outlined factors:
• Continuous and rapid growth in the corridor area
• The desire to proactively plan far growth associated needs
• The expansion anal improved access of I-55 is not in IDOT's current
implementation program
• IDOT states that due to anticipated future funding constraints, they can not
foresee when I-55 can be upgraded
At this time, the CPC is asking each member community, as well as private
company participants to contribute an agreed upon amount of funding toward the
efforts of the I-55 CPC. The Village of Flainf eld is asked to contribute
$11,000 towards the CPC's fiscal year 2000-2001 operating budget.
CPC member communities and constituents are committed to finding answers
from state, and federal legislators and the Illinois Department Of Transportation
on how these improvements can be achieved. The upgrade of this greatly utilized
roadway is a critical issue that must be addressed now as growth continues rapidly
throughout the entire corridor area.

CPC members are encouraging each Village/City/Company Board to adopt the
enclosed funding commitment resolution. Also enclosed, are several
informational items that your Village Board may like to use as reference
regarding the purpose and goals of the 1-55 CPC.
Should a Village be unable to commit the amount of funding specified, or if it
would like to contribute additional funding, please feel free to contact me, as any
and every contribution toward initiating this effort is greatly appreciated.
Thank you for your participation and support for the pursuit of the impravernent
and expansion of 1-55 in Will County.
