RESOLUTION NO. 12 6 2
A RESOLUTION TEMPORARILY CLOSING A PORTION OF
U. S. ROUTE 30 AND ROUTE 59 IN THE VILLAGE OF PLAINFIELD
FOR THE PURPOSE OF PLAINFIELD HOMECOMING PARADE TO BE HELD
SATURDAY, SEPTEMBER 30, 2000.
WHEREAS, the Plainfield Consolidated School District #202 of the Village of
Plainfield desires to hold their 4$~` Annual Homecoming Parade on U. S. Route 30 and Route 59
on Saturday, September 30, 2000 and,
WHEREAS, said parade will require the closing of Route 30 either partially or
completely between the west junction with Illinois Route 126 and the east junction with Illinois
Route 59.
WHEREAS, said parade will require the closing or stopping of traffic on southbound
Route 59 between Commercial and Newkirk Streets (1 block) and,
WHEREAS, the State of Illinois requires the Village to assume all responsibility and
liability involved in the closing of said highway.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL COUNTY, ILLINOIS, AS
FOLLOWS:
1. The Village of Plainfield will assume full responsibility for the direction,
protection and regulation of traffic during the time the detour is in effect, and all
liabilities for the damages of any kind occasioned by the closing of said State
Route.
2. It is further agreed that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of traffic
deviated from the State Route.

Dear Chief Bennett:
This letter is your permission to close a State highway as follows:
US Route 30 from James Street to Illinois St and southbound IL. Route 59
from Commercial St. to Newkirk Drive on Saturday, September 30, 2000
during the hours between 9:00 AM and 11:00 AM for the purpose of
holding the Homecoming Parade.
In accordance with the statutes .relating to the issuance of a permit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this permit.
The following special provisions shall be strictly adhered to:
1. All material and supplies required for the barricades, detour signs, etc.,
shall be provided by the local governmental agency .
2. Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3. Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4. A flagman or police officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traff c around the detour.
S. All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highway.

6. If this permit is for a parade, an occasional break shall be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.

The Villa of Plainfigl~~n%ould like to request a closure of US Route 30 and the
southbound lane of _.~ at Newkirk far the 49`h Plainfield High School Homecoming Parade,
scheduled for Saturday, September 30, 2D00, from 9:00 a.m. to 11:00 a.m.
The parade route will start at the high school (Ft. Beggs and James Streets), and proceed
north to Lockport Street (U.S. Rt. 30), east on Lockport to Illinois St., then south on Illinois to
Commercial Street, east on Commercial to Illinois Rt. 59, south on Rt. 59 to Newkirk, west on
Newkirk to Pratt, then Pratt back to the high school.
Route 30 eastbound traffic will be detoured onto Route 126, then east to Route 59, south
on Rt. 59 to Routes 59/30 junction. Route 3D westbound traffic will be detoured north on Route 59
to IL Rt. 126, then west on Rt. 126 to Rt. 30. Route 59 southbound traffic will be detoured/stopped
to allow the parade to leave Commercial and swing onto Newkirk. Route 59 northbound traffic
will not be affected. We will place parade detour signs on all roads affected by the parade, and
physically have police officers at key points to ensure positive direction of motorists.
Signed copies of the Resolution and Certification will be forwarded upon their execution at
the September 18, 2000 meeting of the Village Board. As always, thank you for your help in
handling our requests for highway closures.
