ROUTE 30 IN THE VILLAGE OF PLAINFIELD FOR THE PURPOSE OF HARVEST FEST SATURDAY, OCTOBER 7 AT 6:00 A.M. THROUGH SUNDAY, OCTOBER 8, 2000 7:00 P.M. WHEREAS, MainStreet Plainfield, Inc. desires to hold their Annual Harvest Fest on a portion of U. S. Route 30 between Route 59 west to Fox River Street on Saturday, October 7, 2000 at 6:00 a.m. through Sunday, October 8, 2000 7:00 p.m. and, WHEREAS, said Harvest Fest will require the closing of Route 30 between the east junction with Illinois Route 59 and the west junction with Fox River Street; and, WHEREAS, said Harvest Fest will require the detouring of traffic both east and westbound on Lockport Street (U. S. Rt. 30); and, WHEREAS, the State of Illinois requires the Village to assume all responsibility and liability involved in the closing of said highway. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE O FPLAINFIELD, WILL COUNTY, ILLINOIS, AS FOLLOWS: 1. The Village of Plainfield will provide supervision for the direction, protection and regulation of traffic during the time the detour is in effect occasioned by the closing of said State Route, and usage of ] 43rd Street, a Will County jurisdiction road. 2. It is further agreed that efficient, all weather detours will be maintained conspicuously marked and judiciously police patrolled for the benefit of traffic deviated from the State Route. 3. The alternate route will be to continue Route 30 North on Route 59 to 143rd Street, then west to Route 30. Detour signs will be posed for both nortlibound and southbound traffic. Because of the State's anticipated work on Route 59 and the viaduct, our traffic planning efforts here locally must be precise and accommodate your work. Additionally, numerous vendors, businesses and artists from outside our community plan on this event each year and several thousand dollars aze expended for promotion and deposit for material and services. Subject: Harvest Fest 2000 rim ~ r Enclosed is a request from Harvest Fest/MainStreet asking for the c osure of Lockport Street October 7 and 8th 1 bring this to your attention now because I foresee a problem. With the State working on Rt. 59 and the viaduct, we may encounter the situation where the State sees Lockport as a reliever road. We will get some initial feedback when the State reviews the permit far Plainfield Fest scheduled for July 14 to 16. If the State denies Plainfield Fest they surely will deny Harvest Fest. By certified cover letter, I asked the State to respond to the Plainfield Fest by June 15. Secondly, it was my recollection that the Board had established a policy of closing the street just twice a year. Further, it is my recollection that MainStreet requested earlier this year that the street be closed for Strawberry Fest rather than Harvest Fest. Obviously, the Village Board is free to decide when and for whom the road will be closed. Street closings are great for the community, its spirit and most of the local businesses. In the future, when 143rd Street and the viaduct are completed, Lockport becomes a local road and we gain greater flexibility and control. This does allow us to keep focus on our downtown and create a real community identity. On the other hand, fests do cost the taxpayer, and the community should know that it subsidizes, in fact, these community events. For Plainfield the Park District reimburses us some $2,000.00 and pays for extra officers to supervise the beer booth, etc. We get no reimbursement from MainStreet. Our estimated cast for the expense of Strawberry Fest is $3,500 approximate. cc: Chief Bennett Allen Persons 530 W. In accordance with the statutes relating to the issuance of a permit to a local agency for this purpose, the resolution received with your request for this closure is attached hereto and made a part of this permit. The following special provisions shall be strictly adhered to: 1. All material and supplies required for the barricades, detour signs, etc., shall be provided by the local governmental agency . 2. Parking of vehicles shall be prohibited on the detour streets to allow uninterrupted flow of two-way traffic. 3. Barricades shall be erected at each end of the closed section and adequately lighted to provide protection for night time traffic. 4. A flagman or police officer shall be stationed at each end of the closed section and at such other points as may be necessary to assist in directing through traffic around the detour. 5: All debris shall be cleazed away and disposed of by the local authorities prior to the opening of the State highway. Rathbun Raymond Smolich Susan Janik VILLAGE CLERK Thank you for your timely FAX on the Route 30 weekend road closure. Unfortunately, I erred in preparing the Resolution and the letter follow up. The correct times for the closure should have been 8 p.m. Friday, October 6, 2000 until 11 p.m. Sunday October 8, 2000. This additional time on Friday night will permit the carnival to set up for Saturday morning. The additional time on Sunday is necessary for clean up. I apologize for the error and any inconvenience I might cause. Would you be so kind as to reissue the permit to reflect: "Closing Route 30 from Fox River to Illinois 59 on Friday at $ p.m., October 6 until Sunday, October $ at 11 p.m." The Village will comply with all the stipulations contained in Mr. Zak's letter of July 12, 2000. Rathbun Raymond Smolich Susan Janik VILLAGE CLEPK On June 21, 2000, the Village submitted a Resolution, R-1255 copy attached, to Mr. Art Klinicki requesting a road closing for our annual Harvest Fest. We are asking to close Route 30 between Route 59 and Fox River on Saturday, October 7 from 6:00 a.m. through Sunday, October 8 to 7:00 p.m. Harvest Fest is an annual fundraiser for our local Main Street Corporation. This year's plans include a special emphasis on events and amusements for children and several roadway landscaped exhibits. The Harvest Fest organizers from Main Street. need to sign final contracts and place money deposits for several vendors. As of the writing of this letter we have had no correspondence or permit from the state. Can you please look into this issue and get back to us promptly?
