NOTED PRESENT The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Councilmember Randy Krum. SILENT PRAYER / PLEDGE OF ALLEGIANCE The Municipal Clerk stated that the 2017 Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING the Bulletin Board on January 6, 2017. Notice was published in The NOTICE Home News Tribune and The Star Ledger on January 11, 2017. 1 December 7, 2017 :7ONT. Upon MMS &C by Councilmembers Krum and Naples and MINUTES FOR APPROVAL unanimous affirmative vote of Councilmembers Bellino, DiMascio, Johal, Krum and Naples, the Minutes of November 20, 2017 were approved as transcribed and engrossed by the Clerk. Upon MMS &C by Councilmembers Diaz and Krum and unanimous PUBLIC HEARD affirmative vote of the full Council present, the Mayor declared the Public Hearing to be opened. KEVIN URBAN Pi MAYOR REIMA KEVIN URBAN December 7, 2017 CONT. Kevin Urban said he had the impression that cranes are all licensed by the State and basically have the same restrictions as the Department of Transportation. Mayor Reiman said probably on big industrial sites, because it is required but currently there is no minimum or maximum statutory requirements for a crane operator. There have been instances with cranes toppling in New York City and Elizabeth. Kevin Urban asked if it was with platforms or is that just cranes for lifting plus what the tonnage was. Mayor Reiman said it is defined in the Ordinance, it talks about the minimum and maximum requirements that you have to have, the certification that they would have to have. He said licensing would be pursuant to certain state statutes which is 45 -26, also requires a minimum level of insurance. Right now if someone is operating a crane on private property, we had to issues in the last couple years. One was the partial crane collapse, and the other was the incident where a gentlemen was working on the new monopole tower in West Carteret. That was also a partial collapse. He added that we want to make sure that if anyone is going to be operating this type of equipment in Carteret that they have a minimum level of insurance. Kevin Urban said that he didn't know notice but over the bridge by the big boom where he worked, which is the largest crane in the world. It's million dollars a day. Robert J. Bergen, Esq said this requires people to come to the ROBERT J. BERGEN, ESQ. Borough and verify that they've met all the requirements of the State Statute. Mayor Reiman added to put it on file with our Construction MAYOR REIMAN Office. 3 December 7, 2017 CONT. PUBLIC HEARING - CLOSED There being no further questions or comments to the Ordinance the Mayor declared the Public Hearing to be closed. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative votes of the full Council present, the Public Hearing was closed. Upon MMS &C by Councilmembers Diaz and Bellino ORDINANCE #17 -15 ADOPTED PUBLIC HEARING — OPEN "AMENDING AND SUPPLEMENTING THE CODE OF THE BOROUGH OF CARTERET, ENTITLED "PROVIDING FOR CRANE REGULATIONS". was finally Adopted. Upon individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. APPROVED AND ADOPTED: December 7, 2017 INTRODUCED: August 17, 2017 Advertised and Adopted on First Reading with notice of Public Hearing: November 25, 2017 Hearing Held: December 7, 2017 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: December 13, 2017 Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the fullCouncil present, the Mayor declared the Public Hearing to be opened. MAYOR REIMAN Mayor Reiman said this would require a contractor cutting into town and they are cutting into the roadway whether it is the water company, gas company, electric company have certain 4 December 7, 2017 CONT. levels of certification, qualifications and training. He said too often we see somebody building a house and they may hire the cheapest company to cut up the road and we want to make sure that not only is that road maintained but that the people operating the equipment have some level of training on connecting to the storm water system or the sanitary system. There being no further questions or comments to the Ordinance the Mayor declared the Public Hearing to be closed. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative votes of the full Council present, the Public Hearing was closed. Upon MMS &C by Councilmembers Diaz and Krum ORDINANCE #17 -21 AND ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 222, ENTITLED "STREETS AND SIDEWALKS" OF CODE OF THE BOROUGH OF CARTERET" was finally Adopted. Upon individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. BUSINESS TO BE ADDED: 1. Mayor — Proclamation: "Drive Sober or Get Pulled Over 2017 Year End Holiday Crackdown ". WHEREAS, impaired driver's on our nation's roads killed 10,497 people in 2016; and WHEREAS, 20% of motor vehicular fatalities in New Jersey are alcohol related; and REPORTS Proclamation: "Drive Sober or Get Pulled Over 2017 Year End Holiday Crackdown ". 11 December 7, 2017 CONT. WHEREAS, an enforcement crackdown is planned to combat impaired driving; and WHEREAS, the season at the end of the year is traditionally a time of social gatherings which often include alcohol; and WHEREAS, the State of New Jersey, Division of Highway Traffic Safety, has asked Law Enforcement agencies throughout the state to participate in the Drive Sober or Get Pulled Over Year End Holiday Crackdown; and WHEREAS, the project will involve increased impaired driving enforcement from December 8, 2017 through January 1, 2018; and WHEREAS, an increase in impaired driving enforcement and a reduction in impaired driving will save lives on our roadways; NOW, THEREFORE, BE IT RESOLVED THAT DANIEL J. REIMAN, MAYOR OF THE BOROUGH OF CARTERET, declares support forth e DRIVE SOBER OR GET PULLED OVER 2017 YEAR -END HOLIDAY CRACKDOWN from December 8, 2017 through January 1, 2018 And pledge to increase awareness to the dangers of drinking and driving.
