Thurs`. June 30, 1921.
The Board of Public Works of the City of Richmond, Indiana, met in
regular session in the office of said Board Thursday, June 30,1921
at 9 A.M. All the members of the said Board being present Messrs.
von Pein, Taylor, and. Peitz the following proceedings were had to-
wit :-
The City Engineer reported the completion of the contract under Im-
provement Resolution #596-1921 for constructing a Sanitary Sewer in
the alley between Ridge & Boyer Streets from School Street to
Stevens Street, the Board accepted same and ordered an assessment
roll prepared.
10 o' clock A.M.this day, being the hour for the 10 day period to
expire for the filing of petitions by the property owners for some
other kind of pavement than that designated by the Board under Im-
provement Resolution #575-1920 for the improvement of North "A" St.
from North 2nd to North 3rd Street, and North 2nd St. from North A
St. north on North 2nd St. to a point *.ere the C. & 0. 'Railroad
track crosses North 2nd St. , No petition being received for any'
other kind of paving than that designated by the Board, the Board
on motion confirmed their original preliminary -order, designating
that said street as above described be improved with cement in ac-
cordance with plans and specifications heretofore adopted, and on
motion of Mr. Peitz, seconded by gr. Taylor, the contract for the
constructinn of said improvement with cement was awarded J. L. Tee-
garden of Union City, Indiana, at the price named in bid submitted
therefore on Monday, June 20th, 1921.
The Board approved and signed the contract & bond of J. L. Teegar-
den of Union City, Indiana, Contractor under Improvement. Resolution
#575-1921. -The Board approved the Primary Assessment Roll in the matter of Im-
provement Resolution #594-1921 for the improvement of both sides of
North "H" Street by construe ting a cement walk; also cement curb &
gutter on both sides of said street from North ,llth to North 12th
- Street. -
The Board received the following communication:
June 28th, 1921.
Board of Public Works, Richmond, Indiana.
Gentlemen:
- ' I am informed that the City is- continuing to buy coal for the
City Light Plant without advertising for bids on the same. This is
contrary to law, and I have heretofore advised the City to that ef-
fect. I believe your Board is making a mistake in permitting this
practice to continue.
I realize that coal is now cheap and that it may be better to
buy coal on the open market and store it, at this time, than to
-make a contract for delivery throughout the year, but such coal as
is now bought should be done by receiving competitive bids on the
same.
A practice of doing otherwise is illegal and the State Board
of accounts could refuse to approve payments made for coal whici
has been purchased by prdvate agreement.

The Board instructed the Clerk to advertise for bids for coal
for the Municipal Electric Lighting & Power Plait according to
the specifications furnished by Mr. Dillon, Gen. Mgr. of the
plant. .
- Mr. Peltz moved that as Monday-, July 4th, is' a National Holiday
that the Board adjourn to meet Thursday, July 7th. Seconded by
Mr. Taylor motion prevailed.

The Board of Public- Works of the City of Richond, Indiana, met
in regular session in the office of said Board Thursday, July 7,
- 1921, at 9 A.M. All .the members of the said Board being present
.Messrs. von Pein, Taylor, and Peltz the following proceedings were
had to-wit :-
The Board met to hear all persons interested in or whose proper
is affected by the construction of a -cement roadway in the alley
between South 17th & 18th Streets from South "A" St. north to N.
Terminal of alley : thence east to S. 18th Street under Improve-
ment Resolution #602-1921. After hearing all persons who appear-
ed, and a written remonstrance having been filed signed by Chas.
E. Flook and 17 others the Board referred the remonstrance to the
' Engineer to check up and report on at next meeting.
The City Engineer reported the completion of• the contract under
Improvement Resolution #591-1921 for the improvement- of the al-
ley between West Kinsey & West Pearl Streets by constructing a
- cement• roadway in said alley the full width thereof, from West let
to West 3rd St. The Board accepted same and' ordered an assessment
ro11 •prepared.
The Board approved the.Primary Assessment Roll in the matter of
Improvement Resolution #596-1921 for the construction of a Sani-
tary Sewer in the alley between Ridge & Boyer Ste. from School to
Stetens Street.
