Board of Public Works, Richmond, Indiana. Gentlemen: - ' I am informed that the City is- continuing to buy coal for the City Light Plant without advertising for bids on the same. This is contrary to law, and I have heretofore advised the City to that ef- fect. I believe your Board is making a mistake in permitting this practice to continue. I realize that coal is now cheap and that it may be better to buy coal on the open market and store it, at this time, than to -make a contract for delivery throughout the year, but such coal as is now bought should be done by receiving competitive bids on the same. A practice of doing otherwise is illegal and the State Board of accounts could refuse to approve payments made for coal whici has been purchased by prdvate agreement. W. W. Reller, City Atty. 1.32 Thursday, June 30th, 1921. The Board instructed the Clerk to advertise for bids for coal for the Municipal Electric Lighting & Power Plait according to the specifications furnished by Mr. Dillon, Gen. Mgr. of the plant. . - Mr. Peltz moved that as Monday-, July 4th, is' a National Holiday that the Board adjourn to meet Thursday, July 7th. Seconded by Mr. Taylor motion prevailed. The- Board then adjourned. Pres. 'of the oar . - Attest : // f - Clerk of the Board. • • 00000000c0000 Office of the Board of Public Works, City of Richmond,. Indiana , . Thurs. July 7, 1921.
