BEAR BASIN ROAD DARLA WILLIAMSON CRAIG JOHNSON VALOIS CHARLES Mr. Johnson informed the committee that the land starting at the Bear Basin Road and running 3/4 mile is privately owned and zoned one(1) in ten(10) acres. At current, property owners are unable to develop their land due to the road being unmaintained. Since the road is inside of McCall city limits property owners are asking for the city to obtain ownership of and maintain the road and petition the Forest Service to develop at trail head for snow machines to depart from at a point past the 3/4 mile of private property. The property owners feel that the current winter trail head will promote trespassing by snow machines if they were to build a dwelling on their property. Tomi Grote moved to recommend to the council, that if it is determined by the transportation committee that a safety hazard or trespassing of private property in the Bear Basin area is occurring as a result of recreation use, we would recommend that steps be taken to develop a trail head beyond the private property. 2. LAKE FRONT PARK UPDATE See administrators report(attachment "A"). Committee discussed starting a shopping list in the Star News of materials and labor needs and items already donated for the new park. The committee feels this may create a snowball effect and get the entire community involved in the development of the new park. Committee decided it wants to see activity in the new park prior to the naming of it. Committee was informed that the covered cart parking area located near the old golf course clubhouse site has been rented. Committee would like to see this money being moved into the park budget, since the property was purchased from the Golf Course through the bond issue. 3. DAVIS BEACH RESTROOM REQUEST Committee was informed that restroom facilities have been requested for Davis Beach. Staff informed committee it would cost $750.00 to $850 to purchase a portable restroom. In addition, staff reported that it would cost $50.00 for to rent a portable from McCall Rental four(4) weeks, plus $20.00 to have it pumped whenever it was in need. Dean Martens moved to recommend to the council that the city find a way to provide at least one restroom facility for Davis Beach for the remainder of the summer and provide for permanent facilities for the future. 4. STAFF REPORTS a. City Administrator - attached b. Recreation director currently trying to coordinate area baseball coaches from New Meadows, Cascade, Council, Riggins, and McCall (attachment "B") . c. Financial report observed(attachment "C") 5. FIELD TRIP - MIKE ECKHART Mike Eckhart will be leading field trips of committee members and Council member to walk a piece of property for consideration of possible purchase. 6. OTHER BUSINESS Western Charters is presently docking illegally at Mill Park and has requested permission to build a dock and donate it back to the city. Chair has asked police to check into illegal docking - and is not interested in docks at this site. Chair received a call from Tim Duffner(Dept. Lands) asking what Parks and Recreation thought about May Hardware expansion. Staff delivered a copy of the Parks and Recreation, May 8, 1991 Meeting Minutes to Mr. Duffner. 7. INFORMATION UPDATE Dean Martens spoke with Jim Arp, Recreational Coordinator for Payette Forest Service. The Forest Service and the local Snowmobile Association are working together in planning a trail head to service the Bear Mountain area. It will be located 2 miles North of the Brundage Mountain Look Out Road on Highway 55. If other committee members not in attendance agree, general meeting dates will change to the third Monday of each month at 7:OOpm. MONDAY, JULY 15, NEXT GENERAL MEETING, 7:OOpm. Respectfully submitted, Kathy Killen, Chair " ATTACHMENT "A" June 19, 1991 Staff Report 1. Land trade: I spoke. with Jake Howard on Jung- 3. He has forwarded the conversion application to the National Nark Service" . He anticipates approval by them. The City wi l l receive a grant .amendment for the original Mill Park Grant (ca. 1981) which is the manner in which the application will be approved. 2.. Park Construction: On June 13, the 100% drawings were presented to and approved by the city council. At that meeting, Don Celts also reported that the 404 Wetlands permit will be delayed an ..additional 00-75 days. We are asking Sen. Symms to intervene to expedite this application's approval. The council directed that we explore a separate contract for construction of the restrooms (see attached letter from MDP) and proceed with permission from Manchester to remove the C-21 Building even before the final land trade documents have been exchanged. I have enlisted Steve Millemann's help in this effort. 3. land: We now hold the executed deed and have filed the permanent park dedication on the accretion lands in the original Mill Park. There is a disagreement on the ownership of the RR ROW parcel between First and Stibnite Sts. (Chitwood-School) poise Cascade believes it holds title and is paying taxes on the: land. If they own it they have indicated they would give it to the city. We have a title report that indicates that Chi twood and the Schools are the owners. I have not had further contact to date with the new owner of the RR ROW between Stibnite and Oienhard. You should now expect this purchase to exceed the allocation for the property. The vacation of a" portion of E. BOX 729 McCALL, ID. 83638 • 208 634-5707 6/18/91 Don Belts Jensen Belts 128 S 5th St. Boise, ID 83702 Dear Don; At the City Council Meeting of 6/13, we both stated the feasibility of proceeding with the Lakefront Park Restroom independent of the rest of the project. While the project is held up by the Corps of Engineers, this would allow visible progress to be made on one aspect this summer. I have one major concern, however. Bidding a public project, providing the insurance & bonds required, and dealing with the contract administration required has certain costs to the contractor associated with it. With the restroom broken out as a separate project, it would have these significant administration and overhead costs loaded on it. As you are well aware, there has already been considerable concern expressed about the cost of the restroom facility. IDAHO 83638 Cv June 18, 1991 Senator Steve Symms 8th and Bannock Boise, Idaho 83706 Dear Senator, On June 13, during their regular meeting, the McCall City Council was advised that its application for a 404 Wetlands Permit would be further delayed beyond the statutory 60 day review period for an additional 60-75 days. This delay is apparently occurring in the Walla Walla District office of the U.S. Army Corps of Engineers which is charged with administering the legislation. We are trying to build a park. The citizens of McCall passed a bond issue in June of 1988 and we have worked since then to acquire 15 parcels to construct a lakefront park and a recreational route through the city. Our construction plans are complete and this permit delay is the last major hurdle. As an aside, we have worked with the Idaho Department of Parks and Recreation and the National Park Service in a land conversion which has been very complicated. The personnel at both the state and local level have been responsive and capable. Many hours of thoughtful and creative work from various individuals have helped us with this element of the project. This additional delay means that the city would be able to obtain the Wetlands Permit no earlier than August 15. We have a very short construction season here in the mountains. This delay may well cause another year's delay of the project completion. The Wetlands which we intend to remove and replace with an enhancement of a riverside wetland have been reviewed by the Boise area Corps representative, Greg Martinez. He too has been helpful and responsive to our needs. ATTACHMENT "$" City of _A4cCall OFFICE OF THE CLERK BOX 1065 MCCALL, IDAHO 83638 July 19, 1991 Little League Coordinators Little League Coaches Junior Olympic Softball Coaches Cascade, Council, New Meadows, Riggins, & McCall Dear Coaches and League Coordinators During the last several years I have watched the Little League and Girls Softball programs grow in size and popularity. My hats tipped to you coordinators and coaches who have made these programs such a success. It is my belief that these programs play a vital role in the healthy growth of Central Idaho's youth. However the fast growth of Little League and Girls Softball has not been without its problems. Many of the problems that arise during the season of play comes from a lack of communication between our coaches, coordinators and towns. I believe that many of these problems can be alleviated by a simple meeting of the minds. I propose a meeting of all coaches and coordinators on Tuesday, July 9, 7:00pm at the Pizza Parlor in New - Meadows(the most central spot I could think of). The meeting in my vision would start with every one introducing themselves with their name and length of experience with Central Idaho Little League. Next the meeting would break into three small groups of people: 1) Coaches of Girls Softball 2) Coaches of Minor League Baseball 3) Coaches of Major League Baseball. While in these groups coaches would first evaluate the past season and then set rules concerning pitching distances, ages ect. Finally, the small groups would come together as one large group, report on their findings and put the 1992 season together. I strongly believe that communication and evaluation create all great programs as well as great relations, businesses, friendships, ect.64, Please let me know if you can attend this meeting 634-7142.
