The Board of Public Works of the City of Richmond , Indiana, met in regular session in the office of said Board Monday, May 23, 1921, at 9 A.M. All the members of the said Board being present Messrs. von Pain, Taylor, and Peitz the following proceedings .- were had to-wit :- The Board approved the petition of Henry V . Harris for permission to cut the curb for a l0? ft driveway infront of Real Estate #11031/ Sheridan St . subject to the inspection of,/and • approval of the City Engineer. The. Board approved the Contract & Bond of Earl J. Wright in the • . matter of installing a gasoline, oil & air dispensers infront of 31 South 5th Street. • Pursuant to continuance to this date the Board met to hear all persons interested in or vahose property is affected by the con- struction of cement Sidewalks; also cem.nnt Curb & Gutter on both sides of South 3rd Street from South "A" to ;;oath "D'' Street un- der Improvement Resolution #600-1921 against which a remonstrance had been filed at the previous meeting which ws referred to the City Engineer to check it up and report back to the Board on, no one appearing and the Engineer rerorting 40 resident property owners of which 18 remonstrated leaving 22 in favor of the im- _ provenent, the Board decided that the benefits to property liable to be assessed for said improvement are ecival to the cost of same as reported. by the City Engineer less the sum the City will pay for said improvement . The City agrees to pay the cost of street and alley intersections; and 10 0 of the cost of the curb & gutter. . The Board thereupon took final action on said resolution. as origin • ally adopted, the same being confirmed without modification, and the Clerk was instructed to advertise for bids. • The Board received communications from Chas. A. McGuire & H. G. Coleman in regard to the bad condition of the asphalt streets in Reeveston Addition. The Board decided to take this matter up with the Andrews Asphalt Company before the expiration of their main- tenance bond. The Board instructed the Clerk to advertise for bids for an add- • - , ing machine for the office of the Engineering Departm€nt. This being the day ' fixed by the Board for determining the matter of the letting of a contract under Improvement Resolution No.' 596- 1921 for the building of a sanitary sewer in the alley between tJdge and Boyer Streets, extending from School to Stevens StreetI/ in the City of Richmond, the Board now finds that John Duke fail- ed to sign his written proposal and also failed to sign .his cer- . tified check accompanying such proposal , but that said John Duke upon said sealed proposal having been publicly opened by the Board thereupon offered to sign both his bid and euch check; and a peti- tion was presented to the Board signed by Milford Bell and 14 others asking the Board to allow John Duke to sign his bid & check and to award him the contract. . The Board finds that the hid of John Duke is the lowest and best bid received for the making of such improve-- Monday, May 23rd, 1921. 1 17 rent, and that the failure of said John Duke to sign. such bid and check accompanying the same was due to a mistake and oversi.F ht or the part of such bidder, and that it was his intent to make a bona fide bid in hood faith for such contract. It is therefore ordered by the Board that the proposal of said John Duke be accepted, and _ the contract so awarded, provided he will sign such proposal and check, and will now enter into a bond, subject to the approval of this Board, for the faithful performance of said work in full con- fornity to the specifications for the sane as prepared by said City. Bills to the amount of 022,918.73 were allowed: The Board approved the various pay rolls up to May 16th, 1921. The Board then adjourned. The Board of Public Works of the City of Richmond, Tndfa_1 , , met in regular session in the office of said Board Thursday, May 26, 1921 at 9 A.M. ALL_the members of the said Board being present Messrs. von Pein, Taylor, and Peitz the following proceedings were had to- wit : - The Board received the application of the Liber Light & Power Co. filed before the Public Service Commission of Indiana to provide for interconnection with power lines and additional to connections with Municipal Lighting F. Power Plant of City of Rid] mond. Which matter was referred to the City Attorney. The -Board approved and signed the Contract & Bond of John 3. Duke, contractor under Im»rovement Resoluti on r596-1921. The Board received a petition signed by Marion Bolser & 4 others for the passage of a reseluti on providing for gas mains to be laid on Maple Street from Hunt St. to alley west of Ridge St. The Board took same under. advisement . Harry Hodgin ap:^eare' before the Board and Trade a complaint of the dirt in the alley at John i'innick' s property on North 18th Street. Referred to the Street Dept. • The Board received an invitation from J. H. Bentley, Supt. of Schools inviting the City- Government to be represented at the laying of the corner stone of the David Worth Dennis School, on Friday, May 27th, which was accepted and ordered placed on file .
