HomeMy Public PortalAbout05-12-1921 Office of the Board of Public Works , 11 City of Richmond, Indiana, Thurs. May 12, 1921. The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Thursday, May 12, 1921, at 9 A.M. All the members of the said Board being present Messrs. von Pein, Taylor,. and Pelt , the following proceedings were had to-wit : - The Board allowed and ordered paid the claim of the Elliott Co. of 0720.00 as per their contract. - The Clerk reported that a remonstrance signed by John A. Shutz , and others, against any further action of the ,Board in the matter of Improvenae t Resolution i 594-1921 providing for the construction of cement curb , gutter, & sidewalk on both sides of North "H" St. from llth to 12th Street had been filed 'within the 10 day period. The City Engineer reported that there are six resident property owners of which three singed the remonstrance leaving an equal - division of three & three . The Board being fully_advised over ruled the 'remonstrance, and confirmed all former action. The City Civil Engineer reported the completion of the contract under Improvement Resolution 588-19 21 to construct a Sanitary Sever in the alley between Ratliff & Ridge Street from School to Stevens Street. The Board accepted same, and approved the Primary Assessment Roll on said improvement . The Board received a petition for the passage of a Resolution .pro- vi ding for the vacation of the 1st alley south of South "A" St. from South 3rd to South 4th St. signed by Thena V. McLaughlin and six others. The Board unanimously adopted Declaratory Resoluti on #151-1921 to vacate the 1st alley running east and west south of South "A" St. from -South 3rd to South 4th_ Street. (See Resolution) The Board met to hear all persons interested, or whose property is affected by the vacation of the alley north of lot #1 and east of - lot #2 to 11 inclusive, and south of lot ills also the vacation of the principal part of North-west 4th Street, all in William Griffin Add. under Declaratory Resolution #150-1921. No one appearing, and - no-remonstrance having been fi led the Board took final acti on on said resolution, the same being confirmed without modification, and the Board ordered that a' roll be prepared of all owners or holders of property and all valuable interest therein sought to be taken or to be injuriously affected which list or roll shall also describb the property beneficially affected, and; the Board fixed a price to be assessed-as-benefits at 02.00 per front ft. on Canter Street. The Board met to hear all persons interested in or whose property is affected- by Improvement Resolution #599-1921 to improve the nort: side of Sherman Street by constaucting a cement sidewalk 4' ft in width from Sheridan to Butler Street. A remonstrance signed b7 Martin Hengstler, & 0 P.Norman, the only residenit property or4ners, against any further action, having been filed Mr. Feltz moved that all previous action on said resolution be recinded. Seconded by . Mr . Taylor motion prevailed. 1 12 Thursday, May 12, 1921. The Board approved and _ signed the Contract & Bond of the D. P. Beard Construction Company, Contractors under Improvement .Reso-- luti. on #578--1920. Pursuant to continuance to this date the Board met to hear and consider remonstrances if any of persons Primarily Asseesed in the matter. cf Benefits &c Damages for the widening of North 3rd Street from North "D" Street south under Declaratory Resolution #147-1921. A verbal remonstrance being made by John J. Steele against his award of damages of 03,000.00, claiming that his . damages should be 03,800.00. Kelley & Kelley, Attys. for Minnie C. Moorer filed a written remonstrance against his award of dam- ages of 0_,000.00, claiming $1, 600.00 . damages; Kelley & Kelley also filed a written remonstrance for Linnie C . & Margaret Moore against their award of damages of ti 10.00, claiming 0200.00. The Board after carefully considering the remonstrances and being duly advised over ruled same , and on motion of Mr. Pelts , Second- ed by Mr. Taylor the Board approved the Final Assessment Roll of Benefits & Damages confirming in all things the original assess- ment roll heretofore approved, without modi ficati on,_ and declared said street widened, and ordered said assesan ent roll transmitted forthwith to the Dept. of Finance. The Board received bids for the improvement of the 1st alley north of Chestnut Street from North-west 1st to North-west 2nd Street under Improvement Resolution #592-1921 as follows: Hans. H. Wagmer bid : Cement Roadway complete per square foot d 0.21 Daniel G. Burkhardt bid: Cement Roadway complete per square foot T'0.27 Z. B. Pyel bid : Roadway complete per square foot -- ;0.33 Mr. Pelts moved that the bid of Hans H. Wagner was the lowest and within the City Engineer' s estimate that it be accepted and the contract so awarded. Seconded by Mr. Taylor motion prevail- ' ed. - The Board received bids for the improvement of .the 1st alley run- ning north and south east of North 18th Street from North "A" St . south to the 1st alley running east and west 1st north of Main St . under Improvement Resolution #593-1921 as follows: H. H. Wagmer bid : Cement roadway complete per square foot 60.21 Daniel G. Burkhardt bid : Cement roadway complete per square foot $0.31 Z. B. Pyle 'bid: Roadway complete per square foot G0.39 Mr. Pelts moved that as the bid of H. H. Wagner was the lowest , and within the City Engineer' s estimate that it be accepted and 113 Thursday, May 12 , 1921. - - the contract so awarded. Seconded by Mr. Taylor motion prevailed. The Board received bids for the improvement of both sides of N. "H" Etreet from North 11th Street to North 12th Street under Im- provement Resolution on #594-1921 as follows : Z . B. Pyle bid: 1/- Cement sidewalk per square foot 0.31 Circle curb gutter per linear- foot 1.21 Straight curb gutter per linear foot 0.99 - Daniel G. Burkhardt bid : Cement sidewalk Der square foot $ .24 Circle curb &.; gutter per linear foot 1.80 Straight curb tc gutter per linear foot - 1.55 Mr. Peitz moved that as the bid of Z . B. Pyle Co. was the lowest, and within the Engineer' s estimate that it be accepted and the con- tract so awarded. Seconded by Mr. Taylor motion prevailed. The Board instructed Mr. FIollarn, Supt-. of Glen Miller Park , to. rebuild the Band Stand. The Board then adjourned . Pres . of h Board. Board aprroved the final Assessment holl confirming in all things the original assessment roll as heretofore approved, and directed the same to be transmitted forthwith to the Dept . of Finance.
