Reiman at 6:00 P.M., Thursday December 28, 2017, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call the following were noted present: ROLL CALL Councilmember Vincent Bellino It Jorge Diaz Dennis DiMascio Ajmar Johal Randy Krum Also noted present was Kathleen M. Barney, Municipal Clerk and Michael T. Sica, Esq., Assistant Municipal Attorney. Noted absent was Councilmember Susan Naples and Law Director, Robert J. Bergen, Esq. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE OF Pledge of Allegiance led by Councilmember Randy Krum. ALLEGIANCE The Clerk stated that on January 6, 2017, the 2017 Annual Notice STATEMENT OF MEETING was mailed to The Home News Tribune, The Star Ledger and posted NOTICE on the Bulletin Board January 6, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2017. 01 DECEMBER 28, 2017 CONT. ORDINANCE #17 -17 AN ORDINANCE OF THE BOROUGH OF CARTERET AUTHORIZING ACQUISITION OF A PROPERTY INTEREST IN BLOCK 2701 LOT 1, 1299 ROOSEVELT AVENUE, CARTERET, FOR THE CONSTRUCTION AND MAINTENANCE OF A MONUMENT SIGN OPEN TO PUBLIC Upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of Councilmembers Bellino, Diaz, DiMascio, Johal and Krum, the Minutes of December 7, 2017 were approved as transcribed and engrossed by the Clerk. The clerk stated that Ordinance #17 -17 was introduced and adopted on First Reading on September 21, 2017. It was duly published in The Home News Tribune on December 14, 2017 with notice that it will be considered for final passage after Public Hearing to be held on December 28, 2017 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Mayor Reiman stated that this Public Hearing is for the right of way acquisition for the sign placement in West Carteret. Upon MMS &C, by Councilmember Diaz and Bellino and Unanimous affirmative vote of the Councilmembers present, Mayor Reiman declared the Public Hearing open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, Upon MMS &C, by Councilmembers Diaz and Bellino and Unanimous Affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmember Diaz and Bellino and OPEN TO PUBLIC Unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, Upon MMS &C, HEARING CLOSED by Councilmembers Diaz and Bellino and Unanimous Affirmative vote of the five (5) Councilmembers present. ORDINANCE #17 -20 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" Was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Krum voted in the affirmative. Councilmember Naples was noted absent. Mayor Reiman stated that this Ordinance #17 -23 is amending and supplementing Article IX, entitled "enforcement of Title 39 on HEARING CLOSED ADOPTED ORDINANCE 17 -23 AMENDING AND SUPPLEMENTING ARTICLE IX, ENTITELED "ENFORCEMENT OF TITLE 39 ON PRIVATE PROPERTY ", CHAPTER §254 "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF CARTERET 6i DECEMBER 28, 2017 CONT. private property ", chapter §254 "vehicles and traffic" of the code of the Borough of Carteret. PUBLIC HEARING OPEN Upon MMS &C, by Councilmembers Diaz and Johal and Unanimous affirmative vote of the Councilmembers present, Mayor Reiman declared the Public Hearing open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, Upon MMS &C, by Councilmembers Diaz and Krum and Unanimous Affirmative vote of the five (5) Councilmembers present. A copy of each resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the all Councilmembers present, the meeting was opened for public input on all resolutions /Agenda items and new Business. PUBLIC PORTION RESOLUTIONS / AGENDA ITEMS AND NEW BUSINESS There being no comments or objections to the Resolutions /Agenda PUBLIC PORTION CLOSED items or new business, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of all Councilmembers present , the public portion of the meeting was closed.
