AND PROCEEDURE OF THE VILLAGE OF MEDINA
The following rules of order and jproceedure shall goven the
deliveration of the meetings of the Village Council and committies thereof.
Section 1. The Village Council shall hold regular meetings on
the first.14 1 ';" evening of each calendar month at the hour of 8:00
o'clock p.m. Any regular meeting falling upon a legal holiday shall be
held on the next following secular day atthe same hour and place,
Section 2. Special meetings of the Council may be called by any
two members in writing and filed with the City Clerk at east 24 hours prior
to the time specified for such meeting. The Village Clerk shall immediately
notify each member of the time and purpose of such meeting by causing a
written notice thereof to be delivered to each member personally if he can
be found; if he cannot be found, an adult member of the family. The Clerk
shall cause an Affidavit showing service of such notice as herein provided
to be filed in his office prior to the time fixed for such special meeting.
Special meetings may be held without such notice when all members of the
Council are present in person, or consent in writing to the holding of said
meetings. Any special meetings attended by all members of the Council shill
be a regular meeting for the transaction of any business that may come before
such meeting.
Section 3. Agenda. All reports, communications, ordinances, resolu
tions, contract documents, or other matters to be submitted to the Council
shall, at least 24 business hours prior to each council meeting, be delivered
to the Village Clerk whereupon the Village Clerk shall immediately arrrange
a list of such matters according to the order of business and furnish each
member of the Council with a copy of said agenda prior to the Council
meeting and as far in advance of the meeting as time for preparation will
permit. The agenda may be added to at the beginning of the meeting with the
consent of a majority vote of the members present.
Section 4. Council may, by a majority vote of those present, adjourn
from time to time a special date and hour.
Section 5. The business of the council shall be conducted in the
following order:
1. Called to order by the, presiding officer.
2. Roll Call.
3. Reading the Minutes of the preceding meeting and
approving the same if correct and rectifying mis-
takes if any exist.
4. Reports of committees.
5. Unfinished business from previous meetings.
6. New business.
7. Reports of officers.
8. Communications and miscellaneous business.
9. Comments and suggestions from citizens present.
In the absence of a Clerk, the president of the
meeting shall appoint a Clerk pro tem.
Section 6. The proceedings of the meetings shall be conducted in
accordance with the parlimentary rules contained in Roberts Rules of Order,
unless otherwise provided; by statute or these rules.
Section 7. Any person desiring to address the Council shall first
secure the permission of the presiding officer so to do.
Section 8. Each person addressing the Council shall give his name
and address in an audible tone of voice for the record and unless further
time is granted by the Council shall limit his address to three minutes.
A11 remarks shall be addressed to the Council as a body and not to any member
thereof. No questions shall be asked of councilmen except through the pre-
siding officer.
Section 9. Any person making personal, impertinent, or slanderous
remarks, or who shall become boisterous while addressing the Council, shall
forthwith, by the presiding officer, be barred from further audience before
the Council unless permission to continue be granted by a majority vote of
the Council.
Section 10. The Chief of Police or such member or members of the
Police Department as he may designate, shall be Sergeant at Arms of the
Council meetings. He or they shall carryout all orders and instructions
given by the presiding officer for the purpose of maintaining order and
decorum at the Council meetings. Upon instructions of the presiding officer,
it shall be the duty of the Sergeant at Arms, or any one of them present, to
place any person who violates the order or decorum of the meeting under arrest
and cause him to be prosecuted, the Complaint to be signed by the prestaling
officer.
