Lilja, Chairman; Edward S. Hand, Jr. Vice - Chairman; Henry T. Betts; Cameron Smith and Terence Duffy present. Kirk W Baker, Town Planner, present. Minutes are recorded by Mary Bourguignon, Secretary 1. 7:30 p.m. General Meeting Discussion 2. 7:40 p.m. – Hearing - SPR- 1 Ocean View Dr. – Continuation. Again, Mr. Lilja recused himself and Mr. Hand took over as Chairman. Mr. Betts said the Board needs everything so we can vote on it at the next meeting. Mr. Baker said the Planning Board needs a letter requesting a continuance for 30 days , and the amended plans are needed by Friday, June 30, 2017. Mr. Duffy made a motion to continue the hearing until the next meeting, July, 6, 2017. Mr. Betts seconded the motion. All in favor. 3. Planner’s Update – Kirk Baker. Mr. Baker said that 6 South St. called last week and that they have a request for a certificate of compliance in the next couple of weeks but they are not quite ready as of now. 4. Lighting By-Law Consolidation/ Revision – Hank Betts. Mr. Betts said that he believes that this is the final draft. We need to have at some point a warrant article and then after that hold a public hearing. 5. Application of New Side Setbacks – Herm Lilja, Mr Lilja said there is not much to say. He has not heard anything from the ZBA, and we have not gone further with looking at any past actions to see whether o r not there are concerns that we might have with regards to the application of the new by-laws. 6. Bikeways Update – Herm Lilja. Mr. Lilja said he was given a map by the Bikeways Committee and he proceeded to make a first and second draft of a bike map. The net result is that we have this map on bike path with minimum mixing of traffic and bikes. It gets people all the way down to Cape Hedge , and it also builds in on safe biking in Rockport. This is basically the map that Mr. Lilja would like to start to copy. Members had different input on size of the type and layouts for this map. Mr. Lilja said this is the first step to come up with something that is digestible and acceptable. 7. Action Plan for Community Visioning Process – Cameron Smith. Mr. Smith said that there was a survey done back in the winter of 2016, and they just finished one as of the 13th of June asking Town people about things that they are interested in seeing done that would enhance the quality of life in Rockport. Mr. Smith then said what he is doing here is comparing the survey that was just finished with the 2016 survey. The major conclusion is that the two surveys are comparable. In both surveys, it was found that attracting young families scored very, very high. Similarly, a very important negative finding was that people are not very interested in encouraging increased tax income by attracting newly retired people to build large houses. Mr. Smith said the Board probably does not to want to discuss the preliminary findings yet. 8. Continuing Business, Liaison Reports, and Other Updates  Liaison Reports. No reports given.  Updates from Members. Mr. Duffy said the Drone law that is slowly working its way through the legislature, but they have not done anything yet. 9. Planning Board Administration  Approval of Bills. Mr. Duffy made a motion to pay Kirk Baker’s invoice for May. Mr. Betts seconded the motion. All in favor.  Approval of Minutes.
