The Board of Public Works of the City of Richmond, Indiana, met in regular session in the office of said Board Thursday, March 17 , 1921, at 9 A.M. All the members bf the said Board being present Messrs. von Pein, Taylor, and Peitz the following pro- ceedings were had to-wit : - . The Board_ approved the Contract of the Barrett Company of Chicago, Ili. for the furnishing of Tarvia 'B" to the City of Richmond, Ind. ' for the year 1921. The Board received notice from the Custodiar of the Post Office that sealed proposals will.!be received at his office until 2 P.M. i.iarch 30th , 1921, for removing ashes from the United States Post Office Building, which was referred to the City Engineer. The Board received a petition signed by James C . Stevens and 14 others petitioning for the passage of a resolution providing for a cement roadway in the alley between Kinsey & Pearl Streets from West 1st to Jest 3rd St . , which- was referred to the City Engineer for plans , The Board signed an agreement with the Young Men_' s Business Club that in consideration of the sum of 0250.00 to be paid by said City said Club shall furnish in Glen Miller Park 12 Band Concerts as per agreement . W. W. Reller, City Atty . , presented a form of a notice to be serv- ed on property owners over the City who allow mud and debris to 1 wash down onto the sidewalks. Mr. Peitz moved that the form be adopted, and the Clerk Instructed to have a reasonable number printed and give them to the Police Dept. with instructions to serve same on property owners, not tenant, where this is allowed to occur. Seconded by Mr. Taylor so ordered. The Board received bids for a sanitary sewer in the alley between Ratliff & Ridge Streets from School to Stevens Street under Im- provement Resolution #588-1921 as follows to-wit : L. W. Ridgeway bid: l! Sewer complete per linear. foot 5.98z John F. Hipski.nd bid: Sewer complete per linear foot 5.52 • F. E. Slick bid: Sewer complete per linear foot 5.24 1/- Mr. Peitz moved that as the bid of F. E. Slick was the lowest, tend within the City Engineer' s estimate that it be accepted, and the contract so awarded. Seconded by Mr. Taylor so ordered. The Board received bids for the Improvement of North "A" Street, and North 2nd Street under Improvement Resolution #575-1920 as . follows to-wit: F. E. Slick bid: Six foot cement walk per sq. ft. 5 .28 Straight curb & gutter ( l' ft wide ) per linear ft. 1.25 Thursday, March 17 , 1921. Circle curs: `utter (1' ft wide ) per l-inear. ft. 1.30 Driveway curb per sq. ft. -- -- .30 Cement walk intersections per sq. ft. - 1.30 Cement roadway per so . yard --=- 3.14 Daniel G, Burkhardt bid: Six foot cement walk per sq. ft. .30 Straight curb & gutter ( 1' ft wide) ,per linear ft. 1.26 Circle curb & gutter ( l' ft wide ) per linear ft. 1.51 Cement wall- intersections per sq. ft. --------- - .33 Driveway curb per sq. ft. . 30 Cement roadway per sq. yard 3.45 Mr. Pelts moved that as both bids were above the City End-ineer' s estimate that they be rejected, and that the Clerk be instructed to readvertise for bids. Seconded by Irr. Taylor motion prevailed. The Board received bids for the privilege of placing advertising cards on laity Trash Cans as follows to-wit : - - rtichmond Sign System bid: 5 1.75 per can for a period of One Year with the privilege of Two. Mr. Pelts moved that as the amount of the l'i d was unsatisfactory that it be rejected. Seconded by Mr. Taylor so ordered. The Board approved the Bond of the Midwest Engine Company of ender-- son, ' Indiana, as principal , and the American Surety Company of as Surety, in the sum of 02, 500.00 covering the contract to furnish the Muni cipal Electric Lighting & Power Plant one (1 ) centrifugal four stage horizontal boiler feed pump. The Board took up the bids for equipment to be used in connecti on with the handling cf coal at the i.iuni curet Electric Lighting w Bow- er Plant submitted Thursday, Larch 10th, 1921 and. which were taken under advisement until this date , and Mr. Pelts moved that the bid -of the Stephens- damson Mfg. co. for items numbers 1 - 2 - 3 - 4 5 at their proposed price .of '08 ,050.00 f.o.b . aichmond, Indiana, be accepted with the supplementary letter of March 16th relative to the bearings of the belt conveyor attached to and made a part of the Contract ; and also that the bid of the General Iron VTorks Company for items 6 - 7 a 3 at their porrosed price of g;,4, 625.00 erected,and which also includes additional coal gates in the bottom of the Coal Bunker , be accepted and the Contracts- so awarded. Seconded by :Ir. Taylor moti on prevailed. Mr. Pelts moved that the specifications for Twin Water Strainers 11/ for the Municipal Electric Lighting EL Power Plant as fu °nished by J. D. Lyor_, Consulting Engineer, be accepted, and the Clerk instruct ed to aciverti se for bids. Seconded by; hr. Taylor so ordered. The Board approved the petition of Guy L. i obie for permis:,•ion to Cut the curb under private contract . and at his own e L-penSe 'for a 7' ft . driveway infront of Real Estate #117 North 13th Street, subject to the approval of the city Engineer. The Board allowed and ordered paid the Claim of J. D. Tarvia Macadam under Improvement Resolution #589-1921. _After hearing all persons interested who appeared and a remon- strarice having been filed signed by Thomas McManus and 27 others Er. Pelt!: moved that .the remonstrance be referred to- the City • Engineer, and the hearing continued until Monday , March 28th, 1921. Seconded by Mr. Taylor so ordered. The Board- approved the petition of August Kohnle to lay under private contract a sewer to connect with Garden Avenue sewer at 528 South 6th Street subject to the inspection and armroval of the • City Civil Engineer. The Board approved the petition of Chas . Beck to cut the curb for a driveway infront of 53,5 SW. "A" Street subject to the inspection and approval of the City Civil Engineer. Mayor Zimmerman informed the Board that he had received word from Mr. Van Auken of the Commission that the' 'Cit;r' s request for Bond Issue for 315,000. 00 for the L.E.B. & P.P. was granted. The Board received a petition si gned by Ben. C . Bartel, and Eugene % .
